Managed furniture procurement at Office of Naval Research (ONR) headquarters, 5
regional offices and 1detachment: Performed determination pertaining to procurem
ent, receipts, storage, issuance, inventory management, and disposal of 3000 lin
e items valued at $5 million in major computer systems, machines, furniture and
other Inventory items.
* Relocated approximately 200 personnel to Ballston complex with minimum disrupt
ion of staff. Provided major contributions to establishment of regional office i
n Atlanta, Georgia; enabled seamless relocation of over 300 personnel during dem
olition of former facility; managed furnishing of new facility housing 650+ pers
onnel: Procured wall systems, furniture and equipment for outfitting of building
, completing project on schedule and within budget.
* Reviewed, developed, recommended, and implemented ONR Property Management poli
cies and procedures in accordance with Federal, DOD, and Navy regulations; evalu
ated all requirements for high-value reprographics equipments, data processing s
ystems, and computers, maintaining effective vendor relations for optimum servic
e, upgrades, & replacement; performed analyses to determine minor property requi
rements, evaluate effectiveness, and determine replacement needs, preparing ad h
oc reports for management decision making; identifies vacant space and proposed
changes in occupancy or use; and reconfigured over 100 offices and cubicles for
optimum usage, often using existing furniture to retain maximum budget funds.
* Performed analyses and negotiations with vendors to contract for best pricing
on furniture; negotiated costs for approximately $75,000 in supplies monthly; ma
naged $2500/single purchase and $100,000/month Blanket Purchase Agreement; and n
egotiated contracts with landlords for optimum space at lowest cost.

* Managed Furniture Modernization Program installing modern and ergonomic furnit
ure to create modern, state of the art, world class facilities; evaluated all re
quirements for high-value reprographics equipments and computers, maintaining ef
fective vendor relations for optimum service, repair, upgrades, and replacement;
reviewed ONR available property resources and requirements to determine excess
inventory and recommended retention or disposal; maintained National Bar Code Sy
stem, Defense Property Accounting System, and other automated inventory manageme
nt systems, conducting inventory checks for optimal tracking; and transferred eq
uipment from Naval Biosciences Laboratory to Tulane's School of Public Health, s
aving University $200K in salvageable materials.
* Leadership Advised and guided superiors and field personnel in property manage
ment issues; and acted as liaison for reutilization and redistribution of excess
computer resources; and represented ONR at numerous committee meetings, assisti
ng in the decision making process.
* Served as Warranted Contracting Officer, ensured purchases were in compliance
with all regulations; and supervised contract four full-time contractors and num
erous labor crews in performance of duties.
* Formulated annual and semi-annual budget requirements, keeping requirements to
a minimum by effective reutilization of available supplies & proper maintenance
and repair policies.
