Infill Site Approval Process
1 Introduction
In a growing network like Bharti, Capacity Infill Sites are required to cater the
increased traffic demand from the existing and new subscribers. With the
increase in the number of mobile subscribers, it is critical to support the
increase in traffic with new capacity sites. Planning for capacity site and
eventually integration into the network is very critical. If the capacity Infill site
is not planned and integrated at appropriate time, it will lead to capacity
issues in the area and also degradation in KPI’s for site as well as the cluster.
On the contrary, if the Infill site is not correctly planned in terms of placement
and utility, it may degrade the network KPIs by increasing the EFL and
interference in the network.
So not only is the placement of the new infill site in the network is important,
equally important is to study the gain a new Infill site going to give in terms of
KPIs and utilization.
This document will talk about the broad level process for qualifying some of
the critical sites to be offloaded with new Capacity Infill sites.
Following basic process has been worked out for the approval process of the
new infill sites in the network.
It ensures that all the stakeholders that are a part of the planning process are
held responsible at some stage.

A new Infill site can be planned in following cases as per below priority:
Check the configuration of the cell for which capacity site is being planned. If
the cell configuration is below the maximum configuration that can be
supported by the existing spectrum, plan to add TRX/ add Expansion cabinet
to cater to the increase in traffic. While a site is being planned or in WIP, do
plan to move to the stretch configuration; which may be removed when the
new site is on air.
The table below shows the maximum configuration of a site vs. available
spectrum. Please note that these are broad level configurations. However
circles can plan different max configurations as well on a case to case basis
e.g. for an isolated sites higher configurations can be planned.

Other cases when a higher configuration can be planned include new site
acquisition issues etc.
A new site must not be planned within the distance equaling CDB while it
needs special approval if planned within the RDB.
3.4 Pre-Checks
Average RxQual for TIER I neighbors must also be checked and shared in the
attached format. Poor RxQual may not allow HR to kick-in effectively.

specific building (corporate office/Mall/Hospital etc) then IBS/Micro
should be planned.

Infill Site Approval Process
NSN must share information for surrounding cells for new planned Infill
Capacity Site as per the attached format.
In addition to this, prediction plots, design data and drive test plots for the
cluster must be made available when the request for a new infill site is raised.
Physical data, current traffic and configuration for the Tier I neighbors must
also be shared in the given format. Projections for traffic and configurations
post new site should also be shared as per the attached format.

• For urban & dense urban areas, if traffic is from specific hot spot areas
like any market/Mall/Hospital/Corporate Offices, then IBS/Micro should be
planned to offload the high utilized cells
