AUDIT PARA 3.13 OF AUDIT REPORT FOR THE YEAR 1996-97 REGARDING UNAUTHORIZED EXPENDITURE ON PURCHASE OF VEHICLES RS. 1.589 MILLION. Pakistan Post purchased 19 vehicles during 1992-93 to 1995-96 when the

Organization was functioning as a Public Sector Organization including the 05 vehicles which are under Audit objection. These vehicles were purchased against the budgetary provision made under the Head 11000-Purchase of Transport by the Finance Division. The main objection of the audit was about purchase of these vehicles without obtaining NOC from the Cabinet Division. Although at the relevant point of time, Pakistan Post was of the opinion that being a sizable technical Organization, it was not required to obtain NOC for purchase of operational vehicles. However, when the Department reply was not accepted by the audit, the case was moved for obtaining Ex-Post Facto approval for purchase of 19 vehicles including 05 vehicles which are under reference. The Cabinet Division duly issued NOC (copy enclosed). 2. As the vehicles were purchased under budgetary provision for which

sanctions were issued correctly and lawfully by the concerned formations. As pointed out by the audit, the procedural deficiency pertaining to obtaining of NOC for purchase of these vehicles also stood removed. The concerned formations purchased vehicles and issued sanctions under the valid orders of the Postal Headquarter. As such, there was no willful departure from the prescribed procedure / rule by the concerned offices. It is therefore, requested to kindly admit the reply and apparently there seems to be no need to investigate the matter afresh.

BOOKING OF EXPENDITURE UNDER WRONG HEAD.

Please refer to your office letter No. B. Works/Misc/ dated 06-07-2010 on the subject cited above. 2. Pakistan Post issued sanctions for purchase of 13 vehicles on 30-12-2009. Out of the 13 vehicles, one new vehicle 1300 CC was purchased for operational purpose under head A09501 in addition to the existing fleet of vehicles after obtaining the approval from the Finance Division (copy enclosed) whereas the purchase of remaining 12 vehicles mentioned against Voucher No. D-100-102 in your above referred letter was made in replacement of condemned vehicles after obtaining the approval from Secretary, Ministry of Postal Services for which the expenditure was required to be booked under head G07101 (Renewal & Reserve Fund) in order to meet the audit requirement. 2. Apart from the above, it is also added that Pakistan Post purchased 116 vehicles during 2007-2008 in replacement of condemned vehicles under head Purchase of Transport. The audit party during the audit for the year 2007-2008 held the expenditure irregular and objected that the vehicles in replacement of condemned ones should have been purchased out of allocation of funds form RR Fund instead of from annual budget grant of the year and cost of purchase debited to RR Fund. 3. In view of the deliberations above, the expenditure was got booked under the correct head of account. It is therefore, requested that the expenditure of Rs. 21,227,000/- made against the purchase of 12 condemned vehicles may be classified under head G07101 properly. obtaining information from the E.P Centers concerned telephonically and as per information received from E.P Centre, Hyderabad, there were total 5 delivery agents, out of which 04 delivery agents have motorcycles. Similarly, as per information of E.P Centre Sukkur, 02 motorcycles were available for total strength of 03 delivery agents. 3. As regard, No. of motorcycles required to be replaced, it is a
