PN Participates in Iloilo PGS Boot Camp


It was also during this Boot Camp when the experience of the PN as it sails in the PGS pathway was featured. CNLE Director, CAPT Bacordo, as a resource speaker, highlighted the PNs innovations in managing its strategic initiatives, milestones, and action plans. Command and staff conferences, Annual General Inspections, the Sail Plan Officers meetings, and the PN BoA were stressed as mechanisms in monitoring the progress of the implementation of the Sail Plan. The PGS Boot Camp was organized and facilitated by the Institute for Solidarity in Asia (ISA) headed by Dr. Jesus P. Estanislao.

Iloilo City Mayor Kicks Off 1st Leg of the PN Governance Forum Series 2011
The Philippine Navy Governance Forum Series 2011 officially kicked off last 25 January 2011 at the Headquarters Philippine Navy Multipurpose Hall, Naval Station Jose Andrada, Manila with the Honorable Jed Patrick E Mabilog, Mayor of Iloilo City, as the guest speaker. Mayor Mabilogs talk centered on the experience of his city in institutionalizing good governance with the guidance of their roadmap. He shared how, through the Performance Governance System (PGS) Program of Institute for Solidarity in Asia (ISA) and the Balanced Scorecard System, the City slowly recovered from social and political degradation until it became the worldclass city that it is now. The mayor gave a comprehensive comparison of the citys condition before and after they embarked on the PGS Pathway. He chronicled the steps the city has taken up until the present as well as the areas where improvement is still very much needed. By using a multi-sectoral approach and creating an empowered Office of Strategy Management (OSM), the City was able to achieve breakthrough results. This led the City to receive local as well as international acclamations. Fully adhering to the ideals and practices of the fourstaged PGS, the City of Iloilo received the final stage of the PGS Pathway in 2009. In the same year, it became the first Philippine government institution to be inducted to the Palladium Balanced Scorecard Hall of Fame for Executing Strategy. Iloilo Citys experience is truly inspiring. It used to be a city that was heading towards the drain because of political corruption, (back page)

budget which provide sustainability and continuity of its implementation. Furthermore, CAPT Bacordo discussed the challenges that the PN has experienced on the Sail Plan, and how the PN addresses such issues and challenges. The PGS Boot Camp was participated by national government agencies, local government units, and sectoral associations such as the Philippine Army, Philippine Military Academy, Philippine National Police, Civil Service Commission, Department of Health, Department of Social Welfare and Development, Bureau of Internal Revenue, Board of Nursing, City of San Fernando in Pampanga, City of Masbate, and City of Tagbilaran, among others. environmental degradation, bureaucratic red tape, lack of unity among the different sectors of the society and the absence of responsible citizenship. But through time, it was able to shed its rotten shell to reveal a city that is truly ahead of its time. Through Mayor Mabilogs talk, a picture of their trail in the path of good governance was imparted to the men and women of the Team Navy. It is with this picture that the Center for Naval Leadership and Excellence, the PNs own OSM, hopes to bring greater appreciation and understanding of the PGS as the PNs framework to institutionalize good governance and therefore help in achieving the PNs vision to become a strong and credible navy that our maritime nation can be proud of. CNLE Facilitates Leadership Module to NCSC Class 69, Features 7 Habits of Highly Effective People
Last 10 to 14 January, the Center for Naval Leadership and Excellence facilitated the Sub-Module on Leadership for the 30 student officers of the Naval Command and Staff Course Class (NCSC) 69 at the Multi-Purpose Hall of Headquarters. Philippine Navy, Manila. The objective of this week -long lecture and workshop was for the NCSC students to have a good grasp of the concepts and theories of leadership, as well as the insights and learning from Stephen Coveys 7 Habits for Highly Effective People, and thus be able to apply these concepts for them to be able to lead themselves better first before they can effectively lead others. During the first day, short successive lectures on Ethical Leadership, Theories on Leadership, Balanced Scorecard, and Motivational Concepts were respectively given to the Class by CNLEs resource lecturers namely, LCDR Jonathan DC Moreno PN(Ret), CAPT Giovanni Carlo J Bacordo PN (GSC), LT Edwin German A Cordova PN and Ms. Aleja F. Martinez. For the three days that ensued, the Class was treated to an extensive workshop featuring the 7 Habits of Highly Effective People Signature Program, facilitated by the PNs licensed 7H facilitators namely, CAPT Bacordo, LT Cordova, Ms. Martinez and LT Marissa Arlene A Martinez PN. This three-day workshop was the 4th session on the 7 Habits Program that the CNLE has facilitated after it has been certified in April 2010 by the Center for Leadership and Change, Inc. (CLCI) of the Ateneo de Manila University. CLCI is the only authorized distributor of the Franklin Covey products and services in the Philippines. The 7H program is aimed at providing the NCSC students foundational effectiveness in their professional and personal lives. Along with the concepts on leadership, motivation and the balanced scorecard, the cascading of the 7H program to students of career courses in the PN is one of CNLEs main initiatives in its pursuit of leadership excellence and professional effectiveness among Navy officers and personnel, in bigger pursuit of the PN Sail Plans strategic objective of having highly motivated and competent professionals.
