I. FUNDING OPPORTUNITY DESCRIPTION DARPAissolicitinginnovativeresearchproposalsintheareaofsocialmediainstrategic communication.Proposedresearchshouldinvestigateinnovativeapproachesthatenable revolutionaryadvancesinscience,devices,orsystems.Specificallyexcludedisresearchthat primarilyresultsinevolutionaryimprovementstotheexistingstateofpractice. ThisBAAisbeingissued,andanyresultantselectionwillbemade,usingproceduresunderFAR Part35.016(DoDGARSPart22forGrantsandCooperativeAgreements).Anynegotiations and/orawardswilluseproceduresunderFAR15.4,ContractPricing,asspecifiedintheBAA (includingDoDGARSPart22forGrantsandCooperativeAgreements).Proposalsreceivedasa resultofthisBAAshallbeevaluatedinaccordancewithevaluationcriteriaspecifiedherein throughascientificreviewprocess.TheBAAwillappearfirstontheFederalBusiness Opportunitieswebsite,http://www.fedbizopps.gov/,andGrants.govwebsiteat http://www.grants.gov/.ThefollowinginformationisforthosewishingtorespondtotheBAA. Introduction TheconditionsunderwhichourArmedForcesconductoperationsarerapidlychangingwiththe spreadofblogs,socialnetworkingsites,andmediasharingtechnology(suchasYouTube),and furtheracceleratedbytheproliferationofmobiletechnology.Changestothenatureofconflict resultingfromtheuseofsocialmediaarelikelytobeasprofoundasthoseresultingfrom previouscommunicationsrevolutions.Theeffectiveuseofsocialmediahasthepotentialto helptheArmedForcesbetterunderstandtheenvironmentinwhichitoperatesandtoallow moreagileuseofinformationinsupportofoperations. ThegeneralgoaloftheSocialMediainStrategicCommunication(SMISC)programistodevelop anewscienceofsocialnetworksbuiltonanemergingtechnologybase.Inparticular,SMISC willdevelopautomatedandsemiautomatedoperatorsupporttoolsandtechniquesforthe systematicandmethodicaluseofsocialmediaatdatascaleandinatimelyfashionto accomplishfourspecificprogramgoals: 1. Detect,classify,measureandtrackthe(a)formation,developmentandspreadofideas andconcepts(memes),and(b)purposefulordeceptivemessagingandmisinformation. 2. Recognizepersuasioncampaignstructuresandinfluenceoperationsacrosssocialmedia sitesandcommunities. 3. Identifyparticipantsandintent,andmeasureeffectsofpersuasioncampaigns. 4. Countermessagingofdetectedadversaryinfluenceoperations. Background EventsofstrategicaswellastacticalimportancetoourArmedForcesareincreasinglytaking placeinsocialmediaspace.Wemust,therefore,beawareoftheseeventsastheyare

happeningandbeinapositiontodefendourselveswithinthatspaceagainstadverse outcomes.Forexample,inonecaserumorsaboutthelocationofacertainindividualbeganto spreadinsocialmediaspaceandcallsforstormingtherumoredlocationreachedafeverpitch. Bychance,responsibleauthoritiesweremonitoringthesocialmedia,detectedthecrisis building,sentouteffectivemessagingtodispeltherumorsandavertedaphysicalattackonthe rumoredlocation.Thiswasoneofthefirstincidentswhereacrisiswas(1)formed(2)observed andunderstoodinatimelyfashionand(3)diffusedbytimelyaction,entirelywithinthesocial mediaspace. Eventsinsocialmediaspaceinvolvemanytomanyinteractionsamongnumbersofpeopleata compressedscaleoftimethatisunprecedented.Entirelynewphenomenaareemergingthat requirethinkingaboutsocialinteractionsinanewway.Thetoolsthatwehavetodayfor awarenessanddefenseinthesocialmediaspaceareheavilydependentonchance.Wemust eliminateourcurrentrelianceonacombinationofluckandunsophisticatedmanualmethods byusingsystematicautomatedandsemiautomatedhumanoperatorsupporttodetect, classify,measure,trackandinfluenceeventsinsocialmediaatdatascaleandinatimely fashion. ProgramScope Thedevelopmentofanewscienceofsocialnetworksandthesolutionstotheproblemsposed bySMISCwillrequiretheconfluenceofseveraltechnologiesincluding,butnotlimitedto, informationtheory,massivescalegraphanalyticsandnaturallanguageprocessing.While SMISCwillnotdirectlysupportnaturallanguageprocessingdevelopmentefforts,itwill certainlyusetheresultsofpreviousprogramsaswellascontributenewchallengestofurther stimulateongoingefforts. TechnologyareasparticularlyrelevanttoSMISCareshownheregroupedtocorrespondtothe fourbasicgoalsoftheprogramasdescribedabove: 1. Linguisticcues,patternsofinformationflow,topictrendanalysis,narrativestructure analysis,sentimentdetectionandopinionmining; 2. Memetrackingacrosscommunities,graphanalytics/probabilisticreasoning,pattern detection,culturalnarratives; 3. Inducingidentities,modelingemergentcommunities,trustanalytics,networkdynamics modeling; 4. Automatedcontentgeneration,botsinsocialmedia,crowdsourcing. Recentresearchhasshownthattraditionalapproachestounderstandingsocialmediathrough staticnetworkconnectivitymodelsoftenproducemisleadingresults.Itis,therefore,necessary totakeintoaccountthedynamicsofbehaviorandSMISCisinterestedinawidevarietyof techniquesfordoingso. AreasofInterest TheSMISCprogramincludesthreetechnicalareas.Proposalsmaybesubmittedindividuallyto TechnicalAreas1,2or3ORbothTechnicalAreas1and2ORbothareas2and3.Asingle proposalmaynotbesubmittedthatcoversbothareas1and3.SeeSectionIII.Dforfurther

information.Proposersarecautionedthattheproposalpagelimitsarethesameregardlessof thenumberoftechnicalareasaddressed,whichmaynegativelyimpacttheclarityand completenessofproposalscoveringmultipletechnicalareasunlesstherearesignificant synergiesintheproposedapproach. Performersinallthreeareaswillbeexpectedtoworkcooperativelywithoneanotherto develop,implement,test,andevaluateSMISCcapabilities. TechnicalArea1(TA1):Algorithm/SoftwareDevelopment TA1performerswilldevelopautomatedandsemiautomatedoperatorsupporttoolsand techniquesforthesystematicandmethodicaluseofsocialmediaatdatascaleandinatimely fashionto: 1. detect,classify,measureandtrackthe formation,developmentandspreadofideasandconcepts(memes)and, purposefulordeceptivemessagingandmisinformation; 2. recognizepersuasioncampaignstructuresandinfluenceoperationsacrosssocialmedia sitesandcommunities; 3. identifyparticipantsandintent,andmeasureeffectsofpersuasioncampaigns;and 4. countermessagingofdetectedadversaryinfluenceoperations. TA1performersarerequiredtodefineandvalidateappropriateperformancemetricsfor algorithmsandtechniquesdeveloped.ThiswillrequireTA1performerstoalsodevelop measuresoftheeffectivenessofstrategiccommunicationandinfluenceoperations. TechnicalArea2(TA2):DataProvision/Management TheTA2performerwillcreateaclosedandcontrolledenvironmentwherelargeamountsof datawillbecollectedandexperimentswillbeperformedinsupportofthedevelopmentand testingofTA1algorithms.Oneexampleofsuchanenvironmentcouldbeaclosedsocialmedia networkmadeupoftwotofivethousandpeoplewhereparticipantshaveagreedtoconducta significantportionoftheirsocialmediabasedactivitieswithinthenetworkandagreeto participateintherequireddatacollectionandexperiments.Suchanetworkmightbeformed withinasinglegovernment,industrialoracademicorganizationoracrossmultiplesuch organizations.Anotherexampleofsuchanenvironmentwouldbeamassivelymultiplayeron lineroleplayinggamewheretheuseofsocialmediaisofcentralimportancetogameplayand withtensofthousandsofplayersthatagreetoparticipateintherequireddatacollectionand experiments. TheTA2performerwillworkcloselywithTA1andTA3performerstosupportthetypeofdata collection,experimentationandevaluationrequired. ThetypeofdatarequiredforSMISCresearchpotentiallycontainsPersonallyIdentifiable Information(PII).TheTA2performerwillberequiredtocertifythatnoPIIforU.S.personswas collected,storedorcreatedincontraventiontofederalprivacylaws,regulationsand DepartmentofDefense(DOD)policies.ProposersmustaddressthecollectionanduseofPII,if

any,intheirtechnicalproposal.PIIwillnotbeprovidedtoSMISCfromanotherGovernment agencyorfromanoutsidesource. TechnicalArea3(TA3):AlgorithmIntegration,TestandEvaluation TheTA3performerwillworkwithTA1performerstodevelopappropriateperformance metricsanddevelop,executeandevaluatetheresultsofcorrespondingtestandevaluation procedures.Testandevaluationprocedureswillincluderedteamactivityinvolvingstrategic communicationandinfluenceoperationsintheclosedenvironmentdevelopedbytheTA2 performer. ScheduleandMilestones Theschedulelistedhereincontainsnotionalestimates.Proposersshouldproposeadetailed schedulethatisconsistentwiththematurityoftheirapproachesandtheriskreduction requiredfortheirconcepts.Thesescheduleswillbesynchronizedacrossperformers,as required,andmonitored/revisedasnecessarythroughouttheSMISCprogramsperiodof performance.AstartdateofDecember15,2011,shouldbeassumedforbudgetingpurposes. Subjecttotheavailabilityoffunding,theprogramisintendedtorunapproximatelythreeyears. Duringthisperiod,therewillbe4evaluationmilestones.Ateachmilestone,algorithms developedwillbetestedandevaluatedandprogresswillbemeasuredagainst: customizedmetricsdefinedjointlybyeachTA1teaminconsultationwithTA3andTA2 performersbasedonthetypesofalgorithmsbeingdevelopedbytheteam,and performancemetricsonstrategiccommunicationactivityinsertedintolivedatasetsby aTA3redteamintheclosedandcontrolledenvironmentdevelopedbytheTA2 performer.

Deliverables Performersshallberequiredtoprovidethefollowingdeliverables: Technicalpapersandreports. SlidePresentations.Annotatedslidepresentationsshallbesubmittedwithin1month aftertheprogramkickoffmeetingandaftereachannualreview. ImplementationDocumentation.Documentationshallbeprovidedwithin1month aftereachcodedropdocumentinganyalgorithms,sourcecode,hardwaredescriptions, languagespecifications,systemdiagrams,partnumbers,andotherdatanecessaryto replicateandtestthedesigns. MonthlyProgressReports.Amonthlyprogressreportdescribingprogressmade, resourcesexpended,andanyissuesrequiringtheattentionoftheGovernmentteam shallbeprovidedwithin10daysaftertheendofeachmonth. FinalReport.Thefinalreportshallconciselysummarizetheeffortconducted. ReportingasdescribedinSectionVI.C.

II.

AWARD INFORMATION MultipleawardsareanticipatedforTechnicalArea1andsingleawardsforTechnicalAreas2 and3.TheleveloffundingforindividualawardsmadeunderthisBAAhasnotbeen predeterminedandwilldependonthequalityoftheproposalsreceivedandtheavailabilityof funds.Awardswillbemadetoproposerswhoseproposalsaredeterminedtobethemost advantageousandprovidethebestvaluetotheGovernment,allfactorsconsidered,including thepotentialcontributionsoftheproposedwork,overallfundingstrategy,andavailabilityof fundingfortheeffort.SeeSectionV.B.forfurtherinformation. Proposalsselectedforawardnegotiationmayresultinaprocurementcontract,grant, cooperativeagreement,orothertransactiondependinguponthenatureoftheworkproposed, therequireddegreeofinteractionbetweenparties,andotherfactors.Inallcases,the contractingofficershallhavesolediscretiontoselectawardinstrumenttypeandtonegotiate allinstrumentprovisionswithselectees. AsofthedateofpublicationofthisBAA,DARPAexpectsthatprogramgoalsforthisBAAmay bemetbyproposersintendingtoperform'fundamentalresearch,'i.e.,basicorapplied researchperformedoncampusinscienceandengineering,theresultsofwhichordinarilyare publishedandsharedbroadlywithinthescientificcommunity,asdistinguishedfrom proprietaryresearchandfromindustrialdevelopment,design,production,andproduct utilizationtheresultsofwhichordinarilyarerestrictedforproprietaryornationalsecurity reasons.Notwithstandingthisstatementofexpectation,DARPAisnotprohibitedfrom consideringandselectingresearchproposalsthat,whileperhapsnotqualifyingas'fundamental research'undertheforegoingdefinition,stillmeettheBAAcriteriaforsubmissions.If proposalsareselectedforawardthatofferotherthanafundamentalresearchsolution,then DARPAwilleitherworkwiththeproposertomodifytheproposedstatementofworktobring theresearchbackintolinewithfundamentalresearchorelsetheproposerwillagreeto restrictionsinordertoreceiveanaward.SeeSectionVI.B.5forfurtherinformationon fundamental,nonfundamentalandrestrictedresearch. TheGovernmentreservestherightto: Selectfornegotiationall,some,one,ornoneoftheproposalsreceivedinresponsetothis solicitation. Makeawardswithoutdiscussionswithproposers. Conductdiscussionsifitislaterdeterminedtobenecessary. Segregateportionsofresultingawardsintoprepricedoptions. Acceptproposalsintheirentiretyortoselectonlyportionsofproposalsforaward. Removeproposersfromawardconsiderationshouldthepartiesfailtoreachagreementon awardtermswithinareasonabletimeortheproposerfailstoproviderequestedadditional informationinatimelymanner.

III.

ELIGIBILITY A. Applicants

AllresponsiblesourcescapableofsatisfyingtheGovernment'sneedsmaysubmitaproposalthat shallbeconsideredbyDARPA. 1. HistoricallyBlackCollegesandUniversities,SmallBusinesses,SmallDisadvantaged BusinessesandMinorityInstitutions:Historicallyblackcollegesanduniversities(HBCUs), smallbusinesses,smalldisadvantagedbusinessesandminorityinstitutions(MIs)are encouragedtosubmitproposalsandteamwithotherstosubmitproposals;however,no portionofthisannouncementwillbesetasidefortheseorganizationsduetothe impracticalityofreservingdiscreteorseverableareasofthisresearchforexclusive competitionamongtheseentities. 2. FederallyFundedResearchandDevelopmentCenters(FFRDCs)andGovernment Entities:Federallyfundedresearchanddevelopmentcenters(FFRDCs)andGovernment entities(e.g.,Government/nationallaboratoriesandmilitaryeducationalinstitutions)are subjecttoapplicabledirectcompetitionlimitationsandcannotproposetothisBAAinany capacityunlessthefollowingconditionsaremet. FFRDCsmustclearlydemonstratethattheproposedworkisnototherwiseavailable fromtheprivatesectorandmustprovidealetteronletterheadfromtheirsponsoring organizationcitingthespecificauthorityestablishingeligibilitytoproposeto Governmentsolicitationsandcompetewithindustryandcompliancewiththe associatedFFRDCsponsoragreementandtermsandconditions.Thisinformationis requiredforFFRDCsproposingaseitherprimecontractorsorsubcontractors. Governmententitiesmustclearlydemonstratethattheproposedworkisnototherwise availablefromtheprivatesectorandprovidewrittendocumentationcitingthespecific statutoryauthority(andcontractualauthority,ifrelevant)establishingtheabilityto proposetoGovernmentsolicitations. Atthepresenttime,DARPAdoesnotconsider15U.S.C.3710atobesufficientlegal authoritytoshoweligibility.While10U.S.C.2539bmaybetheappropriatestatutory startingpointforsomeentities,specificsupportingregulatoryguidance,togetherwith evidenceofagencyapproval,willstillberequiredtofullyestablisheligibility. DARPAwillconsidereligibilitysubmissionsonacasebycasebasis;however,theburden toproveeligibilityforallteammembersrestssolelywiththeproposer. 3. ForeignParticipation:NonU.S.organizationsand/orindividualsmayparticipatetothe extentthatsuchparticipantscomplywithanynecessarynondisclosureagreements, securityregulations,exportcontrollaws,andothergoverningstatutesapplicableunder thecircumstances.

B. ProcurementIntegrityandOrganizationalConflictsofInterest ActiveFederalemployeesareprohibitedfromparticipatinginparticularmattersinvolving conflictingfinancial,employment,andrepresentationalinterests(18USC203,205,and208). Priortothestartofproposalevaluation,theGovernmentwillassesspotentialconflictsof interestandwillpromptlynotifytheproposerifanyappeartoexist.TheGovernment assessmentdoesnotaffect,offset,ormitigatetheproposersresponsibilitytogivefullnotice andplannedmitigationforallpotentialorganizationalconflicts,asdiscussedbelow. WithoutthepriorapprovalorawaiverfromtheDARPADirector,acontractorcannot simultaneouslybeascientific,engineering,andtechnicalassistance(SETA)contractoranda performer.(SeeFederalAcquisitionRegulation(FAR)9.503at https://www.acquisition.gov/FAR/.)Aspartoftheproposalsubmission,proposers,proposed subcontractorsandconsultantsmustaffirmwhetherthey(individualsandorganizations)are providingSETAorsimilarsupporttoanyDARPAtechnicaloffice(s)throughanactivecontractor subcontract.Affirmationsmuststatewhichoffice(s)theproposerand/orproposed subcontractor/consultantsupportsandmustprovideprimecontractnumbers.Allfactsrelevant totheexistenceorpotentialexistenceoforganizationalconflictsofinterest(FAR9.5)mustbe disclosed.Thedisclosureshallincludeadescriptionoftheactiontheproposerhastakenor proposestotaketoavoid,neutralize,ormitigatesuchconflict.Proposalsthatfailtofully disclosepotentialconflictsofinterestand/ordonothaveplanstomitigatethisconflictmaybe rejectedwithouttechnicalevaluationandwithdrawnfromfurtherconsiderationforaward.If,in thesoleopinionoftheGovernmentafterfullconsiderationofthecircumstances,anyconflict situationcannotbeeffectivelymitigated,aproposalmayberejectedwithouttechnical evaluationandwithdrawnfromfurtherconsiderationforawardunderthisBAA. Ifaprospectiveproposerbelievesaconflictofinterestexistsormayexist(whether organizationalorotherwise)orhasaquestionastowhatconstitutesaconflict,asummaryof thepotentialconflictshouldbesenttoDARPABAA1164@darpa.milbeforepreparinga proposalandmitigationplan. C. CostSharing/Matching Costsharing/matchingisnotrequiredunlessastatutoryconditionappliessuchastheconditions of10U.S.C.2371astheyapplytoOtherTransactions(seesectionIV.B.2.e). D. OtherEligibilityRequirements 1. SubmissionofProposalstoMultipleTechnicalAreas:Whileproposersmaysubmit proposalsforallthreetechnicalareas,andallthreeproposalsmaybedeemed selectable,proposerscannotbeconsideredforawardinbothTechnicalArea1and TechnicalArea3,whetherasaprime,subcontractororinanyothercapacityfroman organizationaltoindividuallevel.Thisistoavoidorganizationalconflictofinterest situationsbetweenthetechnicalareasandtoensureobjectivetestandevaluation results.Thedecisionastowhichselectableproposalisconsideredforawardisatthe discretionoftheGovernment.

Thisannouncementcontainsallinformationrequiredtorespondtothissolicitationand constitutesthetotalBAA.Noadditionalforms,kits,orothermaterialsareneeded.Norequest forproposal(RFP)oradditionalsolicitationregardingthisopportunitywillbeissued,noris additionalinformationavailableexceptasprovidedattheFedBizOppswebsite (http://www.fbo.gov)orreferencedinthisdocument. B. Proposals ProposalsconsistofVolume1:TechnicalandManagementProposal(includingAppendixA) andVolume2:CostProposal. V.

EVALUATION

A. EvaluationCriteria Evaluationofproposalswillbeaccomplishedthroughascientific/technicalreviewofeach proposalusingthefollowingcriterialistedindescendingorderofimportance:(a)Overall ScientificandTechnicalMerit;(b)PotentialContributionandRelevancetotheDARPAMission; and(c)CostRealism. OverallScientificandTechnicalMerit:Theproposedtechnicalapproachisfeasible, achievable,completeandsupportedbyaproposedtechnicalteamthathasthe expertiseandexperiencetoaccomplishtheproposedtasks.Taskdescriptionsand associatedtechnicalelementsarecompleteandinalogicalsequence,withallproposed deliverablesclearlydefinedsuchthataviableattempttoachieveeffortgoalsislikelyas aresultofaward.Theproposalidentifiesmajortechnicalrisks,andmitigationefforts areclearlywelldefinedandfeasible. PotentialContributionandRelevancetotheDARPAMission:Thepotentialcontributions oftheproposedeffortwithrelevancetothenationaltechnologybasewillbeevaluated. Specifically,DARPAsmissionistomaintainthetechnologicalsuperiorityoftheU.S. militaryandpreventtechnologicalsurprisefromharmingournationalsecurityby sponsoringrevolutionary,highpayoffresearchthatbridgesthegapbetween fundamentaldiscoveriesandtheirapplication.Inaddition,theevaluationwilltakeinto considerationtheextenttowhichtheproposedintellectualproperty(IP)rightswill potentiallyimpacttheGovernmentsabilitytotransitionthetechnology. CostRealism:Theobjectiveofthiscriterionistoestablishthattheproposedcostsare realisticforthetechnicalandmanagementapproachofferedandtodeterminethe proposerspracticalunderstandingoftheeffort.Theproposalwillbereviewedto determineifthecostsproposedarebasedonrealisticassumptions,reflectasufficient understandingofthetechnicalgoalsandobjectivesoftheBAA,andareconsistentwith theproposerstechnicalapproach(toincludetheproposedSOW).Ataminimum,this reviewwillinclude,attheprimeandsubcontractlevel,thetypeandnumberoflabor hoursproposedpertask,thetypesandquantityofmaterials,equipmentandfabrication costs,travelandothervariouselementsproposed.Foreffortswithalikelihoodof commercialapplication,appropriatedirectcostsharingmaybeapositivefactorinthe evaluation.Theevaluationcriterionrecognizesthatundueemphasisoncostmay motivateproposerstoofferlowriskideaswithminimumuncertaintyandtostaffthe effortwithjuniorpersonneltobeinamorecompetitiveposture.Coststrategiessuch asthesearediscouraged. B. ReviewandSelectionProcess DARPApolicyistoensureimpartial,equitable,comprehensiveproposalevaluationsandto selectsourceswhoseoffersmeettheDARPAtechnical,policy,andprogrammaticgoals. Thereviewprocessidentifiesproposalsthatmeettheestablishedcriteriaandare,therefore, selectableforfundingawardsbytheGovernment.SelectionsunderthisBAAwillbemadeto proposersonthebasisoftheevaluationcriterialistedinSectionV.A.Proposalsthatare determinedtobeselectablewillnotnecessarilyreceiveawardsdueinparttofundavailability. Selectionsmaybemadeatanytimeduringtheperiodofsolicitation. AWARD ADMINISTRATION A. SelectionNotices

Afterproposalevaluationiscomplete,proposerswillbenotifiedwhethertheirproposalsare selectableasdeterminedbythereviewprocess.TheGovernmentmayinitiatecontract negotiationsiftheproposalhasbeenselectedforimmediatefunding.Notificationwillbesent byemailtothetechnicalandadministrativePOCsidentifiedontheproposalcoversheet. B. AdministrativeandNationalPolicyRequirements 1. MeetingandTravelRequirements:Twoprincipalinvestigator(PI)meetingswillbeheld eachyearatroughlysixmonthintervals,withthefirstPImeetingoccurringatprogram initiation.Thesemeetingswillfocusonopentechnicalinterchangeandthedefinitionof architecturesandinterfaces,asappropriate,thatwillfacilitatetechnologydemonstrations andintegration.Difficultiesencounteredandpossiblesolutionswillalsobediscussed. Participantsareexpectedtomaintainactivecollaborationwithothermembersofthe programcommunitywhererelevantandshouldexpecttobeinvolvedinfrequentworking groupmeetingsbyeithertravelorteleconferencing.DARPAandotherGovernment personnelwillbeactivelyinvolvedinthesemeetings.ThegoalsofthePImeetingswillbe to:(a)reviewanddiscussplansandoptionsfortechnologydemonstrationsand prototypes;(b)reviewanddiscussresultsfromexperiments;(c)reviewandshare innovations/accomplishmentsofeachteam;(d)demonstrateprototypes;and(e)planfor thenextsixmonthperiod.
