1.0 INTRODUCTION

Jacobs China Limited has been appointed by the Civil Engineering and Development (CEDD)
with Agreements No. CE 70/2009 (CE) Construction of Additional floor on Central Ferry
Piers Numbers 4, 5 and 6. At mid-2011, our company JCL has conducted diagnostic tests at
the later review stage and would complete before the early stage of design stage at August
2011. Based on the information provided, checking about structural stability of the existing
structure at Central Pier Nos. 4, 5 and 6 was investigated. Here are some diagnostic tests pro-
vided for the information.

The tests include:

a. Concrete Core Test

b. Cover-meter Test

c. Carbonate Tests

d. Chloride Corlevt Tests

2.0 OBJECTIVE

The objectives of the some diagnostic tests are as follows:

To point out a condition assessment to be carried out.

To follow up the existing condition of the structure, including all kinds of defects, the
exposure situation for the structure and the causes for the condition of the structure

To recommend the future exposure situation and effects on development of defects areas

To identify the need for maintenance or repair parts, including principles, methods and
extent of maintenance/repair.

To determine the extra site investigation to be identified and demonstrate remedial ac-
tions to be taken.

To transfer the results, findings and conclusions to the contractor at the design stage.

3.0 DIAGNOSTIC TESTS OF EXISTING PIERS

3.1 Concrete Compressive Core Tests
Castco Testing Centre Limited was appointed to inspect the compressive strength test at
March and April particularly. 10 core samples were taken at the designated locations at each
pier. According to the track, the date for casting concrete is at 30
th
June, 1995. The age of
drilling was about 5000 days. Before the testing, the time stored in water tank is about 72
hours in order to keep the moisture. The results are as follows:

3.2 Cover-meter Test
China International Water & Electric Cooperation was appointed to identify the expose con-
dition of reinforcement at January, 2011. The cover-meter test is used to measure the distance
of steel reinforcing bars beneath the surface of the concrete and also possibly to measure the
diameter of the reinforcing bars. For instance, a cover-meter can be used to ensure there are
no reinforcing bars where the core is to be taken. Then, the data shown in the report were de-
termined by the laboratory in accordance with its terms of accreditation. can be compared
with the written approval result.The results are as follows:

3.3 Carbonation Test
China International Water & Electric Cooperation was appointed to identify the expose con-
dition of reinforcement atFebruary, 2011.10 core samples of each Central Pier was collected
respectively. In this connection the tests were conducted on specimens of freshly split core
obtained by drilling on existing concrete structure by Phenolphthalein solution. Carbonation
of concrete is associated with the corrosion of steel reinforcement and with shrinkage. Car-
bonation is the result of the dissolution of CO
2
in the concrete pore fluid and this reacts with
calcium from calcium hydroxide and calcium silicate hydrate to form calcite (CaCO
3
).
Within a few hours, or a day or two at most, the surface of drilled concrete had reacted with
CO
2
from the air. Gradually, the process penetrates deeper into the concrete at a rate propor-
tional to the square root of time. The affected depth from the concrete surface can be readily
shown by the use of phenolphthalein indicator solution. This is available from chemical sup-
pliers. Phenolphthalein is a white or pale yellow crystalline material that use as an indicator
dissolved in a suitable solvent such as isopropyl alcohol (isopropanol) in a 1% solution.

3.4 Chloride ions test
China International Water & Electric Cooperation (CIWEC) was appointed to identify the
expose condition of reinforcement at February, 2011.Chloride stimulates corrosion. The immigra-
tion is quite complicated that the rate of corrosion depends on W/C ratio, concrete resistivity, concrete
cover, surface finishing, and degree of consolidation and cracking of concrete. CIWEC was conducted
10 samples for every Central Pier for the chloride ions content test. Certificate not older than 6
months for each nominal is distributed to Jacobs China Limited with 3 maximum aggregate size,
showing the source of the aggregate and showing that the aggregate complies with the requirements
stated in the contract and include results of tests. The chlorine ion content is based CS1: 1990 Section
21.10.2 (AMD 1201).

4.0 INVESTIGATE AND COMMENT ON THE COMPRESSIVE STRENGTH

Provided that the test method BS 1881: Part 204: 1988, the standard of Grade 45 concrete
was identified during construction. From the data given for Central Pier 4, 5 and 6, it is
shown that no significant defects were found in the pier except P6LD2-A. In addition, it
passes the standard of the 75% specific grade 45MPa strength. To summarize, there is struc-
turally stable with daytime of 5731 days. All type of aggregates are crushed rock. All failure
mode is normal. The direction of drilling is horizontal. The detailed is shown in appendix A
about the report of concrete core compressive strength test. The average diameter of each

sample is about 100mm. The
5.1 Investigation and comment of the chlorine ions content
Chloride content of concrete
21.2.6 Clause 16.13 (2) is added below: -(2) For reinforced concrete in marine environment,
the acid soluble chloride ion content of all concrete shall be determined in accordance with
Clause 21.10.2 of CS1, and shall not exceed 0.02% of total weight of concrete.
5.0 conclusion and recommdations
The result of diagnostic test show that buildings are supposedly in a good condition, although
there are some loacalized defects which should be rectified in routine maintenance. To sum-
marize, the four test results reach the an acceptable condition, no below standard works are to
be given out, therefore no urgent repair works are required in this respect.

To establish the stable condition of existing structures, we recommend that regular and peri-
odic maintenance and monitoring of the Central Pier No.4, 5 and 6, both to the common areas
within the leased areas, and undertake maintenance works as appropriate.

Finally, we recommend that Central Piers Nos. 4, 5 and 6 are reinforced concrete construction
supported by beams and columns to have maintenance works.

The detailed recommendation would be shown in Appendix A. The certificates for the diag-
nostic test will be attached in Appendix B.
