This major step in improved bridge design and more accurate analysis is expected to lead to bridges exhibiting superior serviceability, enhanced long-term maintainability, and more uniform levels of safety. This edition includes newly updated foundation specifications as well as updates throughout. Based on the load and resistance factor design philosophy (LRFD), this book is the result of a five-year research effort under AASHTOs National Cooperative Highway Research Program (NCHRP) Project 12-42, and a continued effort through AASHTO technical committees. Since the 1st edition was published in 1994, the provisions have continued to be updated and improved based on continuing research and the experience of the user community. The new specifications have been systematically tested in trial designs and have now been implemented by all 50 states, with 48 states fully implemented. As of October 2007, the LRFD design code is mandated by FHWA for all State projects using Federal funding. Supersedes all previous editions and interims. 2009. Looseleaf with binder. 2,568 pp. This document is being maintained to keep it current with changes in practice. This set includes the previous 4th Edition, U.S. Edition, as well as the 2008 and 2009 U.S. Edition Interims. As per a decision made by the AASHTO Highway Subcommittee on Bridges and Structures, there are no 2008 or 2009 SI Edition Interims. However, the 4th Edition, SI Units is still available for purchase. This document contains comprehensive specifications for the design of bridges vulnerable to coastal storms. This guideline embodies new concepts not included in previous design provisions. The methods for calculating wave forces on superstructures are based primarily on numerical simulation of the state of pressure, velocity, and acceleration within the water as a wave passes under or over bridge cross sections. Coefficients needed for the numerical simulation process, known as the Physics Based Method (PBM), were developed through physical wave tank tests. Bridge failures due to storm surge and wave loading in Gulf Coast states during recent years provided limited field data that was used to further verify these methods. Also included are currentinduced forces guidelines that were the results of recent research conducted at the Turner-Fairbank Highway Research Center. 2008. Glass fiber reinforced polymer (GFRP) materials have emerged as an alternative material for producing reinforcing bars for concrete structures. GFRP reinforcing bars offer advantages over steel reinforcement due to their noncorrosive nature and nonconductive behavior. Due to other differences in the physical and mechanical behavior of GFRP materials as opposed to steel, unique guidance on the engineering and construction of concrete bridge decks reinforced with GFRP bars is needed. These guide specifications offer a description of the unique material properties of GFRP composite materials as well as provisions for the design and construction of concrete bridge decks and railings reinforced with GFRP reinforcing bars. GUIDELINES FOR GEOMETRIC DESIGN OF VERY LOW-VOLUME LOCAL ROADS (ADT 400)
Guidelines for Geometric Design of Very Low-Volume Local Roads (ADT 400) addresses the unique design issues highway designers and engineers face when determining appropriate cost-effective geometric design policies for very low-volume local roads. This approach covers both new and existing construction projects. Because geometric design guidance for very low-volume local roads differs from the policies applied to high-volume roads, these guidelines may be used in lieu of A Policy on Geometric Design of Highways and Streets, also known as The Green Book. The purpose of this report is to present uniform guidelines for the crash testing of both permanent and temporary highway safety features and recommended evaluation criteria to assess test results. Guidelines are also presented for the in-service evaluation of safety features. These guidelines and criteria, which have evolved over the past 40 years, incorporate current technology and the collective judgment and expertise of professionals in the field of roadside safety design. They provide: (1) a basis on which researchers and user agencies can compare the impact performance merits of candidate safety features, (2) guidance for developers of new safety features, and (3) a basis on which user agencies can formulate performance specifications for safety features. AASHTO GUIDE FOR THE PLANNING, DESIGN, AND OPERATION OF PEDESTRIAN FACILITIES
The purpose of this guide is to provide guidance on the planning, design, and operation of pedestrian facilities along streets and highways. Specifically, the guide focuses on identifying effective measures for accommodating pedestrians on public rights-of-way. Appropriate methods for accommodating pedestrians, which vary among roadway and facility types, are described in this guide. The primary audiences for this manual are planners, roadway designers, and transportation engineers, whether at the state or local level, the majority of whom make decisions on a daily basis that affect pedestrians. This guide also recognizes the profound effect that land use planning and site design have on pedestrian mobility and addresses these topics as well. 2004. This Guide is to provide guidance in making a decision to recalibrate the MEPDG-Version 1.0 to local conditions, policies, and materials, and in conducting the local calibration process (refer to Note 1). The Guide does not provide guidance for determining the inputs and running the MEPDG. A separate document, User Manual for the ME Pavement Design Guide, provides guidance for using the MEPDG to analyze and design new pavements and rehabilitation strategies (NCHRP, 2007b). Note 1Version 2.0 is in the process of being developed. Version 2.0 may include different transfer functions for selected distresses based on the results and recommendations from other on-going NCHRP projects. If any of the transfer functions are revised, the local calibration Guide and the Manual of Practice for the MEPDG may need to be revised accordingly. This title is in production and will appear in a future catalog as a new item.

This Guide for Design-Build Procurement is intended to assist state highway agencies in procuring design-build projects, including preparing requests for qualifications (RFQ) and requests for proposals (RFP) and selecting the successful proposer. This Guide is based on best practices from experienced state highway agencies and other public sector agencies. This Guide is intended to be flexible for varying project types, sizes, and procurement requirements. Finally, this Guide promotes a common design-build vocabulary for better dissemination of lessons learned and incorporation of continuous improvement. It is important to note that this Guide is not intended to be a procedures manual. It supplies an overarching description of the strategies for successful design-build implementation. Each state has its own laws and regulations so this Guide is generically written for broad application, but it also offers specific examples of agency practices to assist with process implementation. 2008. The requirement to consider and analyze the direct, indirect and cumulative impacts of proposed federal actions in environmental assessments and environmental impact statements was established in the Council on Environmental Quality (CEQ) regulations implementing the National Environmental Policy Act (NEPA). In practice, there has been substantial confusion over the definitions of indirect effects and cumulative impacts and the appropriate level of detail and analysis necessary to adequately address these issues during the NEPA process. As a result, indirect effects and cumulative impacts have become a reoccurring area for NEPA litigation. This Handbook is intended to assist practitioners in assessing indirect effects and cumulative impacts in the evaluation of transportation plans and projects. This title is in production and will appear in a future catalog as a new item.

Section 4(f) was enacted in 1966 as part of the U.S. Department of Transportation (U.S. DOT) Act, which established the U.S. DOT. It is now codified in 49 U.S.C. 303(c); essentially identical language also appears in 23 C.F.R. 138. Section 4(f) applies to all agencies within U.S. DOT. Section 4(f) protects significant publicly owned public parks, recreation areas, and wildlife and waterfowl refuges, as well as significant historic sites, whether they are publicly or privately owned. These recent legislative and regulatory changes present new opportunities to streamline the Section 4(f) decision-making process. But they also contain new definitions and new legal standards that must be carefully considered when preparing Section 4(f) documentation. This handbook is intended to help practitioners take advantage of the flexibility afforded by the recent changes to Section 4(f) while ensuring that all requirements are met. It addresses the full range of Section 4(f) compliance options, including individual Section 4(f) evaluations, de minimis impact determinations, and programmatic Section 4(f) evaluations. 2009. NTPEP/NTCIP
NATIONAL TRANSPORTATION PRODUCT EVALUATION PROGRAM (NTPEP)
NTPEP is an AASHTO technical service program which coordinates large-scale evaluations on proprietary engineered products. NTPEP conducts both field and laboratory evaluations on a wide array of highway safety products and maintenance/construction materials. All testing is performed by AASHTO member departments, or private testing labs, under contract to NTPEP. Manufacturers voluntarily submit products for NTPEP-coordinated evaluation. Test results are widely used by state DOTs for purposes of product prequalification (QPL). Founded in 1994, NTPEP typically produces 15 evaluation reports per year on hundreds of product brands. In mid-2003, NTPEP launched its NTPEP DataMine, offering online access to certain reports with analytical capability and graphical presentation of results. Visit www.ntpep. org for more information.

AASHTO members have long recognized the benefits of cooperative efforts to develop, maintain, and enhance computer software products. In todays world of rapidly changing technology and increased demands on transportation departments, cooperative software development offers participants a unique opportunity to work together in addressing commonly perceived needs and problems. By allowing agencies across the country to combine their resources, the cooperative development program provides enormous economies of scale, particularly in comparison to developing and maintaining custom solutions. This approach results in significant cost savingsduring the initial software development and throughout the software product life cycle. The cooperative development method also produces more robust and better maintained software products, and keeps members in charge of the products future by fostering an environment where the users guide enhancement activities.
