Independently Licensed Social Worker in both Ohio and Michigan, with over 28 yea
rs of experience in management, personnel management, mental health/substance ab
use service provision, policy promulgation, supervision and program development.
Spent last 20 years as a senior manager in two comprehensive behavioral health
care agencies. Master's Degree in Social Work and Bachelor's Degree, both with
honors from University of Michigan. Wish to obtain a position that allows me to
utilize my management, clinical, personnel and policy abilities. Would like to

PROFESSIONAL EXPERIENCE:
BEHAVIORAL CONNECTIONS OF
WOOD COUNTY 2001-PRESENT
CLINICAL DIRECTOR
2001 - PRESENT
Responsible for developing,implementing and managing programs for the seriously
mentally disabled and/or chemically dependent.
Oversee approximately 75% of the agency's total budget of about 10
million dollars. Over 125 FTE's in the clinical department.
Directly supervise six (6) program managers and three(3) psychiatrists.
Also provide clinical supervision toagency dependently licensed social
workers.
Member of agency's senior management team along with CEO,
COO, CFO and Medical Director.
Assisted in writing and implementing severalsuccessful grants including:
United Way Grant for aftercare substance abuse treatment for
adolescents and their families, ODADAS grant serving chemically dependent women,
ODMH grant for coexistingdisordered adults utilizing an ACT modality, and SAMSH
A grant aimed at co-occurring disorderedadolescents (the grant was not funded bu
t did receivehigh scores.)
Presented numerous trainings on suicide, bipolar disorder, death, loss
and grief, alcohol related issues, personnel management and policy
writing.
Trained by Ohio Suicide Prevention Resource Center to teach suicide assessments
to mental health professionals
Responded to several crisis debriefing situations after suicides in Wood
County community and schools.
Member of Wood County Suicide Prevention Coalition and crisis response team.
Temporary CEO for three (3) months during CEO's medical leave. Received
substantial bonus for my efforts.
MONROE COMMUNITY MENTAL
HEALTH AUTHORITY 1983-2001
CLINICAL SERVICES DEPARTMENT HEAD
1999-2001
Responsible for developing, implementing and adminstering programs for the menta
lly ill, seriouslyemotionally impaired (adolescents), anddevelopmentally
disabled.
Managed approximately two-thirds of the Authority's 22 million dollar budget.
Supervised five (5) program supervisors and six (6) psychiatrists.
Assisted in creating and implementing reorganization of Authority's clinical
services to address Medicaid Managed Care requirements in 1999.
Member of the Authority's Executive Management Team.
Assumed greater responsibility after the sudden deathof the Assistant
Director in the fall of 2000.
Received several bonuses based on merit primarily for helping to develop
community hospital psychiatric inpatient contracts and managing the
clinicaldepartment.
CHILD AND FAMILY SERVICES PROGRAM
DIRECTOR 1995-1999
Responsible for managing/administering all programs serving Seriously Emotionall
y Disturbed children and their families.
Worked closely with parents of SED clients to develop Association for Children's
Mental Health Chapter in Monroe County.
Assisted the Board to receive Authority status from the Michigan Department of C
ommunity Health in 1996.
Hired and supervised the Authority's psychiatrists and served as liaison between
psychiatrists and administration.
Assisted in developing a county-wide collaborative of agencies dealing with chil
dren. This collaborative consisted of representatives from Family Independence
Agency (DJFS in Ohio), Intermediate School District, Probate Court, Youth Center
, Health Department and families.
Provided oversight and direction serving as chair of the Michigan Interagency Fa
mily Preservation Initiative in Monroe County.
Helped develop numerous programs for children and families, most notably Home-Ba
sed, Infant Mental Health and Prevention programs.
Assisted in planning and implementing Managed Care.
CLINICAL DIRECTOR
1987-1995
Responsible for hiring/managing/supervising four (4) Program Directors and Agenc
y Psychiatrists. Total Agency budget went from approximately 8 to 15 million do
llars during this time period.
Co-authored Coordinated Care (precursor to Managed Care) Grant that was funded b
y Family Independence Agency. This grant provided inpatient diversion services
(case-management, ACT, Medical/Somatic) to Medicaid and indigent individuals. I
t helped save Monroe county about $100,000 over a three year period.
Wrote many grants to the Department of Mental Health, Alliance for the Mentally
Ill and Developmental Disabilities Council.
Assisted Agency to become JCAHO accredited. Clinical program cited by reviewers
as being "creative and client-centered."
Managed the Board's crisis services program. This provided 24 hour services to
individuals experiencing psychiatric emergencies. Heavy emphasis placed on dive
rsion from inpatient hospitalization and developing working relationships with E
R physicians.
Provided numerous presentations throughout Michigan and Ohio. Topics included
Assertive Community Treatment, Coordinated Care (Managed Care), Suicide Assessme
nt/Prevention, Mental Health Program Development and Family systems.
Total oversight of the Department of Mental Health Budget Submittal for Monroe
CMH for eight (8) years.
Initial Chair of the Professional Staff Organization as elected by clinical staf
f in 1990.
Awarded Employee of the Year in 1990. Only manager to receive this award during
my years of employment.

RESIDENTIAL PROGRAM DIRECTOR


1984-1987
Supervised five (5) Program Supervisors and Agency psychiatrists.
Responsible for contract management of ten (10) group homes.
Lead person in interacting with neighborhoods and community leaders in the devel
opment of five (5) group homes. My ability to work collaboratively with many di
fferent people lead to successful placement of all group homes developed by the
Board.
Wrote and implemented a training program for all clinical staff.
Assisted agency ion obtaining full management status in 1986.
RESIDENTIAL SUPERVISOR
1983/1984
Hired and supervised twelve (12) employees who worked at two (2) group homes.
Responsible for contract management of five (5) group homes.
Worked with home development staff from state institution to help develop two (2
) new group homes that served former state hospital clients.
Assisted in designing and implementing a major reorganization that directly led
to my becoming Residential Program Director in 1984.
Helped to develop and manage the 24 hour crisis outreach program.
Served as Agency representative on DMH task force aimed at de-stigmatizing group
homes.

STUDENT - UNIVERSITY OF MICHIGAN


1981/1982
Department of Community Mental Health
Assisted field instructor and staff in development of instructions for FY 81 and
82 Annual CMH Budget Submittal. Instructions provided to all 55 CMH Boards.
Analyzed all 55 Boards' performance on indicators of Full and Shared Management.
Many of my ideas were passed on to the Boards.
Wrote and presented paper on de-institutionalization to two Master's level class
es at U of M. Received A+ on paper and presentation.
Asked by former field instructor to apply for Residential Supervisor position at
Monroe CMH shortly after she became CEO.
Worked while attending both undergraduate and graduate schools.
Raised three children by myself since their early teens. Two children are 23 (t
wins) - one is in Medical School and the other works as a school teacher for Tea
ch for America. The other child is 26 and is a successful businessperson.
