1 Introduction
In a growing network like Bharti, Capacity Infill Sites are required to cater the
increased traffic demand from the existing and new subscribers. With the
increase in the number of mobile subscribers, it is critical to support the
increase in traffic with new capacity sites. Planning for capacity site and
eventually integration into the network is very critical. If the capacity Infill site
is not planned and integrated at appropriate time, it will lead to capacity
issues in the area and also degradation in KPI’s for site as well as the cluster.

On the contrary, if the Infill site is not correctly planned in terms of placement
and utility, it may degrade the network KPIs by increasing the EFL and
interference in the network.

So not only is the placement of the new infill site in the network is important,
equally important is to study the gain a new Infill site going to give in terms of
KPIs and utilization.

This document will talk about the broad level process for qualifying some of
the critical sites to be offloaded with new Capacity Infill sites.

2 Broad Level Process for Infill Sites Approval


As the Bharti Network has grown to a mature level, it needs to be more
performance oriented rather than growth oriented. This highlights the
importance of the verification and approval procedures for the various
processes involved in the further growth of the network. Any shortcomings in
deploying correct new sites may have a big negative impact on the network
financials and performance indicators.

Following basic process has been worked out for the approval process of the
new infill sites in the network.

It ensures that all the stakeholders that are a part of the planning process are
held responsible at some stage.

3 Pre-requisites for planning Infill Sites


Following pre-requisites need to be considered before planning a Capacity
Infill site:

3.1 Cells to be offloaded

A new Infill site can be planned in following cases as per below priority:

1. Proposed infill capacity sites should be planned to offload more


than two high utilized cells with utilization >90% once all the
points mentioned below in the rest of the pre-requisites are taken
care of. These sites to be kept at highest priority i.e. Priority1 (P1)

2. Proposed infill capacity sites should be planned to offload two high


utilized cells with utilization >90% once all the points mentioned
below in the rest of the pre-requisites are taken care of. These
sites to be given Priority2 (P2)

3. Proposed infill capacity sites should be planned offload one high


utilized cell with utilization>120% & HR >50%, once all the points
mentioned below in the rest of the pre-requisites are taken care of.
However such cases must be looked for any Hardware Issues, if
any. These sites to be given Priority3 (P3)

4. Proposed infill coverage sites should be planned to offload at least


one high utilized cell with utilization>120%, once all the points
mentioned below in the rest of the pre-requisites are taken care of.
These sites to be given Priority4 (P4)

3.2 Cell Configuration

Check the configuration of the cell for which capacity site is being planned. If
the cell configuration is below the maximum configuration that can be
supported by the existing spectrum, plan to add TRX/ add Expansion cabinet
to cater to the increase in traffic. While a site is being planned or in WIP, do
plan to move to the stretch configuration; which may be removed when the
new site is on air.

The table below shows the maximum configuration of a site vs. available
spectrum. Please note that these are broad level configurations. However
circles can plan different max configurations as well on a case to case basis
e.g. for an isolated sites higher configurations can be planned.

Other cases when a higher configuration can be planned include new site
acquisition issues etc.

3.3 Distance Criteria

Following guidelines must be followed in terms of CDB (cut-off distance band)


and RDB (review distance band) for Macro Sites Planning.

A new site must not be planned within the distance equaling CDB while it
needs special approval if planned within the RDB.

The details of CDB and RDB are given below.

3.4 Pre-Checks

TIER I neighbors should be verified for SD/TCH blocking in case TCH


utilization is low. This might indicate Hardware issues.

TA data for the TIER I neighbors must be provided and optimization, if


required, must be carried out.

Average RxQual for TIER I neighbors must also be checked and shared in the
attached format. Poor RxQual may not allow HR to kick-in effectively.

3.5 Cell Utilization

A cell in a given cluster qualifies as for Infill Capacity Site if

a. utilization is greater than 90% or 120% after points mentioned in Sec 3.6,
3.7 and 3.8 have been taken care of.

b. The increase in utilization is consistent and not temporary. A cell should


have utilization greater than 90% for min. 15 days out of 30 days

c. Network availability of neighboring sites should be checked before


proposing any new site.

3.6 Exploring alternatives / solutions

3.6.1 For Infill Capacity sites

a. Parameter Optimization

• Parameters related to load and quality based AMRHR should be


optimized as per Design & Planning Guidelines,

• Directed retry must be enabled.

• Traffic based handovers must be correctly enabled and optimized.

• Access parameter to be shared

• TIER I neighbors must all be SDCCH compliant as per agreed


SDCCH dimensioning guidelines

b. Physical Optimization

c. TenXc implementation

d. IBS / Micro deployment - For Urban and dense areas, if traffic is from a
specific building (corporate office/Mall/Hospital etc) then IBS/Micro
should be planned.

3.6.2 For Infill Coverage sites

a. Parameter Optimization

c. Physical configuration and parameter check

d. Possibility of 4th sector addition in the TIER I neighbors must be


explored before a new site is proposed e.g. if traffic is from a small
dense market, then 4th sector addition at a lower GSM ht (antenna at
the building wall) can be proposed to fire directly at the market.

e. Possible use of High gain antennas in neighboring cells must also be


explored.

3.7 Optimization

The highly utilized site should be optimized before considering an Infill


capacity site to offload traffic. The various activities to be done under
Optimization include containment of the cell footprint, so that the cell is not
overshooting. The traffic of the highly utilized site needs to be offloaded to the
surrounding sites to bring down the cell utilization. Traffic sharing with the
neighboring sites can only be realized if the traffic is being generated from
near to the cell border and there is overlapping coverage. The traffic being
generated from close to the site cannot be offloaded to neighboring sites. If
high amount of traffic is coming from near to the site from some particular
spot, then the hotspot or commercial building needs to be identified and either
micro or IBS solution should be planned. This way the outside macro site will
be offloaded.

3.8 TenXc Antenna

Before planning an Infill Capacity sites, possibility to deploy TenXc antennas


should be explored

3.9 Infill Proposal – Data Requirement

NSN must share information for surrounding cells for new planned Infill
Capacity Site as per the attached format.

In addition to this, prediction plots, design data and drive test plots for the
cluster must be made available when the request for a new infill site is raised.
Physical data, current traffic and configuration for the Tier I neighbors must
also be shared in the given format. Projections for traffic and configurations
post new site should also be shared as per the attached format.

Priority for all Infill sites should be marked clearly in terms of

A re-validation of all the proposed infill sites needs to be done on a quarterly


basis in order to assess the requirement. This is required to take care of
decrease in traffic or physical optimization performed or another site coming
on-air in the vicinity of the proposed site.

5 Choice of Infill Site

• For rural areas, macros to be proposed

• For urban & dense urban areas, if traffic is from specific hot spot areas
like any market/Mall/Hospital/Corporate Offices, then IBS/Micro should be
planned to offload the high utilized cells

6 Post Analysis of Infill Sites


After the launch an Infill sites, analysis report to be submitted that should
contain followings details

• Drive Test Plots

• Comparison of predicted v/s actual coverage

• Site AT Report

Site Acceptance
Folder

• Confirmation on De-grow done for eligible cells post launch of Infill


capacity site

• On a quarterly basis, vendor / circle wise infill productivity report to be


circulated by Bharti Radio Capacity Planning team and reviewed with
vendors.

• The final sign-off for the new infill site is subject to all the conditions in the
document being met and related documents having been submitted and
agreed.
