The purpose of this document is to describe the process of RF Planning (RFP).

This procedure applies to all projects in the implementation phase or operation and maintenance phase unless otherwise agreed with the customer.

8.2 General

RF PLANNING

RFP is an optimization process with different stages from rough calculations and sketches to detailed network plans. It is a continuous process as well, since a close follow-up of the network is needed during the network development and expansion. The objective of RFP is to fulfil the network operator's requirements for coverage, capacity and quality at a minimum cost. The planning strategy in different network regions depends on the dominating factor, which can be coverage or capacity. In case of very high capacity spots the micro cellular approach (two-layer network structures) should be considered before the conventional means are completely exhausted.

Requirements
The customer provides the requirements for the network design. These requirements and their impact to the network design are discussed with the customer. The requirements usually include coverage, quality rollout and equipment requirements as well as network traffic growth estimates.

8.4

Initial Design
The purpose of the initial design is to provide an initial coverage plan and a proposal of site locations. It thus provides necessary information for the site acquisition process. Initial design is based on modelling the actual propagation conditions and it is performed using computerized planning tools.

Coverage Planning and Site Selection


Initial coverage plan and search rings provide an input to site acquisition. Later coverage planning and site acquisition is an interactive process. Coverage planning makes suggestions to where to locate the sites. RF plans are then adapted to sites that can be provided by the site acquisition. Coverage planning also supports the filing of necessary applications to local and/or federal officials (e.g. in the US: zoning, FAA & FCC filings).

8.5.1 ACCEPTANCE AND SITE ACQUISITION

RF planning provides the customer the coverage options concerning available sites. The consequences of each choice are discussed, and the customer makes the final decision of the site.

8.6

Capacity Planning
The average cell capacity definition in terms of areas is given in initial design. Detailed capacity allocation is done using a planning tool. The traffic density information from a digital map is integrated over the primary service area of each cell and converted to number of traffic channels per cell. The cell capacity requirement is optimized by tuning the coverage patterns and handover parameters and using a network simulator. Output of this task will be a document listing the BTS configurations for each site: 1. 2. 3. 4. Antenna type, height, orientation and tilt # of sectors # of TRX per sector Channel configuration

C/I Analysis and Frequency Planning


The output of the initial design is the propagation model of the local environment. This yields to an accurate field strength prediction. Again this results in reliable interference (C/I) probability calculation, which is then used as a basis for frequency allocation. Capacity in the available band is optimized by using heuristic algorithms to allocate frequencies for the whole network or its specific areas of interest. The use of accurate coverage prediction and dynamic allocation algorithm allows detecting and eliminating interference areas before implementing the frequency plan in the live network. The output of this task is a frequency list and C/I plots of co-channel and adjacent channel interference.

8.9.1 REVIEW AND APPROVAL

RF PLANNING

The goal of this task is to set initial values for all BSS parameters of a PCS1900 system to reach good grade of service and network performance from the day network is launched for service.

Documents created in the RF Design process are reviewed and approved by the PS Manager or the Project Manager of the RF Design Project.

Customer Acceptance

Documents created in the RF Design process are delivered to the customer for acceptance.

Detail

There are several major activities in the RFP procedure when contents may differ slightly depending on the system, for example the parameter planning, but the overall scheme remains as given in Figure 1. More details could be found in /1/ and /2/. The Network Dimensioning and Network Optimization procedures are described in /3/ and /4/ respectively.
