Total price of 35 TPH boiler project was Rs.54,342,993/- including G.S.T. Balance payment is Rs.32,800,000/- as on May 26, 2011. The detail of terms & conditions were as following: 20% advance with purchase order. 40% after completion of structure and supply of drums and tubes. 15% after supply of burners, chimney and F.D fan. 15% after supply of Electrification and instruments. 10% after successful trial. Until now no material have been received at site.

The fabrication work of boiler was to be done at Shakarganj Engineering Works Faisalabad. The progress of work carried out by Industrial Enterprises has been checked on May 23, 2011 at their works at Kamokey Lahore. The details of work are as follows, Two drums, steam and mud, checked and seems to be second hand as the same were visited on May 11, 2011 by Mr. Siddique Sahi at their works. The same drums were found in badly rusted condition and were being overhauled. The heavy pitting on inner surfaces of drums were observed. Now these drums are properly cleaned, repaired and painted. The boilers drums shown having wall thickness are, Steam Drum Mud Drum 58 mm 26 mm

We have inquired from some other source that these drums have been purchased second hand from Sher Shah Market Karachi. New boiler tubes are lying at their works and are short in quantity as required. No structural material available for inspection. Industrial Enterprises told that they will fabricate the boiler at their works and then they will shift to SML-JHANG. Upto now no civil and structural drawings have been handed over and also fabrication drawings are missing. When payment of 10 Million was released, Mr. Imran promised to deliver the material at SML Jhang site upto 5th February 2011 after clearance from Karachi port. Almost three months delay already happened. Copy of Minutes of meeting held at SML Bhone and meeting of Mr. M. Siddique Sahi at their works are attached herewith. I suggest a meeting with Mr. Imran at your office to solve all these issues and to start work. The payment schedule is already settled with him as the material will be received on site. After study the Boiler House/Power House audit report following are the comments. 1. Sample taken from condensate storage tank is not the feed water sample. Water of boiler starts from dearator tanks after removal of air by mechanical and chemical process. 2. The results of boiler flue gas emission are well within the limits of NEQS and international standards. Reducing of oxygen from flue-gases will increase CO (Carbon Mono Oxide) and that leads to upset the emission and cross the NEQS. Reducing O2 is only possible by reducing begasse moisture. 3. Data taken for calculation of boiler efficiency is for season 2009-10. I suggest to take the data of season 2010-11 for proper audit of this season. Previous season date is not representable due to slow crushing and uneven loading of boilers.
