COL. ERIC A. ROJO USA (RET)

PROFESSIONAL QUALIFICATIONS

Currently the Managing Director of 'Magination Consulting


International, a strategic planning, risk management, international
relations and commerce, public policy firm based in Washington DC
with great worldwide experience, particularly in Mexico, Central,
South America, Turkey and Africa. The firm consists of a large pool
of associated companies and expert consultants in many fields, where
he oversees company strategy and the marketing of goods and services
at the highest level of government and business. Services include
strategic planning, risk and vulnerability assessments, risk
management plans, feasibility studies, transculturization, execution
and implementation for corporations and governments.
Col. Rojo is a Risk Concepts and Strategy authority, with a
background and experience spanning the fields of business,
government, politics, military and international affairs, and also an
international and Latin American expert with over 30 years of
experience in the security and counterterrorist fields having
provided his services in the US Army, the US Department of Energy, as
well as to industry in the U.S. and abroad. Col. Rojo has also many
years of field experience in vulnerability site and management
reviews, of particular note was his participation in the DOE Nuclear
Weapons Security Evaluation and remediation programs, the Strategic
Petroleum Reserve security management oversight and with the Republic
of Colombia pipeline sabotage fact-finding team. Among his many
accomplishments are the oversight for the development and
implementation of the Energy Emergencies Management System and the
design of the Emergency Operations Center for DOE, to include the
integration of various communications systems. Mr. Rojo has also
extensive experience in the area of customs coordination,
Pre-Shipment Inspection (PSI), Department of Homeland Security and
Customs and Border Protection C-TPAT (Customs Trade Partnership
Against Terrorism) Certification, ICS (Incident Command System), NIMS
(National Incident Management System) and management of large private
sector and government projects to include procurement processes,
customs oversight, and systems design and management.

He served until early in 2008 as the Director for Homeland Security


Services and Continuity of Operations Planning, and Homeland Security
National Practice Leader with the Shaw Group, where his
responsibilities focused on national, industry, state and local
Critical Infrastructure risk identification and management, business
continuity/continuity of operations and emergency response planning
taking an All Hazards approach to the development of solutions. Col.
Rojo was responsible for direct support and or coordination of all
Homeland Security Projects. Either led or consulted in the
Vulnerability Assessments, risk and threat determination of various
industrial clients, as well as work in the compliance process of the
Maritime Security Act, and as the Senior Security Coordinator for the
New York State Office of Homeland Security Chemical and Energy
industry Infrastructure Projects. These activities includes the
development of the Advanced Risk Management System (ARMS), a process
that is capable of consolidating regional, state and national
vulnerabilities and risk elements in order to ascertain priorities in
allocation of resources.

Col Rojo also serves as vice-chairman of the Maryland-Jalisco Sister
States Committee and as COO of the United States-Mexico Chamber of
Commerce, where he participates along with the Bi-national offices in
the promotion of better commercial relations and support of NAFTA,
CAFTA and the FTAA.

As Executive Vice-President and Managing Director for Swipco S.A in


Uganda, task organized and designed the office to provide procurement
consultancy services aimed at establishing a transparent, efficient
process for all Ugandan Ministries, giving them clear and positive
control of their procurement process. As General Manager of
SWIPCO/ICS Ltd in Argentina, re-organized the Argentina office (and
mirrored in Kenya) to implement the first worldwide contract for the
Audit of Pre Shipment Inspection (PSI) Companies, establishing a
direct support structure for the Ministry of Finance,
Retired from the U.S. Army, served in principal assignments as
Auditor (Acquisitions, Contracts and Disbursements), for the Defense
Finance and Accounting Service; was the Military Executive of the
Army Reserve Forces Policy Committee at the Pentagon; trained as a
counter terrorist officer, was the first Reserve Advisor to the
Commanding General of the Venezuelan Army were he designed the
infrastructure, and helped organize the Venezuelan Army Reserve;
served as US Chairman of the NATO/CIOR Legal Affairs Committee.
During his 31 years of Army service, Col. Rojo commanded Active,
Reserve and National Guard units, having served in Vietnam
(helicopter operations), Germany and several Latin American nations.
As a President Reagan Appointee to the US Department of Energy held
various postings that included, Special Project on Nuclear Weapons
Industrial Complex security, Office of the Secretary; Principal
executive to the Deputy Assistant Secretary for Security Affairs and
to the Deputy Assistant Secretary of Energy for Energy Emergencies;
chaired the DOE Inter Agency Group on Energy Vulnerabilities at the
White House; served as liaison with the Mexican Secretary of Energy;
and with Ecopetrol (Colombia) on the oil pipeline sabotage. Designed
the Energy Emergencies Management System for the US Department of
Energy.
