Meeting called to order at 7:00 p.m.

Minutes
MSC to approve the April minutes.

Old Business:
We potentially have a person to be our new secretary, Cindy McKay. She is sitting in
tonight to observe.

Correspondence:
Nancy Martin is resigning as representative of the DKA and events committee.

Rick Lanning needs us to move the KCAC tables that are stored in his warehouse. We
will discuss this further under new business.
Special Presentation – SoundRunner
Jerry Kirschner of the Passenger Only Ferry Advisory Committee presented information
on the SoundRunner plans for the immediate future.

A General Manager has been hired, Meisha Rouser, who greeted the group and
expressed her excitement about the honor of being the SoundRunner Manager. An
operations manager has also been hired.

Funding for starting up the SoundRunner came from grants. It had a short start up last
Fall, but had mechanical problems. The Advisory Committee has been meeting since
January and made recommendations to the Port in late February.

The Advisory Committee noted the major concerns as financial base, reliability, and
communications with the commuter. Several revenue sources were identified:
commuter fares, special events, reverse runs, grants, leasing the boats. They made a
total of 16 recommendations to the Port in March.

The recommendations included:


• a single round trip in morning and evening, initially.
• Backup systems for commuters must be arranged, should the boats both be
down.
• Automatic texting systems would alert any regular commuters to problems with
the regular run.
• Dedicated parking for van pools and Passenger Only Ferry riders will be provided
at the port.
• There is a desire to coordinate with ORCA card system, but it may be delayed.
KCAC members urged them to look into this further as the ORCA card is used
heavily.

The Port of Kingston Commissioners voted to fund up to $200,000 per year for the
years 2011 through 2014. They also voted to have various reviews regularly and
reserve the right to terminate the project if things are not going well. They agreed to hire
a manager and pursue grants and aggressive marketing.

They hope to start running by May 31. The schedule will be Monday – Friday, leaving
Kingston at 6:40 am and at 4:20 pm. There will be weekend sailings for special events.
The ticket will be $7 each way for adults. The hope is to bring more than commuters to
use the boat and bring benefits to the whole community.

It is possible that there could be a representative from the SoundRunner/Port on KCAC.

Kitsap County Report


Rebecca Pirtle reported that the County is meeting with the residents of Washington
Blvd.

The next KCAC meeting on June 1 will be a public meeting opportunity to hear about
the Stillwaters Fish Passage/Bridge construction.
The Kingston Master Plan is progressing, work being centered on resolving parking
issues. Plans used elsewhere are being studied.

Steve Heacock reported that there is a notice for public comment being distributed
beginning on May 13 and ending June 13th for the Hansville Landfill Cleanup project
funded by the Dept. of Ecology. The joint notice between Ecology and Kitsap County
Solid Waste will be posted on the Kitsap County website at
www.kitsapgov.com/dcd/SEPA. The website details informational links about the project,
how to comment and the Kitsap County SEPA Mitigated Determination of Non-
Significance. You can also contact Steve directly for more info about the SEPA

Subcommittee Reports:

Downtown Kingston Master Plan –


Dave Wetter reported that the Title 17 (which among other things, specifies required
parking by land use) review by the County will be starting at the end of the year.

Parks & Open Space – Walt Elliott


PUD Trail Network & access through Bay View Estates is of concern. Non-Bay View
Estate Residents are going through Bay View Estates property to use the PUD trails
network. There are signs at the Bay View fence advising that this is not a public access
point. The Subcommittee offered to close the trail section that connects the PUD water
tower road to the main trial network. Since this would limit the access of Bay View
Estates residents to the trail system the Subcommittee asked that it be confirmed that
this was what Bay View Estates wanted before the Subcommittee took this action.

North Kitsap Heritage Park trail signs have been installed with some finishing work
remaining. A “stream-typing” project will update the fish classification of salmon
potential streams at the park and in the area. An outgrowth of the steam-typing is
expected to be the basis for environmental controls over nearby projects and to serve
as a basis for grant requests for remedial work.

A list of suggested additions was sent in for the Transportation Improvement Program:
• Finish the sidewalk on West Kingston Rd. out to the Middle School for pedestrian
safety.
• Provide a continuous, safe pedestrian walkway from West Kingston Rd to
Gordon Middle School. This includes segregating students from bus traffic at the
school entrance road.
• Install a radar/speed sign on the island in downtown Kingston to calm traffic
going to the ferry.
• Establish a crossing light at Barber’s Cutoff/Parcell Rd. to allow safe pedestrian
and student crossing
• Put in a safe pedestrian shoulder on Jefferson Pt road between the right turn at
the road north sections and NE Klabo Rd.
• Put in shoulder that would provide bicycle safety along Miller Bay rd. between
Indianola Rd and SR 104.
Arness Park needs a sanican for the summer. Commissioner Gelder is investigating
funding a Randy-Kan.

Garden Club – Mary Ann Harris


The Club had a successful plant sale last weekend. The quilt winner was from Kingston.

Village Green – Dave Wetter


Last Wednesday a public meeting was held to review the current plans and progress
on the project. Presentations were made by the Village Green architects, the civil
engineers, the architects for the senior housing, & the Boys & Girls club.

Site engineering is underway, looking at stormwater runoff, traffic issues, & wetlands
concerns. The current plan is still looking good. Site Development and Conditional Use
Permits are being submitted by June 1. No construction is planned this year.

Chamber of Commerce – Tom Waggoner


Dan reported that new members are acquired almost daily, including some individuals!

Kiwanis – Ken Hanson


The Mustang raffle is off to its best start ever with more than 1500 tickets sold, thanks in
large part to The Point Casino. There are still plenty left; contact any Kiwanis member
and watch for us at Early Irons on Thursdays in Port Gamble, the Kingston Farmers'
Market, and a variety of shows and venues around the county.

Children’s books are being sought this month for the Boys & Girls Club.

Kiwanis will be sending out order forms for berries starting in mid-May. Get an order
form by calling Kendall Hanson at 360-710-2936.

Downtown Kingston Association/ Events of Chamber – Nancy Martin


Concerts are scheduled from July 9 through August 27. Food will be available at 6 pm,
with the concerts starting at 7 pm.

The organization appointed Nancy Langwith to the KCAC to replace Nancy Martin. The
co-chairs will get the process started to get her appointed.

Rotary- Clint Boxman


The Golf Tournament is Friday, June 24 at White Horse. Four hole sponsors and 90
golfers are still needed. Verizon is the major sponsor. Volunteers are needed to help
with the event, and nicer auction items are also needed.

The 4th of July Fun Run is in full gear. www.Kingstonrunningclub.com is the website that
should be up by May 9. There are 3 levels of participation – 1 mile, 5K and 10K.
Everyone gets a t-shirt if pre-registered, and volunteers are needed.

Rotary will have the beer garden every Saturday of the Concerts at the Cove. Two
$1000 scholarships are being awarded to Kingston High School Seniors on May 25th.

Friends of Library – Jan Richards


The process of doing book sales is always being reviewed. The next one is in July at
the Market.

Kingston Farmers Market – Clint Dudley


The 2011 Kingston Farmers Market opens this Saturday, May 7, from 9:00 a.m. until
2:00 p.m. There will be free framed pictures taken right on the spot, of kids ~ young and
old ~ to take home to Your Mom. Other activities will celebrate Spring’s belated arrival ~
the Hansville Balloon Brothers will visit, twisting crazy animals from those long skinny
balloons, North Kitsap Fire & Rescue will demonstrate kids’ life jackets and bicycle
helmets and the Kingston Chamber of Commerce will be selling bedding plants for
baskets. Music for the day is Ranger & the Re-Arrangers, playing “Gypsy Jazz”.

Kids’ Day is June 18th. Art work from kids will be featured; some will be made into post
cards. There will be storytellers, facepainters and more.

Schools – Rick Jones & Kari Golden


Kari reported that Gordon had a great auction, and prom is over!
Rick noted that testing is going on the next two weeks in all schools, both state and
district level testing.
The teacher of the year from Washington Industrial Technology Education Association is
NKHS teacher, Eric Nieland.
Suquamish Elementary new principal is Jon Torgerson, who has been serving as interim
principal.
The facilities committee is looking for some new members – people who review the
needs of facilities. Interested persons should contact Rick at rjones@nkschools.org.

Carpenter Lake/Creek - Steve Heacock


The flyers for the Stillwaters Fish Passage Groundbreaking Party were distributed –
party is open to the public. Hear more about the project at KCAC on June 1 and at the
Farmers’ Market on June 18.
The Wild Fish Conservancy is doing a stream-typing survey and found amazing fish
productivity in a tributary to Trillium Creek, which is a tributary to Carpenter Creek.
We are in need of funding for replacing the sign to Carpenter Lake. Carolina will be
getting new tiles made by children over the summer. Let Rebecca know what kind of
money might be needed.

New Business
The co-chairs’ current term ends in July. Denise does not want to be co-chair after her
term ends. Naomi is willing to continue to co-chair with Betsy Cooper, Denise decided to
resign as of June. It was MSC to elect Betsy and Naomi co-chairs beginning in June,
and carrying on until July, 2012.

We returned to the issue of where to store the tables. There are about 45 8’ tables. They
need to be stored in a dry place. It takes up about 4 pallets space. Rick Jones will
explore the option to keep them at one of the schools. They are used at the Middle
School every year for the town open house.

General Announcements & Comments


EcoFest was a wonderful day.

Beach seining is happening through Stillwaters, as part of the pre-construction for the S.
Kingston bridge. The first seining is on Saturday, May 7th at 2 pm, then on Saturday, the
14th at 10:30 am and 4 pm, and on May 20th at 9 am.

Wade Smith, from the public audience, brought a concern about the speeding on W.
Kingston. There are not great postings of the speed limit of 25 mph, and many people
go about 40 if they are late for a ferry. The signs could be posted better and there could
be more of them. Rebecca suggested we figure out if we need more signs, better
posted signs, a speed monitor for a time, a temporary flashing speed limit sign from
public works, or if there are other considerations related to the new Village Green
center.

MSC to request additional signs from the County and a temporary flashing speed limit
sign, and to evaluate placement of existing signs and come back to this next month.
