The Emergency Social Center is a communitarian service under the Tulcea Social Security and Protection Department, without juridical personality. It was founded through a project initiated in the National Interest Framework Program Fighting against the social exclusion of the homeless people through the creation of emergency social centers, selected and approved by the Order of the Ministry of Labor, Family and Chance Equity no. 705/26.09.2006.

The field of activity of the PESC is the free giving of specialized social services, according with the general quality standards, individualized for every assisted persons specific and real needs. All these are meant to insure the prevention, limitation or elimination of the temporary or perpetually risk situations effects which generated the social exclusion or edging of the involved persons.

PESC has a 50 places capacity 36 places at the basement and 14 places at the first floor. The beneficiaries can be: homeless people, no matter the sex, which are in the street for a long time, as

-the reception and sheltering of homeless people, with the place of residence in Tulcea City, for maximum 3 months, with a well-grounded possibility of prolongation; -the reception and sheltering of homeless people, without the place of residence in Tulcea City, for maximum 7 days, with a well-grounded possibility of prolongation; -psychological, professional, familial assistance, emotional support for social integration; -juridical assistance and beneficiaries acknowledgement regarding their social rights, the access facility to other social services; -support for the identity papers acquiring and/or civil status papers; -support for finding a job and joining training courses; -support for finding a home, as well as support for the paperwork in finding a home; -medical assistance and health education in order to prevent decays or the ingravescence of the existing ones, as well as the sexual transmitting diseases; -care services like to insure conditions for the individual hygiene performing, flee and other parasites cleaning if necessary,
