Editorial  
 
The  news  letter  of  the  organization  shows  the  good  efforts  that  we  are  implementing. 
This  month  is  very  important  for  us  because  we  expect  to  start  many  programs  to 
protect  the  environment.  Some  of  programs  are  expect  to  implement  in  schools  and 
garments factories and some community level. Every day many people are requesting 
to construct the biogas unit in their places.  
 

While  on  this  time  we  got  a  great  opportunity  to  participate  the  4th  SACOSAN 
workshop  which  was  held  in  Colombo.  Through  this  program  we  could  able  to  learn 
about  the  new  tread  for  sanitation.  Not  even  that  the  distinguish  participants  came  to 
Galle  for  a  site  visit.  In  this  time  we  showed  some  very  success  programs  in  ground 
level.  They  learnt  how  community  helped  to  other  community  to  overcome  the 
sanitation  facilities.  Also  they  realize  the  empowerment  of  the  grass  root  level 
community and their financial capacity.  
 

We  have chosen one  village to study that  is Walauwatta.  That village  one of  Tsunami 

effected  place  and  their  sanitation  is  much  lower  when  we  start  the  program  in  that 
village. The organization facilitate for the community to organize and network. Step by 
step  they  develop  the  financial  capacity  of  their  village  and  able  to  provide  the 
sanitation loans for the people overcome this challenge.    
 

Even  participants  of  the  ACCA  Program  visited  to  Galle  and  that  was  much  great 
opportunity  to  our  members  to  share  the  experience  and  challenges  they  had  to  face. 
The month is very special for the Sinhalese and Tamil because both celebrated the New 
Year  and  on  this  time  our  members  saved  much  money  in  the  village  branches. 
Through our marketing program we provided a very good market for the productions 
of the people and provided the self employee loans to develop and start new business 
in the festive season.  
 

The news letter of the organization is a good learning tool for the readers because there 
are many good examples and concepts. We would like to hear your valuable ideas and 
comments  about  the  program.  This  is  a  small  effort  to  share  our  best  practices  and 
lesson and learnt thing with the world.  
 
 
 
 
 
 
 Experience Exchange   SACOSAN Field Visit 
 
Fourth  SACOSAN  program  held  on 
Colombo  that  about  sanitations  of  SAARC 
countries.  7th  of  April  was  a  special  day  to 
our  organization  because  ministers, 
municipal  council  officers  of  SAARC 
countries arrived Sri Lanka to take part to a 
conference.  Dividing  members  for  several 
groups  they  have  selected  some  areas  for 
field  visiting.  About  45  members  reached 
Galle  to  visit  sanitary  facilities  of  the  area. 
They were warmly welcome by HELP‐O to 
the  Walawuwaththa  branch.  After  that 
HELP‐O  presented  some  presentation  of 
biogas  ‘’the  profitable  and  cost  effective 
waste  managing  concept’’  it  was  very 
important  thing  to  them  they  listened  it 
impatiently and asked for the presentation. 
There  after  one  of  the  leader  in  grass  root 
level  of  people’s  movement  of  HELP‐O 
explained  how  they  develop  their  life 
condition  through  this  company.  She 
explained  how  they  become  successful  by 
their  selves  and  on  her  speech  she 
explained follow reasons. 
 

Empowering women in their area they have 
reached  successful  path  of  their  lives  and 
she proved by giving exact example of their 
lives.  They  collect  small  amount  of  money 
weekly and save them when someone faces 
financial  need  within  a  week  they  give 
short  term  loans  and  solve  the  problem  of 
the  person.  Up  to  now  they  have  saved  a 
big  amount  of  money  not  only  financial  side  but  also  when  someone  in  a  difficulties 
they  flock  together  and  help  the  helpless  person  or  their  family.  In  that  way  anyone 
can’t  make  them  defeated.  They  can  do  lots  of  thing  without  money  by  helping  each 
other through this program. They love this company because this company belongs to 
them and poverty can be reduced in a high scale.  
 

After  listening  to  her  speech,  we 

accompanied  them  to  visit  several  places 
and  they  could  see  successful  people 
through  this  program  and  there  was  a 
family who has taken loans to build up the 
house, to take water and toilet for building 
a  toilet  for  their  house.  They  ask  god  to 
keep  on  this  peoples’  movement  and  there 
were  lots  of  families  who  could  able  to 
reach  their  sanitations  facilities  take 
housing  loans,  water  facilities  loans,  toilet 
facilities  loans  and  loans  for  self 
employment  opportunities.  Those  are  very 
good case studies to study how community 
help  to  community  to  fill  the  sanitations 
gaps not even that that without any outside 
financial  support.  The  impact  of  the 
program  is  high  because  they  realize  how 
people  helped  to  other  people  to  provide 
the  sanitation  in  ground  level.  The 
mechanism  was  really  good  and  they 
agreed to implement in their countries. This 
is  the  true  community  empowerment  and  Community Member Explain experience  
they involve to the development of the city 
too.  Group  leaders  also  share  the  challenges  they  had  to  face  on  the  way  of  their 
community network.  
 

Then we accompanied them to visit some biogas units, they loved these units by seeing 
the effectiveness of the process. They wanted to know more of this program and asked 
lots  of  questions.  Harmless  biogas  flame  is  very  active  when  cooking  purpose  they 
could  see  their  own  eyes  of  that.  It  was  a  good  opportunity  to  both  parties  for 
experience  exchanging  because  through  out  the  program  different  ideas,  suggestions 
came out and all the parties had wide knowledge of  micro finance management, how 
to develop sanitary facilities like these things. These type programs are very important 
to  all  to  get  good  knowledge  of  national  and  international  levels  and  also  we  can 
improve our service well.  
 

 
 
 
 An Inimitable act to build up a Cleaner Earth through Making Bio 
Energy City‐ Trincomalee 
 
Trincomalee city is one of largest cities in the 
country  with  hot  climate  and  beautiful 
coastal  area.  The  city  is  recognized  as  one  of 
most  tourists’  attractive  area  in  the  country 
and  it  has  a  long  historical  value.  Not  only 
those  reasons  but  also  a  large  number  of 
natural  environments’  states  have  added  the 
value of the city. Waste is a huge problem to 
this  natural  land  and  they  were  finding  a 
better  way  to  solve  this  disaster  and  they 
took the decision of making biogas unit as the 
better  way  to  protect  this  land.  With  the 
financial support of UNEP, HELP‐O is going 
to launch a new program at Trincomalee area 
with  the  purpose  of  making  the  city  bio‐
energy city and through this program HELP‐
O is going to implement some biogas units to 
give sustainable waste management program 
to the city. 
 

This  is  a  timely  action  going  to  be  taken  for 

the  betterment  of  community  of  the  city  as 
well  as  future  generation,  waste  is  high  in 
that area and they don’t have a proper way to 
dump this huge waste in the city. With waste 
problem,  every  one  is  suffering  from  different  problems  in  present  world.  Climatic 
changes,  natural  disasters  are  general  common  issues  to  the  world  even  today.  Some 
how,  being  a  bio  energy  city  Trincomalee  area  will  be  able  to  prevent  these  problems 
and conserve to the environment.  
 

This  program  we  successfully  implemented  in  Galle  city  with  the  support  of  USAID 
SARI Energy program. This is the replicate program in Trincomalee city during the last 
few  months  we  realized  environment  pollution  has  been  increased  in  that  area  before 
vanish  the  natural  resources  soon  because  much  waste  collect  daily  but  don’t  have  a 
proper  solution  for  it.  Under  this  program  expects  to  introduce  renewable  energy 
source  in  ground  level.  Not  even  that  provides  a  sustainable  solution  to  municipal 
organic waste through biogas.  
Upgrade City level waste management program  
 
HELP‐O  implemented  biogas  program  within 
the  Dehiwala  Mt.  Lavinia  Municipal  Council 
area.  Now  that  program  is  going  well  with  the 
support  of  municipal  council.  In  badowita  area 
waste  collection  has  been  decrease  and  people 
are using renewable energy source. The effect of 
the  program  is  much  because  their  waste 
collection  expenses  are  decreased.  Then  Hon. 
Mayor  of  Dehiwla  expected  to  expand  this 
program within the city level.  
 

Municipal  Council  has  been  identified  most 

waste  generation  institutions  of  the  city  and 
gathered  the  institutions  for  one  table  to 
introduce  the  biogas  units  for  their  places.  This 
is  the  expunction  of  biogas  program  which  we 
implemented  with  the  financial  support  of  the 
CITYNET.  For  this  occasion  many  institutions 
participated.  Now  municipal  council  realizes 
the  benefits  of  the  program  and  decided  to 
expand  the  program  within  the  area  in  large 
scale.  
 

According  to  analyze  of  the  Municipal  highest 

waste  generation  place  is  Dehiwala  Zoo  and 
second  is  Kothalawala  defense  institution  and 
some  factories  of  the  area.    This  is  a  good 
platform for them to solve their waste inside of 
the  premises.  We  conducted  one  presentation 
about the effective and the benefits of the biogas 
and discussion about the problems and issues to 
reach  this  goal  because  municipal  council 
expected to minimize the waste from generation 
place and all institutions agreed to implement biogas units in their premises. This is one 
of  great  achievement  of  our  program  because municipal is expecting to achieve waste 
zero city concept.  
 
 
 Study Tour from City to City of Biogas Field Negombo to Galle 
 
HELP‐O  is  expanding  its  biogas  program  in 
different  fields,  levels  and  different  institutes. 
Previous  time  we  worked  in  only  Southern 
Province  and  now  we  have  expanded  this 
program  to  international  level  as  well  as 
different  parts  of  the  country,  it  was  very 
successful  in  Galle  city  program  with  biogas 
concept.  There  are  many  government  and 
private  institutions  that  we  have  implemented 
biogas  units  in  successful  way  in  the  city  and 
through this program Municipal Council of Galle City doesn’t want to spend much on 
waste  management  process  and  also  waste  provides  profits  to  institutes  which  biogas 
units are implemented. 
 

Under  the  project  of  CITY  NET  Japan  we 

implemented two biogas units at Negombo City 
and made awareness programs. As this program 
is  newly  thing  to  them,  they  don’t  have  proper 
knowledge and we wanted to show that how we 
could  able  to  reduce  the  waste  in  a  city  level 
with  the  public  private  partnership  and 
therefore,  we  arranged  a  study  tour  Negombo 
City to Galle City.  
 

Worship  Mayor  of  Negombo,  Father  of  Don 

Bosco  Church,  PHI  Officers,  office  bearers  and 
community  members  of  Negombo  participated 
in  this  great  occasion  and  worship  Mayor, 
Methsiri  De  Silva,  Previous  commissioner 
secretary  Mr.  Asoka  Siriwardana  and  other 
members of Galle Municipal Council was invited 
to  take  part  for  this  occasion.  As  the  organizing 
party  our  Chairman  /  Chief  Executive  of  HELP‐
O  Mr.  Chathura  Welivitiya  participated  for  this 
occasion with some staff officers of HELP‐O. Through this program we expected to give 
them proper and good knowledge of biogas programs. We accompanied them to visit 
several  successful  programs  of  different  government  institutions,  religious  institutes, 
privet institutes and domestic levels. They are as follows, 
 ™ Buddhist Center Biogas Program 
™ Karapitiya Hospital Biogas Program 
™ Dakshina Navy Camp Biogas Program 
™ COWAM Building waste Recycling Center 
™ Walawuwaththa Domestic Level Biogas Programs   
 
Participated  people  aware  mechanism  and 
strategies  including  properly.  Not  even  that  they 
realize about the how other institutions implement 
this  program  in  success  way  and  how  Municipal 
getting  benefits  in  large  scale.  Participants  much 
appreciated about the program because they learn 
many things from the visit. 
 

Finally they went to Waluwatta community biogas 
and  they  study  about  the  process  of  the  biogas. 
This  event  much  useful  for  the  community 
members  participated  from  the  Don  Bosco 
Tsunami Housing Scheme because they could able 
to  learn  about  the  strategies  they  used  to  success 
the program. On the other hand this is a good case 
study  for  public  private  partnership  for  waste 
management  and  study  about  the  community 
responsible to waste management in the city. Hon. 
Mayor  specially  appreciates  this  community 
networking  program  and  achievements  of  the  community.  People  said  what  is  the 
environment fund and how they expect to expand the biogas program in their village 
not even that how they repair the biogas units with using the environment fund.

 A fulfilled expectation to Don Bosco 
 
With  the  financial  support  of  CITYNET  Don  Bosco 
Tsunami  village  which  located  at  Negambo  was 
suffering  with  huge  waste  problem  and  they  were 
finding  sustainable  solution  for  this  huge  problem. 
Mean  while  HELP‐O  was  invited  to  implement  two 
biogas  units  at  the  village.  Therefore  HELP‐O 
involved  to  implementing  biogas  units.  Up  to  now 
both  of  the  biogas  units  are  working  well  and  2nd 
biogas unit, constructed at training center is constructed recently. Foods are cooked at 
training center kitchen by using biogas.  
 

They have used not only kitchen waste but also pig dung for biogas unit and through 
this program they could get rid of waste problem and also keep the environment clean, 
tidy way. Within sometime they will have good profit by using biogas. They could able 
to  get  the  benefits  from  the  waste  now  municipal  council  annual  waste  management 
budget also reduced. Now municipal council expects to promote the biogas technology

Another Blooming Step of One of Sahana Restaurant Branches 
 
Sahana Restaurants are very famous for their service of 
tasty food supplying and well organized restaurants at 
the  area.  Daily  many  customers  come  for  having  their 
meals at the restaurant. Therefore they cook meals at a 
large scale. Organic waste is very high at the restaurant 
and  they  don’t  have  a  proper  way  to  dump  this  huge 
waste. They have already made biogas unit constructed 
therefore, they know biogas is the best solution for this 
huge  problem.  Being  a  biogas  consumer  by 
implementing  biogas  unit  at  one  of  their  restaurants, 
they  know  that  biogas  is  cost  effective,  profitable 
concept for waste problem. 
 

Seeing  the  value  of  this  concept  they  are  looking 

forward to implement 2nd biogas unit at their other branch. They give good example to 
the  society  as  eco‐  friendly  institute.  This  will  be  an  anther  action  for  their  blooming 
future because of ‘’who protects nature, nature protects them’’.   
 Profitable Eco‐Friendly way of Mathale Hospital 
 

Mathale  Hospital  is  the  main  hospital  at  the  area 

which  was  awarded  ‘’The  2010  Quality  Award’’  and 
to  become  that  stage  they  have  dedicated  their  time 
and  skills.  When  HELP‐O  was  involving  with  waste 
management  process  with  biogas  concept,  hospital 
has faced lots of problems with this huge waste. There 
was  a  very  bad  massive  smell  at  hospital  premises 
and Mathale Municipal council hadn’t collect waste in 
a  proper  way  so  that  hospital  officers  had  done 
picketing  before  the  municipal  council.  Not  only 
untidy  background  but  also  animals  like  dogs  were 
the hospital premises crows were making unpleasant 
noises and it was badly affected to hospital as well as 
patients. 
 

Now  they  are  very  successful  with  this  biogas  unit 

can  dump  organic  waste  and  they  have  biogas  12 
hours per day so that hospital doesn’t want to buy LP 
Gas at all and they could serve a large amount of money through this way. Background 
whch  made  by  biogas  unit  directly  effected  for  their  Quality  award  through  this 
program ‘’they won not only Quality award but also got life time award’’. 
 
Successful Way of Galle Navy Camp with Biogas 
 

Galle  Navy Camp  is one  of  major camps of the 

country and there are a large number of officers 
getting  training  for  the  security  of  the  country. 
Being an institute with large amount of officers, 
waste  was  huge  at  camp  premises,  they  were 
providing  meals for officers and before  about  a 
year  the  camp  faced  huge  problem  with  waste, 
at  that  time  they  were  searching  for  a  better 
solution  for  this  problem  and  finally  they  kept 
their  trust  on  biogas  program  as  the  best 
solution. With the financial support of UNDP and ‘’Pilisaru National Program’’, HELP‐
O  was  invited  to  implement  a  biogas  unit  at  the  camp  premises,  the  capacity  of  the 
biogas  unit  was  22m3  through  this  program  they  had  a  very  proper  and  profitable 
solution because early they spent much on LP Gas and now they don’t want to spend 
on energy for cooking purpose. 
They  love  this  concept  much  because  through  this  program  they  could  take  more 
benefits,  as  biogas  is  cost  effective  and  profitable  life  time  concept  they  protect  it  and 
admire of the program. From the beginning up to now the camp have good biogas level 
they have informed us that they use biogas 12 hours per a day continuously. 
Considering above reason any one can realize how their past background and present 
with biogas and progress of their future by saving which spending on LP Gas. Not only 
above reasons but also they have given good example to the society ‘’how conserve the 
environment from pollution of waste in profitable way.  
 
Participation of Mayors forum Sri Lanka  
 
Next  7th  of  May  will  be  very  important  day  to 
every  participator  because  mayors  of  Whole 
Island  participate  for  this  forum  and  they  can 
take better decision of several sectors under their 
authorities.  They  can  share  their  experience  of 
their  working  premises,  challenges  and  new 
concepts  to  expand  their  service  among  their 
municipal  areas.  Many  ministers,  secretaries  of 
many  departments  were  participated  for  the 
program at Matale City.  
 

The  organization  got  an  opportunity  to 

participate for the program because organization 
is a member of the CITYNET Regional Network. 
Through  this  opportunity  we  could  able  to 
explain  about  the  various  programs  we  are 
implementing  with  many  stakeholders.  One  of 
the  main  topics  discussed  was  waste  problem 
and  lack  of  land  space  for  waste  management. 
One  of  the  solutions  was  biogas  and  compost. 
On  this  time  Negombo  Mayor  and  Gampaha  Mayor  explained  about  biogas  best 
practices and how they are getting benefits from it. 
 

HELP‐O Chairman, Mr. Chathura Welivitiya is invited to take part this special occasion 
because  he  has  taken  hand  with  several  municipal  councils  for  solving  their  waste 
problem  in  profitable  way  so  that  this  will  be  great  opportunity  to  all  parties  to  get 
knowledge of different subject and HELP‐O will have to keep a new future step for the 
progress of the country.  
  
New Milestone of Nalanda College –Colombo “Waste to Profit” 
 

HELP‐O expects to expand the program to many institutions and schools are one of top 
priority  of  organization.  Nalanda  College  located  in  Colombo  is  one  of  leading,  very 
popular schools in the country and there are many students are being educated at the 
school. Therefore, waste collection is very high at school premises. They kept their belief 
of biogas as the best solution for this huge problem. 
 

Mass effort of MAS Holding with Biogas Program 
 

It is a great pleasure to HELP‐O that it is expanding their service among different fields 
and this is a newly thing to HELP‐O, taking hand with garment factories field and also 
specialty  is  our  first  program  we  launch  with  a  superior  company  like  MAS  Holding. 
They are south Asia’s largest intimate apparel manufacturer and today MAS is the lead 
strategic partner for Victoria secret. HELP‐O has already constructed many biogas units 
in  different  field  and  HELP‐O  is  requested  to  implement  two  biogas  units  under  this 
project in Mayiyanganaya and Middeniya areas. 
 

Fridsro Children’s Home environment friendly effort  
 

The  organization  expects  to  implement  full  waste  management  program  in  Fridsro 
Children’s Home. The place has many natural resources that can convert to renewable 
energy source. Now they expend much money for their energy need and through this 
we expect to reduce it and convert this place as environment friendly place. For one day 
they  prepare  150  meals  for  the  resident  children  and  other  staff  and  their  waste 
collection is high too. Finally they will get benefits from the throwing waste.  
 

Future Environment friendly approach of Temple of the Tooth  
 

The most sacred place of Sri Lanka is the temple of the tooth. Thousands of people are 
visiting this sacred place daily and the waste is big problem to the place. Now expecting 
to  implement  biogas  unit  in  canteen  and  rest  in  spot  because  daily  waste  collection  is 
huge.  Through  this  they  expect  to  provide  the  renewable  energy  to  the  canteen.  Not 
even that waste is a huge threat for the Tank of Kandy.  
 

Convert agriculture waste to renewable energy  
 

Gampola  local  authority  expects  to  convert  the  agriculture  waste  to  renewable  energy 
because daily agriculture waste collection is huge in this Gampola area. Local authority 
doesn’t have a proper solution for that and they were searching a proper solution for it 
and they expect to construct the biogas unit in central market of Gampola. This is one of 
innovative action that has been taken by the local authority. Now they realize the actual 
benefits of the biogas.  
 
 
 HELP‐O People’s Movement 
 
People’s Movement of HELP‐O which is functioning in village level have a strong net 
work  &  ability  of  providing  financial,  other  assistances  for  their  village  members 
through empowering the community.  
 

The  communities  those  who  were  limited  in  kitchen  are  now  in  front  place  by 
organizing participate much kind of development activities in their branches.  Through 
the  small  group  concept  they  are  fulfilling  their  village  level  financial  needs  by 
mobilizing  the  member’s  savings  also.  Through  this  financial  facility  the  marginalize 
community  those  who  are  not  access  to  go  for  formal  financial  services  are  getting 
benefits in village level more.  
 

In  here  we  are  going  to  give  some  idea  about  the  activities  which  took  place  with  in 
these people’s movement in the month of March 2011. 
 

Special Movements of New Year Festival –People’s Movement 
For the New Year celebration of year 2011 April 
our people’s Movement branches has organized   
programs  among  the  member’s  branches  to 
celebrate the new‐year as well as to increase the 
member’s savings interest. On 16th of April 2011 
all the members of the relevant branches gather 
in their branches & stated their work by boiling 
the  milk  as  per  our  country  tradition.  The 
chairperson  &  wise  chairperson  of  People’s 
Movement  visited  the  other  branches  also  & 
encourage  &  wish  them  all  to  provide  good 
services for their villages more & more. 
 

In every branch members came with the money to save in their accounts & branch has 
organized to distribute some small gifts for the savers. Members those who save around 
Rs.50.00  to  Rs.1000.00  got  some  kind  of  gifts  like  mugs,  plates  etc.    On  this  day  they 
could  able  to  collect  around  Rs  250,000.00  from  the  member’s  of  the  branches. 
Walawwaththa,  Chinagarden,  Aththiligoda,  Thotagamuwa,  Malawanna,  Kalupe, 
Mahaliyawaththa  branches  were  in  front  place  on  that  day.  All  the  members  were 
shared  the  happiness  with  each  other  &  it  was  a  nice  gathering  in  their  branch  level 
before begin their regular work with their villages as a village bank. 
 Skills Development Effort For Our People’s Movement 
Borrowers 
 
On  last  8th  April  HELP‐O  has  design  a  skill 
development training program for our Chinagarden  & 
Mahaliyawaththa  People’s  Movement  branch  loan 
borrowers in Sangharama temple. 
    Mr.  Chathura  Welivitiya  the  chairmen  of  HELP‐O, 
The  chairmen  &  wise  chairmen  of  HELP‐O  people’s 
movement,  MF  staff  of  HELP‐O  &  some  other  branch 
leaders  of  HELP‐O  People’s  Movement  were 
participated for the program. The program was started 
at 9.00 A.M by lighting the traditional oil lamp.  
 

Objectives of the program  
 

™ To aware the beneficiaries about new technologies 
 
of business development process  
™ To  aware  the  beneficiaries  about  important  of  “Lightning the traditional 
 
proper utilization of loans  oil lamp” 
™ To get an idea about the opportunities & threatens 
 
that traditional enterprises faced in the area 
™ To  provide  a  guidelines  to  the  beneficiaries  to  continue  their  business  in  profit 
oriented way by facing the challenges  
 

In  the  beginning  of  the  program  we  design  an 

activity  for  the  participants  to  remind  &  take 
attention  of  them  towards  the  aim  of  to 
participate  in  that  training.  We  provided  pens, 
papers & some other materials for participants to 
express  an  idea  regarding  participating  to  the 
program. 
We  have  design  some  group  activities  for  them 
specially  to  take  direct  ideas  from  beneficiaries 
about  the  difficulties  that  face  by  them  when 
Group work exercises 
developing their business. Many of them explain 
that  in  present  they  are  encourage  to  continue 
their  business  as  they  have  market  for  some  spice  business,  coir  products,  handicrafts 
among our people’s movement net work even. 
 
 
 
 
After  identified  their  situations  &  difficulties 
through  the  group  exercise  we  suggest  some 
solutions  &  provided  some  guidance  for  them  in 
the  evening  time.  Especially  we  identify  that  most 
of  them  were  not  much  aware  &  think  about 
expansion  of  their  business  &  we  provided 
guidance to develop them selves step by step. This 
was a good guide for them because they don’t have 
a clear idea about it. They learnt how to manage the 
current  resource  in  a  proper  way  and  how  to  face 
unexpected risks and manage the risk too.  
 

Community  appreciated  the  program  much  &  was 

much  intention  among  them  to  participate  with  all 
activities  also.  Finally  all  of  them  explain  that 
program  was  much  effective  for  them  &  it  was 
helpful  to  leans  their  thinking  styles  in  modern 
concepts  to  develop  their  business.  Great  Group works for increase 
achievement of the program was that we could able  the skills  
to  empower  the  grass  root  level  community 
specially the women to take opportunities in development process with out limitation 
in  to  the  homes.  The  program  was  a  platform  for  the  people  to  develop  their  skills  in 
village level. Not even that their interrelationships also developed and this training was 
much helped. This was a good guide for the people to develop their business as well as 
their lives.

 Making Better Tomorrow by Expanding self‐employment 
Opportunities Today 
 
Unemployment  is  a  huge  problem  to  any 
country  of  the  world  it  is  actually  a  problem  to 
developing countries. Crimes are happening day 
by  day  and  it  is  seem  to  be  increased  within 
short period and for the betterment of generation 
many  of  programs  are  launched,  among  them, 
our  people’s  company  is  always  trying  to 
enhance  grass  roots’  life  condition  facilitating 
them by providing financial needs. We empower 
them  to  start  self  employment  or  carry  on  their 
businesses  well.  We  provide  not  only  financial 
needs but also aware them how to invest, how to 
promote their businesses, what are the profitable 
way  to  invest  like  these  information  are  given. 
Through  this  program  we  have  already  given 
them new life. 
 

In  the  month  of  April  33  members  of  our  two 
people’s  movement  branches  are  offered  loans 
for  developing  and  starting  their  businesses. 
Through this way they are able to develop their 
business  and  they  can  repay  the  loan  and  after 
that  they  can  go  for  a  big  amount  with  good 
trust,  we  provide  Rs.425,  000.00  amount  of 
money  for  China  Garden  branch  members  by 
using  HELP‐O  revolving  fund  for  improving 
their  businesses  and  with  the  financial  support 
of NDTF project, Rs.200, 000/= amount of money 
for Mahaliyawatta branch, 20 members are given 
with  Rs.10,  000.00  for  starting  or  developing  their  businesses.  Through  this  way  we 
have made better life for many people and we hope to give our hand as far as we can 
because it is our duty to help others as human beings therefore, giving loan facilities we 
are leading them for a better future. 
 
 
 
 Asian Coalition for Community Action (ACCA) team site visit 
 

People’s Movement is working as a net work of grass 
root level community especially with the main aim to 
provide assistance for the people. ACCA is one of the 
biggest  projects  that  this  people’s  movement  is 
implemented  in  Galle  district  with  collaboration  of 
ACHR  Thailand,  &  Sewanatha,  Women’s  bank  as  a 
local partner. Under this program we are targeting 43 
urban low income settlements in Galle city to provide 
assistance  for  their  common  infrastructure  needs  as 
“Welcoming the guests” by 
well as a shelter for them in loan base. With the main 
community” 
aim to remove all slums from Galle in year 2015 this 
program  is  implement  &  on  last  28th  April  2011  some  representatives  from  ACHR, 
ACCA  program  coordinators  of  different  countries  visited  our  people’s  Movement 
branches to have a look on our on going programs.   
 

Objectives of visit 
 

• To  have  on  site  visit  regarding  the  selected 

constructions  under  ACCA  project  & 
constructions  of  Tsunami  time  in  our  low 
income settlements 
• To  give  chance  for  community  to  share  their 
suggestions with the ACCA team 
• To  give  an  overall  idea  to  the  ACCA  team 
about the strength & value of people’s net work 
• To  share  the  ideas  with  Municipal  councilors 
about  the  ACCA  concept  &  aware  them  to 
important  of  developing  the  Galle  city  by 
protecting historical value 
 

The  team  was  welcome  by  our  people’s  movement 

chairperson  Mrs.  Vinitha  Aponsu  in  the  first  visit 
place  of  Southern  court  which  was  our  first  huge 
project for Tsunami victims by the financial support of 
ACHR  and  ANPAS.  The  community  shares  the 
experiences  &  their  suggestions  with  the  ACCA  team  members.  Next  they  visited 
Moragoda People’s movement branch which we have selected to construct under Small 
& Big project of ACCA program. During that field visit they had a clear idea regarding 
the  constructions  of  this  urban  low  income  settlement  specially  the  canal  which  cause 
many health problems to this community. 
 

The  lunch  was  designed  in  Walawwaththa  people’s 

movement by the support of other branches also. 
After the lunch they organized a small meeting for the 
team  &  the  Chairmen  of  the  people’s  movement 
Mrs.Vinitha  Aponsu  held  the  welcome  speech  for  all.

SMAGL & Rs.172,000.00 for 844  RRLC through 
Stromme  Organization  &  RS.1000,000.00  for  55 
through NDTF, Rs.48,70,000.00 for 205 from

trough CALF NET

then  the  one  representative  from  ACCA 
also  gave  a  thanks  for  the  community  & 
appreciated  the  program  &  arrangements 
which  has  done  for  them  by  the 
community.  This  was  a  good  platform  for 
the  people  to  share  the  experience  because 
the  way  they  came  was  not  so  easy  and 
every step they learnt many things and they 
share  those  experience  and  th   e  services 
they could able to provide for the grass root level community. At last the community & 
ACCA  team  had  a  discussion  with  Galle  Municipal  councilors  regarding  the 
development of the city under the theme of “City without slums in 2015” & finally the 
ACCA team explain to Municipal to develop the city in tourist attraction way more & 
more by protecting the historical value of the city.

Register under Co‐Operative Society ACT 
 
In  present  our  people’s  movement  is  discussing  to  register  under  co‐operative  act.  At 
this moment we are in a planning stage with the co‐operative commissioner and other 
relevant  officers  Director  board  of  the  people’s  movement  and  HELP‐O  Officers  to 
finalize the constitution of people’s movement. This will be a big step have taken by the 
people’s movement. Through this we can expand our programs in wide range and for 
many members of the city.  
 

On 09th of May 2011 all participants and stakeholders went to basic discussion with the 
co‐  operative  commissioner  and  other  officers  about  transforming  the  people’s 
movement  to  co‐operative  societies.  From  the  01st  June  2011  we  expect  to  start  under 
new act of the co‐operative society.  
 
 Removing Tears by Applying Smile through Marketing Program 
 
HELP‐O People’s movement marketing program 
is  wise,  timely  action  taken  by  the  people’s 
company to enhance livelihood of their members 
and  also  through  this  program  they  are  able  to 
enhance their life condition step by step. By this 
time we have four boutiques with newly opened 
boutique  at  Malawanna  area  and  people  are 
dedicating  with  this  concept  because  they  can 
have good profit by selling their product to these 
boutiques  through  this  they  have  proper  and 
sustainable market so that they are not afraid of 
their  future,  they  don’t  want  middle  men  so, 
profit  is  better  than  local  market.  On  the  other 
hand members can buy goods at a low price than 
local market through this process, it protect and 
enhance  condition  of  provider  and  consumer 
together. Not even that we expect to provide the 
good  market  for  the  productions  of  the  grass 
root level people and this is one of key step that 
have been taken to secure their life and income. 
 

It  is  very  important  to  people  that  providing  essential  goods  such  as  rice,  dried  fish, 
bakery  products,  spices  and  other  consumer  products.  There  was  ‘’Sinhala  and  Tamil 
New  Year’’   on  13th  and  14th  of  April  and  it  was  very  busy  time  for  our  people  of 
people’s  movement,  they  were  preparing  for  the  new  year  festival  and  through  our 
program,  members of  the people’s company  could  have bags  of goods  as loans  and  it 
was very important to them. 106 members are given these loan basis bags of goods and 
its value was about Rs.210, 080.00 
 

People  love  this  concept  because  they  know  how  they  are  fed  by  enhancing  their  life 
through  this  program.  By  and  by  we  are  trying  to  expand  our  program  for  the 
betterment of grass root levels removing tears by applying smile on their faces through 
our marketing program.

K.P Malani is housewife who lives in Athiligoda Branch and she has 03 kids and all 
are  school  students.  She  has  a  small  business  that  makes  sweets  and  that  is  one  of 
other  income  for  the  family.  She  has  very  lack  of  infrastructure  facility.  She  was 
much suffering because of this and she didn’t have a good social status too. No one 
gave loans to them and she could not find that kind of large amount at ones.  
 
 

Reporter – Can you tell me the background of you? 
 

I am K.P. Malani is one of members of our HELP‐O People’s 
Movement  Branch  at  Athiligoda  area  and  spent  very  low 
level  of  livelihood  without  proper  shelter  to  me  and  my 
family  members.  I  had  lack  of  infrastructure  facilities  and  I 
couldn’t  complete the house well without financial capacity 
because  no  one  gave  me  a  loan  to  complete  my  house  and 
kitchen but through the People’s Movement ACCA program 
I could achieve my dream of proper shelter and now I spend 
happy life with my family members. 
 

Reporter – Can you explain situation after getting loan? 
Before Situation    

Adding  some  thing  for  my 

life  explained  that  I  have  applied  for  housing  loans  of 
another  banks  and  organization  but  loans  were  not 
approved  but  I  didn’t  give  up  my  dream  of  my  own 
complete home. I kept my trust with HELP‐O People’s 
Movement  because  they  have  already  given  loan 
facilities  another  helpless  people  like  me,  without  the 
support of this loan facility actually it is a real dream to 
me.  At  that  period,  when  rain  fall  season  it  was  very  After Situation 
difficult  to  live  at  home  without  getting  wet  because 
roof was to be repaired and my children were unable to study at home and keep their 
stationeries well. The members of people movement branch gave me a great support by 
approving the loan.  
 

Actually this loan is very important facility for helpless people like us and I wish this 
concept to good future to help thousand of people like us to enhance their lives. Saying 
so on she removed her tears to become smile on her face.
