Objective and Justification
To obtain a position as an instructor, planner, or analyst for CYBER, informatio
n operations (IO), force protection / security, or operations analyst supporting
efforts of homeland security, counter-terrorism, information operations or law
enforcement. Over 12 years of experience in IO and Special Technical Operations
(STO). Instructor for operational and strategic planning in support of the Aust
ralian Defense Force, USEUCOM, USCENTCOM, USNORTHCOM, USSOCOM and USSOCEUR. Exp
ert level planning conducted for counter-terrorism and homeland security ranging
from Special Technical Operations (STO) planning (including CYBER), IO planning
, strategic communication planning, military support to public diplomacy, to int
egrating effects based planning in the targeting process at the combatant comman
d and component staff level.
Summary of Experience
Served in the U.S. Navy for 21 years as a Surface Warfare Officer in various pos
itions to include electrical engineer, navigator, weapons officer, force protect
ion and anti-terrorism officer, tactical and operations planner, and TOMAHAWK st
rike officer. Currently, working as an instructor, operational planner, marketi
ng analyst, and local task lead for the Under Secretary of Defense for Intellige
nce [USD(I)] acquisition program named Virtual Integrated Support for the Inform
ation Operations Environment (VISION), a program of record managed by the U.S.
Joint Forces Command (USJFCOM). Prior to retiring from the Navy, worked as a J
IOWC (Joint Information Operations Warfare Center) information operations, STO,
and MILDEC planner for USEUCOM, and special operations planner for USSOCEUR. Res
ponsibilities include developing deliberate and crisis action plans, measures of
effectiveness, and synchronizing activities in support of Operation Enduring Fr
eedom Trans-Sahara (OEF-TS), Operation Assured Voice (OAV), and other sensitive
operations. Additionally, have extensive experience as lead IO and Joint Planni
ng instructor, doctrine writer, and joint operations (JOPES) planner in support
of the Australian Defense Force Warfare Center.

Planning, Instruction, and Force Protection / Anti-Terrorism Experience
* Four years experience at the Joint Information Operations Warfare Command with
Integrated Joint Special Technical Operations (IJSTO) planning and execution.
Comprehensive knowledge of IJSTO Planning and Policy processes. Extensive knowle
dge of STO capabilities in order to recommend STO solutions to operational probl
ems. Have supported STO and CNO planning for USEUCOM, USCENTCOM, USSTRATCOM, US
NORTHCOM, and USSOCOM.
* Developed plans in support of Special Operations, Special Technical Operations
, and Information Operations for the USEUCOM, USCENTCOM, USNORTHCOM, USSOCEUR, a
nd the JIOWC. Personally responsible for drafting Annex S, Annex C, Appendix 3
to Annex C documents, Appendix 3 Tabs, and Strategic Communications Annex for mo
st assigned plans.
* As U.S. Navy shipboard Weapons Officer responsible for training, exercises, ma
intenance, and munitions for all small/large caliber weapons (76mm, 5 in, 50 Cal
, 20mm, 9mm, 45 Cal, shotguns, etc.), missile systems, and torpedo systems. Tra
ined security forces and firefighting parties onboard ship.
* Developed plans and executed Counter-Narcotics Terrorism (CNT) operations in C
entral and South America. Worked intimately with inter-agency [FBI, DEA, Custom
s, and Joint Inter-Agency Task Forces, Joint Interagency Task Force, East (JIATF
-E)] during prosecution of targets of interest.
* Six years experience training and educating shipboard electronic technicians,
data management specialists, fire control radarmen, and ordnance and weapons per
sonnel. Extensive experience in shipboard course administration, management tech
niques, interpersonal communication and managerial skills. Extensive experience
in planning, coordinating, monitoring, and evaluating physical security programs
. Responsible for all physical security and nuclear, biological, and chemical pr
ograms (protection and decontamination)onboard U.S. Navy ships assigned.

* Developed significant USSOCEUR plans (and compartmented plans) for North Afri
ca in support of OEF-TS and Trans-Sahara Counter Terrorism Plan (TSCTP). Specia
lized in counter-terrorism planning.
* Led a deployment for USEUCOM Headquarters to Mali in order to facilitate supp
ort and collaboration with United States Aid for Industrial Development (USAID)
to expand the communication infrastructure by building new FM radio stations in
isolated areas and developed radio programming to support USAID and USEUCOM obje
ctives.
* Instructor and planner for the Australian Defense Force Theater Planning Info
rmation Operations team which conducted operational and strategic planning in su
pport of Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF).
