moderated.Similarly,DTZpredictedthataverage
officerentinRafflesPlacewillincreaseby15%to

marketinQ2
Primegroundfloorfactoryspaceaveragemonthly
grossrentinQ2increased7.1%,morethanthe
3.4%hikeinQ1,to$2.25psf;primegroundfloor
warehousespaceaveragemonthlygrossrent
increased6.4%,morethanthe4.8%hikeinQ1,to
$2.34psf.Also,theindustrialsalesmarketalso
looksoptimistic.Developersarelaunchingseveral
projectssuchastheOxleyBizhub inUbi.Colliers
notedthattheaveragecapitalvalueforprime
freeholdgroundfloorfactoryspacesawa3.2%
hiketo$574psf fromQ1toQ2,whileprime
freeholdgroundfloorwarehousespaceincreased
7.5%to$571psf overthesameperiod.

TheCouncilforEstateAgencies(CEA)hasissueda
PracticeGuidelinetopromoteethicaladvertising
bypropertyagents.Theseguidelineswere
developedafterconsultationwithpropertyagents,
industryassociations,governmentbodiessuchas
theHDBandURA,andtheConsumersAssociation
ofSingapore.Theseguidelineswillapplytoall
formsofadvertisements,includingclassifieds,
pamphletsorflyers,onlineadvertising,SMSand
evensocialmedia.
Witheffectfrom1August2011,propertyagents
must:
1.Refrainfromusingmisleadingheadlinesand
claims

titledhomes.Theabsenceofsmallshoeboxunitsis
notable.Also,thelandedstratatitledsoldbriskly
reportedly11ofthe22strataunitshavebeensold
whilemostoftheremaininghavebeenreserved.

recentmassmarketprojects.Thiscouldbedueto

25%takeuprate)atanaveragepsf ofS$685onthe

firstdayoflaunch.
Centrale 8,aDBSSprojectthathasbeenfeatureda
lotinthenewsrecentlyduetoitspricing,soldonly
35%ofthetotal708unitsdespitebeing2x
oversubscribedbeforethelaunch.Itseemsthat
potentialbuyersarestayingawayasthereisthe
perceptionthatupcomingpolicychangescould
bringdownthepricesofHDBflats.
Wearecurrentlyatacriticaljuncture astandoff
betweensellersandbuyers,representedbythe
gapbetweensellersaskingpricesandwhatbuyers
willingtobid.
Aslongaspriceskeeprising,thegovernmentis
likelytointroducemoremeasurestocurbfurther
speculationandexuberance,especiallyonthe
publichousingfront,andthisshouldhavea
negativeimpactontheprivateresidentialmass
marketsegment.
