*** All the District Educational Officers and Project Officers of RVM (SSA) in the state are informed that , orders have been issued vide reference read above to engage the services of Vidya Volunteers in Primary Schools and Primary Sections of Upper primary schools where the enrolment in classes I-V is less than 10 in accordance with the rationalization norms issued in G.O Ms.No. 61 dated; 16-05-2011. They are further informed that , certain District Educational Officers and Project Officers of RVM (SSA) in the state have brought to the notice of the under signed that most of the schools are running without required number of teachers as per RTE Act and resulting in ineffective functioning of schools. They have further informed that new entrants and out of school children were enrolled in large numbers in Government schools during the recent Education Fort Night Programme and requested the under signed to permit them to engage the services of Vidya Volunteers as per requirement so as to maintain the quality of education in Government schools as per the aspirations of the parents which is mandate on part of Government. In view of the above, all the District Educational Officers and Project Officers of RVM (SSA) in the state are hereby permitted to engage the services of the Vidya Volunteers in Primary and Upper Primary Schools as per the pattern shown below to ensure regular functioning of schools till a policy decision is taken for recruitment of regular teachers.

They are further informed that, as per Rationalization Norms, only One teacher is allowed in Primary Schools where the strength is 11-19. Now it is permitted to position One Vidya Volunteer in addition to teacher as per the range shown above to avoid disturbance to schools in case of the teacher is on leave. Therefore, all the District Educational Officers and Project Officers of RVM (SSA) in the state are requested to engage the services of Vidya Volunteers after assessing the requirement as per RTE Act duly following the guidelines issued in the reference read above. If any deviation is noticed, the concerned District Educational Officer and Project Officer, RVM (SSA) will be held responsible.
