Summer 2011 Traffic Mitigation Plan

On or around July 24, 2011, traffic patterns at the intersection of Flatbush and Fourth Avenues will change. As a result, vehicles will have more time with a green light (green time) on Flatbush Avenue, and pedestrians will have more time to cross the street when all vehicle movements are stopped. After the changes are made, vehicles traveling northbound on Fourth Avenue will no longer be able to turn left onto Flatbush Avenue, reducing the number of tie-ups at the intersection. Additionally, Pacific Street, between Fourth Avenue and Flatbush Avenue only, will change from one-way westbound to one-way eastbound, toward Flatbush Avenue. To access Flatbush Avenue from Fourth Avenue, cars and trucks could turn left onto Atlantic Avenue, turn right onto Third Avenue and left onto Flatbush Avenue; local traffic could turn right onto Pacific Street and left or right onto Flatbush Avenue. No through truck traffic will be permitted on Pacific Street. The video below illustrates those changes:

Atlantic Yards will combine a new arena, the Barclays Center, designed by Ellerbe Becket and SHoP Architects, a public plaza, eight acres of landscaped open space, more than 6,400 units of affordable, middle-income and market-rate housing, ground-floor retail space for local businesses and office space that will create a vibrant addition to a thriving borough. In 2005, Atlantic Yardss developer signed the first-ever Community Benefits Agreement (CBA) in New York City to accompany a major development project.

June 20, 2011 Installation of the faade will begin with the installation of erection clips on the Atlantic Avenue side of the arena during the next two weeks. June 20, 2011 As previously scheduled for late June, the ramp at the Pacific Street & 6th Avenue gate has been re-installed and the ramp and gate are functional. However, deliveries continue to be made through the Dean Street gate while steel erection is done over the Pacific Street ramp. June 20, 2011 Demolition of 768 Pacific Street and 603 Dean Street will begin during the next two weeks. June 13, 2011 For the week of June 13th, a second shift of construction will occur from 3:30 pm to 11 pm. Given that work will be taking place approximately 25 feet below street level and crew size will be reduced from normal day time crew size, there will be minimal noise impacts to the community.

There was a well-attended community forum to discuss the new traffic patterns on June 14 at 6:30pm at Brooklyn Borough Hall. Click here to view the detailed presentation that was shown at the community forum. The community notice announcing these changes can be found here. June 6, 2011 The latest two-week construction look-ahead has been posted by ESDC.
