Mayors Press Conference Notes June 23, 2011 This afternoon we were informed by the Corp of Engineers and

the NWS the flows coming into Lake Darling are reaching the Lake quicker and at a greater volume then predicted. Due to this, Lake Darling has increased their outflows from 14,000 cfs at 8 AM to 18,000 cfs at noon today. The increases will continue to 26,000 cfs by 1 AM June 24th. The outflows are expected to reach 28,000 cfs based on the information provided to us today. Flows at the Broadway Bridge are expected to be 29,000 cfs and a stage of 1564 ft to 1565 ft starting late June 25th and lasting for at least two days. Right now Broadway is closed to allow continued work on the secondary dikes and will remain closed until we officially announce otherwise. The DOT is working on keeping the highway at the west 83 bypass open by setting up water barriers and jersey barriers. The West Bypass is currently open and we ask that only essential traffic and emergencies be on the roadways. This is a very serious situation and vital to our communitys flood fighting effort. Please do not travel in the City unless absolutely necessary. We are doing everything we can to build the secondary dikes that will allow us to keep Broadway open; however, with the increase predicted levels and with the crest expected sooner, completion of the secondary dikes is not guaranteed. Work will continue until we can no longer hold back the water. Because of the increased flows and because the dike cannot be raised high enough under the 3rd Street viaduct, we will be required to move the secondary dike over the north end of the viaduct. This will eliminate 3rd Street as a north south access point. This is being done to maintain the secondary dike in this location. There are no new evacuation zones. I looked at the inundation maps at 1564.5 feet and it only there is very little change to the inundation map (on the screen) Based on the new predicted elevations, those living on the fringe of the evacuation zones should take the necessary precautions for rising waters and remain vigilant. The evacuation zones are posted on the Minot website at www.minotnd.org.

We have strategically placed fire and police units, ambulances and water rescue boats on both north and south hills as well as in the downtown area. We are currently working with the DOT on putting out maps to emergency responders in the area, for routes to get to the hospital. 16th Street SW has been closed. The Burdick Expressway bridge and the bridge at 6th Street NW are still open for emergency units only. We want to remind people in Minot and the surrounding area to conserve water. Please turn off your automatic sprinkler systems and do not water your lawn until this flood is over. The Red Cross reported that we had 221 people stay in the shelters last night and MAFB reported they had 50 people stay in their shelter. Shelters are open at the City Auditorium and MSU Dome.
