A SURVEY ON THE ACCEPTABILITY OF OFFERING DECK AND ENGINE WATCH KEEPING

TRAINING COURSES IN NSU MARITIME COLLEGE: BASIS TO OFFER THE TRAINING COURSES

 


The Naval State University as a young learning institution that was recently being

converted as a new and only university in the Province of Biliran needs to come-up with

competitive instruction and training among its students. Since the flagship program of the

university is its maritime education, it is only then proper that the administration has to give

more emphasis on its technological and instructional competitiveness. Sad to note that due

to the usual budgetary constraints of all State Universities, NSU also has the problem in

uplifting the standard of its instruction and training. However with the proper strategic

planning, most universities were able to meet international standard training and

instruction and at the same time were able to generate income to shoulder the expenses. In

other words, the NSU management has to look for ways and means that it could offer

income generating trainings using the facilities it has right now. It most considered that

among the state of the art facilities the university has are its Radar Arpa Simulator and

Global Maritime Distress Safety System (GMDSS), facilities which are necessary in the

offering of Trainings that is required for a Maritime student based on the International

Standard Office (ISO) requirement and we have a number of Masters License and Chief and

Second Engineer Licensed Instructors whose length of sea service and concrete knowledge
on the subject are at par with international standard and also we have instructors who had

lately upgraded their license who are also competent in that field.

Reality tells us that NSU students have to go to other Maritime Institutions to

undergo the trainings required. They have to spend a lot of money for the training fee and

their board and lodging considering that these Maritime Institutions are far from the

province.

With the in-house facilities and the manpower NSU has as well as the dilemma of

our students and graduates, the researcher sees the need that NSU has to offer Deck Watch

Keeping and Engine Watch Keeping Training for NSU maritime graduates. These trainings

are mandatory requirements for all maritime graduates for their shipboard whether

interisland or overseas apprenticeship.

However, to measure the relevance in offering the training courses a survey to be

administered to the parents or guardians of the graduates and undergraduates of the NSU

College of Maritime who are residing in the Province of Biliran is imperative, thus this

proposal.

Obj  

The objectives in conducting the survey are:

1.? To determine the need of offering the training course to the students;

2.? To determine the facilities, equipments and manpower needed; and

3.? To determine the possible number of interested NSU students for the conduct of

the training courses.

The subject matter will be investigated among the parents and guardians of

undergraduates and graduates of the NSU College of Maritime Education residing in Biliran

Province. The research locale of the study will cover the eight municipalities of the Province,

namely the Municipalities of Almeria, Biliran, Cabucgayan, Caibiran, Culaba, Maripipi and

Naval. Random Sampling shall be used. The questionnaire will be used is a survey type

questionnaire.

  

This proposal could be realized at the end of the school year if this study will be

conducted immediately this month (November 2010).

   

The budget for the making of this study is more or less ten thousand Philippine peso
(P10,000.00).

their board and lodging accommodation;

6.? To provide convenience in taking the training since they would no longer go

through with the tedious process of processing the reservation; and

7.? To provide additional income to the university and to provide additional income

to BSMT and BS Mar-E Instructors.

The following process must be observed in order that the university can offer Deck

Watch and Engine Watch Keeping Trainings:

1.? Inquire / Research for the requirements in offering the training courses in the

MARINA and TESDA office and comply the requirements for accreditation to be

conducted by such offices;

2.? Come-up with for the making of the Course Syllabus; and

3.? Plan the training schedule (duration of the training) and training fees based on

the number of prospective trainees vis-a-vis its facilities and number of

instructors;

4.? Dry-run of the training course; and

5.? Training Proper.

This proposal could be realized at the end of the school year if the university starts

to comply the requirements for accreditation this month (November 2011) in order to offer
