Manager, Installation Transportation Department, CSA, (04-Present) / Kuwait
Responsible for the daily management of the largest department in CSA with the m
ost diverse mission consisting of a Central Receiving and Shipping Point (CRSP)
transferring all cargo in and out in the USARCENT theatre of operations, 2 Trans
portation Motor-pool and Maintenance Branches, a Seaport of Debarkation Branch w
ith a focus on retrograde operations, a Commercial Leased Vehicle Branch with 3,
700 vehicles, and an Air Travel Branch serving official and R&R travel for all s
oldiers and civilian in theatre.
ACCOMPLISHMENTS:
Initiated a complete process rewrite in all functional areas established in the
SOW thus streamlining operations and assisting in self internal audits. Self in
ternal audits are now used in a continuous process improvement program associate
d with ISO compliance. Coordinated with the USG and received disposition instru
ction for frustrated cargo found in the CRSP.

Responsible to the USG for the repair and transfer of the 8,500 HMMWV's to the I
raqi Security Forces (ISF). Responsible for maintaining 12 production facilitie
s, equipment, repair parts, and personnel to deliver 400 HMMWV's per month. Res
ponsible to establish sound maintenance processes to achieve a contractual first
time pass rate of 83%. Initiated ISO 9001-2000 compliance standards ensuring a
ll contractual obligations were met or exceeded, thus raising the bar of perform
ance. Hired and trained 525 Local National's, 60 Expats and an 85 TCN Security
Force.
ACCOMPLISHMENTS:
By initiating a complete functional area rewrite of all maintenance and supply p
rocesses (ISO 9001-2000 compliance) the program exceeded all contractual require
ments. The program delivered 132 vehicles over and above the required 400 per m
onth, passed 38 DCMA audits with 100%, with a vehicle first time pass rate of 98
%. The program improvement process to streamline the operation resulted in 101
"change to reads" in our pursuit of contract perfection. In addition, through i
nnovated maintenance practices the program saved the USG 1.98 million dollars in
a year. The program also constructed a water purification system at our vehicl
e wash rack utilizing river water saving the local economy millions of gallons o
f potable water. Recognized by the senior leadership as one of the most success
ful DOD contracts in Iraq.

In-country Program Manager/Program Manager AECOM, (06/05-06/08) / Taji, Iraq
Responsible for establishing 12 Wheel/Track Intermediate Maintenance Repair Faci
lities, a Communication/NVD Repair Facility, and a Repair Parts Distribution Cen
ter supporting the Iraqi Army (IA) and the Ministry of Defense (MOD). In additi
on, establish a 20,000 line centralized Repair Part and Distribution Center supp
orting 150 different makes and models of vehicles provided by 15 countries. Dev
elop a repair parts push package supporting 186 IA maintenance facilities. Esta
blish a repair parts freight forwarding (air/ground) system supporting all Inter
mediate Maintenance Repair Facilities throughout Iraq. Hired and trained over 7
0 Expats and 1500 Iraqi Local Nationals as well as 500 TCN's.
Simultaneously planned and coordinated with the USG the initial set up for the r
epair and transfer of 8,500 HMMWV's to the ISF. This plan included hiring and t
raining over 50 Expats and 500 Iraqi Local Nationals, conversion of several supp
ly warehouses to maintenance facilities, identification of equipment, repair par
ts, and a Life Support Area. This plan became the Iraqi prototype for a quick m
aintenance repair facility with national implications for the ISF self-sustainme
nt effort. The contract called for 400 HMMWV's per month.
Program Manager responsible to the USG for the standing-up the "first" multi-fun
ctional Depot (level IV) Rebuild/Repair Maintenance Facility in Taji Iraq. Mana
ged the procurement of equipment, establishing an In-Transit Visibility tracking
process (ITV) with links world-wide, installing and commissioning the equipment
, as well as establishing a Technical Vocational Institute (TVI) with curriculum
development and training over 60 related depot level skills sets. This include
d management, and an in shop On the Job Training (OJT) program oriented to low-r
ate production and transition. Hired and trained over 200 Expats and 700 Iraqi L
ocal National's.
ACCOMPLISHMENTS:
Within a six month period 12 maintenance sites were fully operational. Directed
sound maintenance processes enabling the repair facilities to complete over 300
,000 work orders over a 3-year period while maintaining an Operational Repair Ra
te of 96%. In addition, a 20,000 lines repair parts distribution and freight fo
rward center was operational thus allowing the program to simultaneously stock t
he shelves, and transport over 350 containers full of repair parts sustaining 18
6 IA maintenance units throughout Iraq. Hired and trained over 1,500 Iraqi perso
nnel and 300 TCN's to perform the maintenance and repair parts mission. Compete
d and won a second 2 year contract with options.
Won the HMMWV Transfer Program to repair and transfer the 8,500 HMMWV's to the I
SF. Converted several supply warehouses into an operational production line mai
ntenance facility. In addition, hired and trained 525 Local National's to accom
plish the transfer mission.
Within six months the initial stand up of the Taji National Maintenance Depot Pr
ogram was complete. Directed and then managed the process development for 23 ma
intenance and 11 warehouse facilities as well as the phased deployment of 900 pe
rsonnel consisting of Expats and Local Nationals. The equipment was procured, sh
ipped, and tracked through the ITV process from all over the world. The equipme
nt was received and inventoried. The installation and commissioning matrix was
completed, and the TVI curriculum and OJT programs were developed for the 60 IA
skill levels.

Managed the Junior Reserve Officer Training Corps at the Starkville High School
in complying with Cadet Command's program mission statement of "Motivating young
people to be better citizens." The focus is to teach cadets the importance of l
eadership, teamwork, and giving back to the community.
ACCOMPLISHMENTS:
Cadets were provided a program improving and enhancing life skills.
