As a Senior Special Agent with the Immigration and Customs Enforcement (ICE), De
partment of Homeland Security (formerly the US Customs Service), I conducted num
erous types of investigations which included money laundering, narcotic smugglin
g, general background investigations and fraud investigations. I was formerly as
signed to the FBI, Joint Anti-Terrorism Task Force, Miami, FL, 2001-2003, as a S
enior Special Agent involved in the development of investigative leads related t
o individuals and businesses suspected of international and domestic terrorism a
ctivities. I also investigated suspected money laundering organizations and busi
nesses involved in commercial fraud activities relative to the funding of intern
ational terrorism.
Prior to my employment with the Department of Homeland Security, I was employed
by the US Immigration & Naturalization Service for 9 years in San Diego and Los
Angeles, CA.
As the Acting Customs Attache in Caracas, Venezuela and Montevideo, Uruguay and
Group Supervisor at the Miami SAC office during interim periods since 1998, I ma
naged day-to-day office operations and priorities; supervised special agents and
office staff; administered oral and written assignments to meet the needs of th
e agency; and oversee the work of subordinate employees by evaluating their work
performance. I confer with personnel on a regular basis to receive information
on the status of critical tasks relative to sensitive or complex criminal invest
igations; counseling or instructing employees on work and administrative/legal i
ssues; hearing and resolving conflicts if necessary. I provided guidance and tec
hnical advice relative to federal policies and procedures, legal issues and othe
r sensitive matters.
As a Senior Special Agent with legacy US Customs Service, currently the Departme
nt of Homeland Security, I constantly interacted with the import/export communit
y seeking their cooperation and assistance in combating narcotic smuggling in le
gitimate shipments of cargo entering from foreign countries.
I interacted with corporate officers and their subordinates. As I was proficien
t in communicating in the Spanish language, I have traveled extensively througho
ut South and Central America relative to commercial trade and other related impo
rt/export issues. I have given numerous presentations to domestic and internatio
nal companies in the US and foreign countries explaining the mission of legacy U
S Customs Service and its need for international cooperation in combating narcot
ic smuggling.
As a Senior Special Agent, it was my responsibility to memorialize relevant meet
ings and events relative to criminal investigations in clear and concise reports
. These reports needed to be factual in that the reports were subject to "Discov
ery" by Defense Attorneys in a court of law.
