SUMMARY
Twenty eight years human service casework and housing management experience in t
he public and not-for-profit sectors including: research, analysis and integrat
ion of laws, codes and regulations into corporate policies and procedures; staff
recruitment, supervision of staff and volunteers, management development and ev
aluation; strategic planning, drafting and modification of programs, policies an
d practices; budget development, administration and financial analysis; contract
solicitation, negotiation and monitoring; designing, organizing and delivering
promotional materials and presentations, seminars and workshops; developing and
implementing fund raising and community networking strategies for those in need
of social and supportive services.
SELECTIVE ACHIEVEMENTS
* Implemented zero-based budget development systems for $6million in annual oper
ating funds . Improved site management grass-roots access to budget process, pr
ioritization of need and subsequent accountability for expenditures.
* Revised procurement regulations, analyzed existing systems, prioritized depart
mental needs, and simplified information transmittal. Improved internal control

* Analyzed federal fair housing and other anti-discrimination legislation and di
rected its integration into all policies and procedures of an organization, esta
blishing a safeguard for responding to potential accusations of discrimination.
* Appointed and guided staff committee to revise position descriptions and a per
formance evaluation system. Led review and approval process through Board of Di
rectors. New system improved morale and timeliness of review process for indivi
duals.

* Represented property owners with contractors responsible for capital improveme
