The pro po s al, em bo died in H o us e Bill 2532 autho red by the C o m m ittee c hair and H B 2535 filed by A uro ra Rep. Juan Edgardo A ngara, s eek s to pro v ide the po lic ies and s tandards that s hall go v ern entry and adv anc em ent in the third lev el po s itio ns in the c areer s erv ic e. A no ther bill, H B 366 filed by Rep. Ro ilo Go lez (2nd D is tric t, Para? aque C ity ), w hic h w as als o deliberated o n by the C o m m ittee, s pec ific ally s eek s to redefine the third lev el po s itio ns in the c areer s erv ic e. In a rec ent m eeting o f the C o m m ittee, the bo dy agreed to fo rm a tec hnic al w o rk ing gro up that w ill c o ns o lidate and refine the pro v is io ns o f the three bills . U nder Pres idential D ec ree 807, o r the C iv il Serv ic e D ec ree o f the Philippines , there are three c las s es o f po s itio ns in the c areer s erv ic e, gro uped into three m ajo r lev els . The firs t lev el inc ludes the c leric al, trades , c rafts and c us to dial s erv ic e po s itio ns fo r no n- pro fes s io nal o r s ub- pro fes s io nal w o rk requiring les s than fo ur y ears o f c o llegiate s tudies ; w hile the s ec o nd lev el inc ludes the pro fes s io nal, tec hnic al and s c ientific po s itio ns requiring at leas t fo ur y ears o f c o llege w o rk up to D iv is io n C hief lev el. The third lev el c o v ers po s itio ns in the c areer ex ec utiv e s erv ic e, the entry to w hic h is pres c ribed by the C areer Ex ec utiv e Serv ic e Bo ard. Reps . Go nzales and A ngara s tated in their bills ' ex planato ry no tes that po s itio ns in the ex ec utiv e and m anagerial s erv ic es c o ns titute the bigges t part o f the third lev el o f the c areer s erv ic e. Thus , they s tres s ed the im po rtanc e o f enac ting a law that w o uld pro v ide fo r the s y s tem fo r this gro up's pro fes s io nalizatio n and c areer dev elo pm ent. A s pro po s ed under H Bs 2532 and 2535, the C areer Ex ec utiv e Sy s tem s hall c o v er all ex ec utiv e and m anagerial po s itio ns in the ex ec utiv e, legis lativ e, and judic ial branc hes , inc luding c o ns titutio nal o ffic es and s uc h o ther equiv alent po s itio ns as m ay be identified by the C areer Ex ec utiv e Sy s tem Bo ard, w hic h is als o pro po s ed to be c reated. It is further pro v ided that entry and adv anc em ent in the C areer Ex ec utiv e Sy s tem s hall be go v erned by the princ iples o f m erit and fitnes s . The s y s tem s hall als o be es s entially c harac terized by the princ iples o f s ec urity o f tenure and m o bility . A s defined under the bills , the third lev el inc lude "all po s itio ns higher than D iv is io n C hief bas ed o n the po s itio n c las s ific atio n

s y s tem o f the D epartm ent o f Budget and M anagem ent o r s uc h o ther s y s tem s , as m ay be applic able, ac ro s s the ex ec utiv e, legis lativ e, and judic ial branc hes , inc luding c o ns titutio nal o ffic es ." H B 366, m eanw hile, m aintains the third lev el po s itio ns as defined under PD 807. The bill, ho w ev er, s pec ific ally requires the s aid po s itio ns to be appo inted by the Pres ident and that no pers o n s hall be appo inted to thes e po s itio ns unles s the fo llo w ing qualific atio ns are m et: appro priate ac adem ic and pro fes s io nal bac k gro und, c areer ex ec utiv e s erv ic e eligibility , o c c upy ing c o m parable o r nex t in rank c areer po s itio n in go v ernm ent, reac h the age requirem ent and no t dis qualified under ex is ting law s . Earlier during the m eeting, the C o m m ittee ado pted its internal rules o f pro c edure and o rganized fo ur s ubc o m m ittees . The s ubc o m m ittee and their res pec tiv e heads are as fo llo w s : Subc o m m ittee o n M erits , Retirem ent and o ther Benefits headed by Rep. A rrel O la?o (1s t D is tric t, D av ao del N o rte); Subc o m m ittee o n C areer Planning, H um an Res o urc e D ev elo pm ent and Pro fes s io nal Regulatio n under Rep. A nto nio C erilles (2nd D is tric t, Z am bo anga del Sur); Subc o m m ittee o n Q uas i- Judic ial, Legal and Public Sec to r Labo r- M anagem ent Relatio ns under Rep. Thelm a A lm ario (2nd D is tric t, D av ao O riental); and the Subc o m m ittee o n O v ers ight under Rep. Guillerm o Ro m arate Jr. (2nd D is tric t, Surigao del N o rte). The C o m m ittee has juris dic tio n o v er all m atters "relating to the o rganizatio n, o peratio n, m anagem ent, rules and regulatio ns o f the c iv il s erv ic e; the s tatus , w elfare and benefits o f go v ernm ent o ffic ers and em plo y ees ; and the regulatio n o f, adm is s io n to , and the prac tic e o f pro fes s io ns ." A ls o during the m eeting, the bo dy heard the res pec tiv e briefings by the C iv il Serv ic e C o m m is s io n (C SC ) and the Pro fes s io nal Regulatio n C o m m is s io n (PRC ). C SC C hair Karina C o ns tantino - D av id s aid that as ide fro m pro fes s io nalizing the c iv il s erv ic e, the C SC has ado pted the fo llo w ing s trategies to im pro v e the deliv ery o f its fro ntline s erv ic es : harnes s ing public s ec to r unio nis m as partner in go v ernanc e, effec tiv e adm inis tratio n o f jus tic e, effic ient fis c al m anagem ent and s trengthened ex ternal relatio ns w ith internatio nal bo dies . PRC C o m m is s io ner N ilo Ro s as , fo r his part, info rm ed the bo dy that the PRC has , to date, s o m e 2.5 m illio n regis tered pro fes s io nals pro v iding s erv ic es to at leas t 86 m illio n Filipino s . H e s aid the C o m m is s io n has 43 pro fes s io nal regulato ry bo ards and m aintains ten regio nal o ffic es . H e added that des pite the P700 m illio n rev enues it generated las t y ear, the agenc y s till lac k s funding fo r the c o ns truc tio n o f an o ffic e building and the hiring o f additio nal s taff.
