PCB Spill Prevention and Clean-up Plan


This PCB Spill Prevention and Clean-up Plan is submitted in compliance with the provisions of Republic act No. 6969, its implementing Rules and Regulations, and DENR Administrative Order No. 01, Series of 2004 otherwise known as "Chemical Control Order for Polychlorinated Biphenyls".

I. Personnel Training

1. Personnel must undergo on training regarding toxic and hazardous waste management specially on PCB and chemicals 2. Personnel must acquired fundamental knowledge on industrial safety and chemical safety 3. Regular training and seminars shall provide to all operations personnel to equip them with knowledge on how to handle emergencies.

II. Markings and Labeling

1. Containers with PCB contaminated are marked with hazardous waste, and must stored in a designated area complete with marking and labelling for proper identification. 2. Containers with PCB concentrated are labeled with PCB sign warning/danger and stored in designated are with proper identification.

III. Assignment/Resposibilities of Response Team

1. All plant personnel including security guard and utilitiy are responsible in the storage, safekeeping, handling, labeling and inspection of hazardous waste from time to time. 2. All plant personnel shall responsible for the immediate action taken where a PCB spill occurs and a contigency plan must place in a designated bullitin for safety. 3. All plant personnel shall report to the Plant In-charge any inccident on spill or leak of containers and followed emergency procedure based on contigency plan. 4. For any uncontrollable situation, Plant In-charge shall immediately inform the Area Manager, EMD and NPC Corporate Safety Officer 5. The Plant In-charge/PCO shall report immediately to DENR-EMB and or PENRO/CENRO all accidents or spills and action taken to control release of chemicals to environment. 6. Regular inspection of waste storage area shall be conducted by on duty personnel from time to time 7. Proper wearing of PPE's shall be used at all time in handling hazardous wastes.

V. Decontamination Procedures

1. To decontaminate a PCB container, flush the internal surfaces of the container three times with solvent containing no level of PCB or less tha 2.0 ppm PCB. Each rinse shall use a volume of the flushing solvent equal to approx. 10% of the PCB container capacitty 2. To decontaminate movable equipment contaminated with PCB, tools and sampling equipment, any of the follwing is done: a. Swabbing surfaces that have contacted PCB with solvent b. A double wash/rinse as defined in procedure no. 1. 3. The decontamination solvent used is either kerosene or diesel 4. all contaminated materials are placed in containers or plastic bags and properly labeled 5. Proper handling and disposal of waste materials shall be undertaken

VI. Disposal of Contaminated Debris and Materials

1. Proper coordination to implementing body for the safe and dispossal of PCB

VII. Reporting and Record Keeping

1. Quarterly submission of Self Monitoring Report 2. Submission of Annual PCB Report every December. 3. Semi-Annualy submission of Pro-Forma Proponent Compliance Monitoring Report (CMR) Module 5 of SMR

PCB Storage Facility Closure Plan


This PCB Storage Facility Closure Plan is submitted in compliance with the provisions of Republic act No. 6969, its implementing Rules and Regulations, and DENR Administrative Order No. 01, Series of 2004 otherwise known as "Chemical Control Order for Polychlorinated Biphenyls".

I. Certification of Financial Liability Approved by the Bureau

1. Provide pollution liability insurance coverage 2. Post annual surety bond equivalent of 150 % current cost of proper PCB disposal

II. Steps and Procedures for Closure

1. Transformer oil suspected PCB will be stored in a sealed container with marking and labelling and placed in designated area. 2. Container suspected PCB will be stored in a concrete enclosure area, well ventilated, roof covered room, and concrete flooring with proper marking and labelling

III. Post closure and monitoring

1. Weekly inspection for suspected PCB equipment 2. Visual inspection for leaking container to avoid spillage

IV. Cost Estimates Approved by the Bureau

1. Submit volume of suspected PCB to be disposed for cost estimate by the bureau
