Pursuant to the July 11/12, 2011 Decisions by the Honorable Clerk, the following clarifications are provided:

a. The Requester: The undersigned has no formal legal education, and is not represented in this matter. Therefore, instant request is
written in a business letter style, not as a formal motion. As mentioned in the July 7, 2011 Request, the Requester has published in
recent years academic studies in scholarly journals regarding computerization of the courts and prisons. His studies were also
selected for presentation in international conferences. [

public access to the records of the Supreme Court of the State of Israel, as effectively conducted following the implementation of
the case management and public access systems.

therefore, there appeared no need for access to the files.
The online records do not bear any visible signature. They also include disqualification version subject to editing and phrasing
changes. The July 7, 2011 Request explicitly pertained to records bearing the signatures of the corresponding judges. Therefore,

The Requester believes that signed records are maintained in the Courts files, either as paper or electronic records, and such
records are the subject of the Request. With it, the July 17, 2011 Repeat Request clarified that instant request does not pertain to

Decision

The purpose of the request to inspect and to copy records in the court file, referenced
above, is unclear. Regardless, since the requester wishes to inspect and to copy
Decisions in the court file, which were issued on April 6, 2011 and July 5, 2011, all these
records were published online by the Court; the same applies to the Guidelines (2011) by
the Chief Justice of the Court (under the tab General Information Supreme Court
Guidelines of the Chief Justice). Under the circumstances, it appears that there is no
need for inspection of the records, unless the Requester clarifies his request within 7 days
from the date of delivery of instant Decision. As for the request to inspect Certificates of
Delivery signed by the Clerk of the Supreme Court there are no such records, since
Clerks of the Supreme Court do not sign the Certificates.
