39th ANNUAL MEETING OF LMOA MEMBERS will be


held on Sat., June 25, at the Clubhouse. The meeting will be called to order at 10AM in the Faulconer Room and immediately go into recess until 1PM. Eligible members* may vote by Ballot during the recess. The meeting will reconvene in the Terrace Room at 1PM to complete the business agenda, including the election of three directors. Time will be allotted for member comments on any issue related to Lake Monticello. Please sign up before 1PM. *Members are eligible to vote by Ballot at the annual meeting if they did not vote by Proxy before the deadline of 5PM, June 17, or voted by Proxy and revoked the Proxy by the deadline without voting again by Proxy. Members are not eligible to vote by Ballot at the annual meeting if they voted by Proxy and did not revoke the Proxy by the deadline, or they were not property owners of record by the close of books at 5PM on May 20, 2011. DIRECTOR DILLON RESIGNS: At the June 23 Board of Directors, Director Gary Dillon announced his resignation from the Board. Gary and his family will be moving to Richmond mid-July. LMOA extends its appreciation and best wishes to Gary for his service to the community and to LMOA. We wish them well as they embark on this new chapter in their lives. There is one year left on Gary's three-year term as director. The new Board of Directors will decide how to fill the vacancy after the annual meeting. Board Organization/Orientation Meeting The new Board of Directors will meet in special executive session at 7PM in the Terrace Board Room on Mon., June 27, to discuss legal matters with Association legal counsel Frank Buck. The Board will meet in special open session at 7:30PM in the Terrace Room. The open session agenda will include a briefing by Mr. Buck on the laws and documents governing the Association and the Board; election of officers for the coming Board year; and other related organizational matters. Highlights of the June 23 Board Meeting Confirmed action taken in executive session to award a bonus to the General Manager. Approved the transfer of five Association investment accounts from Morgan Stanley Smith Barney to Charles Schwab. The move will reduce investment costs, made possible by the role of LMOAs Investment Committee in investment decisions. Amended PM 4.02Q, Investment Policy, 1) to allow for the sale of covered call options on securities held in portfolio; 2) to invest the restricted Property Transfer Fee and Amenity Fund accounts in a manner similar to other restricted accounts, leaving one-third of the investment in short-term investments for greater liquidity as a contingency against need. Extended the completion date of the contract with Williamsburg Environmental Group for recertification of the Tufton Lake dam from June 1 to Sept. 1, 2011. Established the Ad Hoc Committee for a Golf Pavilion to work with the Board and Staff to design and construct a general use pavilion at the golf course, and appointed Cliff Altschull as chair. Charged the Storm Water Management and Buildings, Roads & Grounds Committees to study the potential for a community-wide leaf removal and composting program. Approved use of a miniature golf course for the July 4 weekend. Denied the appeal of Andrew Cupino for a Compliance Committee decision related to tailgating through the Slice Gate. Approved the 2012 budget preparation schedule. Approved a Beautification Corps request to create a garden at Tufton Lake in memory of member Tom White. Approved the request to host the second Monticelloman Tiathlon on Sun., May 6, 2012, with no financial obligations to LMOA. Mini-Golf Added to July 4th Weekend Activities: Residents and their guests will be able to enjoy a new activity during the entire July 4 long weekend. Mini-golf will be available from 3 to 10PM on Fri. Mon., July 1 4, on the Ashlawn Basketball Courts. (Basketball will be suspended beginning at 2:30 each of the four days.) Tickets for an 18-hole game are $5 per person, with $1 from each ticket going to LMOA. Please note that children must be accompanied by a playing adult. Schedule Changes for July 4 Weekend Activities Volleyball Tournament, originally scheduled for July 3, will take place on July 4 at 4PM on the Main Beach. Pool Games, originally scheduled for 9:30 to 11AM on July 4, will be held from 9 to 10:30AM. Fun Water Workout, originally scheduled for 11AM on July 4, will take place at 10:30AM. 3-on-3 Stars & Stripes Basketball Tournament, originally scheduled for Sat., July 2, at 9AM has been CANCELLED.

LMOA Front Office Help Needed: LMOA is seeking on-call temporary help for its front office, to perform a variety of duties related to member services and general administrative operations. Must be experienced in standard office procedures and equipment, with emphasis on computer literacy and well developed interpersonal skills. Activities begin on Fri., July 1, and run through the fireworks display on Mon., July 4. For details, see the special flyer that was delivered to mailbox cubbyholes last weekend and is available in the Clubhouse lobby and on the website at www.lmoa.org just click on the link. Volunteers needed: Call Lori at 589-8263, ext. 113. To help with the lake swim in kayaks, call John Lye at 962-4628 or email RJL6N@cstone.net. Yes, Lake Monticello, There Will Be Fireworks!!! The fireworks will be shot from Beach 3 on July 4, beginning at approximately 9:15PM, lighting up the night sky over the lake. Good viewing venues include the Clubhouse lawn, Main Beach, dam and lake. Please note that parking is not permitted on the dam. If parking along the roadside of any street, all wheels must be completely
off the pavement to avoid interference with emergency or other traffic. Do not block driveways.

Personal Fireworks Are Not Permitted within the Lake Monticello community at any time. Advisory to Boaters: Police Chief Tom Boisvert reports that VA laws for operating a boat while intoxicated are the same as for an automobile. A boat operator can be arrested for boating under the influence if the blood alcohol level is 0.08 or above. The VA Dept. of Game and Inland Fisheries (VDGIF) will have an officer patrolling at Lake Monticello on July 4 to enforce boating laws. VDGIF routinely patrols at other times as well. Penalties for boating under the influence (BUI) also can include stiff monetary penalties, mandatory attendance at alcohol awareness classes and revocation of the privilege to operate a boat for at least a year. All operators of boats at Lake Monticello shall have a Lake Monticello boat license. After dark, the lake goes to no wake operation for all boats. Additionally, the Lake Monticello Water Safety Patrol will have a boat staffed and patrolling the Lake. VA laws do not prohibit alcohol onboard a boat, as they prohibit open containers of alcohol in other areas, but it has been proven that consumption of alcohol by anyone in a boat increases the likelihood of death/injury should an accident occur. Diving for Dam Work Resumes: Over the next several weeks, Watershed Services will be removing the non-functioning low level drain valve and installing a new valve at the headwall of the main dam sluiceway. The work will be done underwater requiring extensive dive work, and the red dive barge will once again be anchored in the lake near the dam. It is of the upmost importance to protect the safety of the divers and prevent disruption of crucial repairs. Boaters, please observe a 200-foot no boats allowed perimeter around the barge. Marina Point Is Private Property and is not open for general use during the 4th of July activities, including fireworks. Please respect the private property signs posted. LM Fire & Rescue Golf Tournament: Late Sign Up Still Possible for Sat., June 25, a primary fundraiser for our Fire & Rescue. Shotgun starts at 8AM and 1:30PM. Barbecue lunch, 12N to 2PM; raffle drawings, 12:30. Entry forms at the Pro Shop. Rain date: Aug. 13. Register Now for Quick Start Youth Tennis, July 11 - 14, from 9 to 10AM at Ashlawn Courts for ages 6 - 12. New students: $20 including mini-racket and three practice balls; returning students: $15 if you already have a mini-racket. Register at the LMOA Office. Parent participation appreciated. No Unregistered Boats May be Put into the Lake Marina personnel will be monitoring boats to make sure the 2011 registration sticker is clearly visible. Additional personnel will be on duty on July 4 until after the fireworks to enforce the policy requiring that all boats must be registered and the current sticker in use. Registrations will be accepted on July 4 until the Marina office closes at 7PM.
