n April 3, the legislature completed action on New York

States fiscal year 2010 budget. The $131 billion budget relies
on federal stimulus spending and increases to fees and taxes to
restore some of the worst cuts proposed in the Executive Budget
and to preserve many core services and programs. Many critics
have said the budget does not go far enough to address the
fundamental changes to the states tax revenue streams that have
dried up significantly due to Wall Streets troubles.
In order to help close a $17 billion gap, the budget raises taxes on
state residents earning more than $300,000 annually, cuts hospital
and healthcare costs, reforms the Empowerment Zone program,
and slows the growth in education spending. Notably, the budget
provides the first increase in the basic welfare grant in over a
decade.
As the table on page 2 indicates, New York States two principal capital programs were cut substantially, and
essentially funded at FY 08 levels. The
Housing Trust Fund Program was slashed
from $60 million to $29 million, a
reduction of almost 52 percent.
Additionally, the Affordable Housing
Corporation program was reduced from
$45 million to $25 million, a 44.4 percent
cut.
The table does not reflect the $253 million
that was appropriated through the Tax
Credit Assistance Program, which is part
of the federal stimulus package. These
funds will be used as gap filler in shovel
ready tax credit projects that have been
under-funded due to the falling price of the
credits. New York City should receive
about one third of the $253 million.

There may be up to $10 million available for
Mitchell-Lama preservation based on a re-
appropriation of federal funds through the American
Recovery and Reinvestment Act (ARRA).
While capital programs took substantial cuts, the
Neighborhood Preservation Program (NPP) received a
slight increase. NPP allows neighborhood-based
housing groups across the state to carry out essential
work around the preservation of affordable housing
and neighborhood stabilization. It also serves as core
funding for many ANHD members.
The restoration of NPP funding was the result of the
tireless efforts of both elected officials and advocates.
Assemblyman Vito Lopez deserves our deepest
appreciation for his efforts to preserve funding for the
Neighborhood Preservation Program and for
preventing even greater cuts to the states capital
programs.
On February 24th, the Pratt Area Community Council
(PACC) and St. Nicholas NPC joined NPP groups
from all over New York State in Albany for the
Neighborhood Preservation Coalitions legislative
action day. Staff and members from both
organizations met with Senators Eric Adams,
Velmanette Montgomery and Daniel Squadron as well
as Assembly Members Hakeem Jeffries and Joan
Millman. All of these elected officials
enthusiastically assured them that they understood the
importance of NPP funding and recognized the efforts
of NPP groups to keep their communities strong
through good times and bad. These officials deserve
our gratitude for their diligence and commitment to
preventing evictions, developing new housing,
forming and supporting tenant associations, and
bringing money back to the state by leveraging funds.

FUNDS FOR COMMUNITY ECONOMIC DEVELOPMENT
PROJECTS
The Administration for Children and Families announces
the availability of $29,100,000 with an expected number of
47 grants, and an award ceiling of $800,000. The Office of
Community Services will award Community Economic
Development discretionary grant funds to Community
Development Corporations for well planned, financially
viable, and innovative projects to enhance job creation and
business development in low-income communities.
Applicants must be private, non-profit CDCs with 501 (c)3
IRS status. The deadline to apply is May 28, 2009. For

FUNDS TO ASSIST IMMIGRANT POPULATIONS
The Department of Homeland Security US Citizenship and
Immigrations Services announces the availability of an
estimated total program funding of $1,200,000, with an
award ceiling of $100,000. These funds may be used to
provide monetary support to community based
organizations that serve immigrant populations. The funds
shall be used to support citizenship preparation programs
incorporating activities to assist naturalization applicants.
Eligibility is extended to non-profits with 501 (c)3 status.

The US Department of Housing Urban Development
(HUD) has an estimated total program funding of
$1,980,000,000 for the Neighborhood Stabilization
Program (NSP), round 2.These funds are to address home
foreclosure and abandonment and for the provision of
capacity building and support for NSP grantees. Eligibility
goes to states, units of general local government, nonprofit
entities and consortia of nonprofit entities. For more

This area highlights available resources and funding
opportunities for nonprofit organizations.
HUD has an estimated total funding of $250,000,000 for
the Assisted Housing Stability and Energy and Green
Retrofit Program. Grants will be made to eligible property
owners to make energy and green retrofit investments in
the property, to ensure the maintenance and preservation
of the property, the continued operation and maintenance
of energy efficiency technologies, and the timely
expenditure of funds. The deadline for applications is

NEW PUBLICATION FROM THE CENTER FOR
NEW YORK CITY AFFAIRS
The Center for New York City Affairs at the New School,
and the Center for an Urban Future, announces the
release of Child Welfare Watch Hard Choices: Caring
for Children of Mentally Ill Parents. This report documents
the issues facing poor and working class parents with
mental illness and their children. The report feature stories
of families affected by mental illness and the foster care
system. The report also contains recommendations
drafted by the Child Welfare Watch advisory board aimed
at helping policymakers address issues of mental illness
and parenting. The report is available to download at the

PHOTO URBANISM 5: CALL FOR SUBMISSIONS
The Design Trust for Public Space is seeking submissions
from photographers for projects that can enhance the
recognition, understanding, and definition of public space
in New York City. The photography project, Photo
Urbanism 5, plays an integral role in the examination,
discussion, and re-imagining of New York City public
spaces. The program supports this role by offering
fellowships to produce a discrete body of work that
explores particular qualities of New York Citys natural and

FAREWELL IRENE
Irene Baldwin, who served as ANHDs Executive Director, has
resigned after 11 years. During her tenure, Irene assumed the
responsibility of building ANHD into a formidable city-wide
organization. She oversaw the development of the Initiative for
Neighborhood & Citywide Organizing (INCO); the creation of the
Targeted Encyclical Enforcement Program, along with ANHDs
partners in the City Council and at HPD; the Tenant Protection Act;
among additional significant victories for New York Citys
neighborhoods and residents. Irene leaves ANHD in a strong
position to continue its high impact work. She is succeeded by
Benjamin Dulchin who has served as ANHDs Deputy Director for
the past 5 years.

Habitat for Humanity New York Citys
Brush with Kindness Program
Habitat for Humanity New York City is not only interested in building affordable
homes, but also in building community. One of the ways we do this is by using our
construction staff and large volunteer pool to work on projects in the neighborhoods
where we buildat schools, community-based organizations, and churches. This is a
way for us to invest in the neighborhoods where our family partner homeowners will be
living.
We are currently looking for potential projects where we can send our construction
staff and volunteers between August 15 and November 30. We would provide both the
materials and the labor.
We are looking for projects that:
- Fall within the timeframe of August 15 through November 30
- Take between 4 and 8 days to complete or longer (one-day projects are not ideal)
- Could use 15-20 volunteers per day to work on them
Examples of possible projects include:
- Gutting out spaces (light demolition)
- Framing (after demolition or adding extra walls to existing spaces)
- Installing drywall
- Painting
- Installing flooring (wood or tile)
If you have a project that fits within these guidelines, we will send one of our
construction staff to come and look at your proposed project to see if it is something we
could do. We are hoping to look at potential projects before April 15, so please
contact us ASAP if you think this is something that your church would like to explore
with us.
