1. INTRODUCTION The Karalapakkam Society for Rural and Sustainable Development (KSRSD) was established in the year 2000 to continue the activities of the Rural Development Centre, Karalapakkam which was earlier a unit of the Madras School of Social Work and now, by all means, function as an independent organisation. The rural development centre with 4500 sq ft building, infrastructure, with health unit, vocational training unit and selected activities at the village level in Karalapakkam has been handed over to the village committee as an effort of empowering the rural community to plan and implement their own programmes. Realising the need for conducting research, training and extension in sustainable development, KSRSD mandated to initiate an institution dedicated to sustainable development. Thus, Institute of Sustainable Development was formed in the year 2005 with a vision to emerge as a full fledged multidisciplinary resource centre to think globally and act locally in the arena of sustainable development. Further, ISD has chosen water, sanitation and climate change as the theme for its activities for the decade 2005-2014. The year 2010-11 was brimming with activities and many new collaborative projects emerged, especially in water sector. An effort is made to bring a comprehensive narrative account of all the activities carried out by KSRSD directly as well as through its unit ISD, during the year 2010-11 in this report. The achievements can be attributed only to the untiring effort of the team at KSRSD and the inspiration they derive from the patronage of a number of individuals, organizations, and the rural community with whom

the team work. We sincerely thank all those who joined us in our struggles as well as happiness. We earnestly bank on their continued support. PROGRAMME AREAS 2. 1CHILD EDUCATIONAL SUPPORT PROGRAMME (CESP) Child Educational Support Programme Educational Materials for students Personality Development / Summer Camp Camps Nutrition supplement and tuition classes Bicycle for students Chappals for students Special Cases 2.1.1. Child Educational Support Programme (CESP) Support for schooling for children from 6th standard up to 12th standard has been one activity of KSRSD from its inception. The priority groups under this scheme are those families below poverty line and those students studying in government or government aided schools. Further, priority is given to female children, total or semi orphan children, children from difficult circumstances with terminally ill parent or parents, or differently abled children. The CESP today covers 122 children with regular support and another 10 children on an average every year with one time annual assistance. Of them 90 children are sponsored by TDH Denmark and the rest are sponsored by friends of KSRSD from India and abroad. So far about 120 children have come out of the scheme on successful completion of their schooling. Every year those who pass out from 12th standard are replaced by other deserving children and there used to be one or two cases of moving out of the area. Lending Library which works in 8 clusters with 9 educative, informative and entertaining periodicals and childrens books Personality development programmes including Summer Camp Review and Follow up of Child Educational Support Programme(CESP): For the convenience of review and follow up, five geographical clusters, Athivakkam (Athivakkam), Vengal (Vengal, vengal kuppam, athingkavanur, vadamadurai& mamballam), Punnapakkam (Punnapakkam, Sembedu, & Thamaraipakkam) Thirukandalam (Thirukandalam), Veerapuram have been formed under the CESP. Each cluster has a leader and an assistant leader with certain specified roles for each of them. The students are advised to meet every week and discuss certain issues like school performance, school attendance, any special requirements or incidence in the family or school that affects the studies or health of them, etc. The leader is asked to prepare a report of the meeting with the help of the assistant and submit the same to the Community Organiser. These meetings are supervised by the Community Organiser. When the CO visits the village, the parents meeting are also held where besides childrens education issues, health, sanitation, trainings or opportunities available, or information about ISD programme, etc; are also discussed. The cases that require special care are reported and action taken appropriately. The Community Organiser had met the students 14 times during the reported period. There were 11 special programmes for the benefit of the children during April 2010 to March 2011 besides the cluster level meetings.

2.1.2 CESP Note Books and Educational Aids Distribution Distribution of Note Books, Educational Aids was held at Chinmaya Meditation Centre Thamaraipakkam on 12th June. 60 students and 40 parents have been participated. Librarian and Member of Athingi Kavanur Water User Association Mr. J.Kuppusamy participated as chief guest and distributed Note Books, Educational aids to our CESP students along with their parents. Former CESP student and photographer Mr.Manikandan shared his experience as a beneficiary enjoyed at ISD and announced in the function that he has prepared to be a sponsor for one of the new students identified by the ISD, for his/her education up to +12 from his own income. All the participating students and clapped appreciated his gesture on the occasion. Four parents and few students shared their opinion and advised students/colleagues to become Role Model. Chief Guest of this function Mr.Kuppusamy in his address he has mentioned that ISDs contribution in agriculture and education is very worthwhile and need of the hour. He also appreciated the parents who shared their experience on the dais and welcomed such participation among all. 2.1.3 Nutrition Supplement and Tuition Classes: There are two tuition centres in Kilambakkam village where 60 children from 4th to 8th standard attended regularly. Each Centre had one teacher and the centre in Village was attended by 25 children and in Colony 35 children attended. The classes are held from 4.30 to 6 in the evening. Light snacks and educational materials were provided to the children. To develop a community ownership of the programme, local women groups are involved in the monitoring of the Centre, including the snacks arrangement.

2.1.4 Bicycle for the students In order to ease the problems faced by the students in commuting to School, bicycle project of KSRSD help them by providing bicycles. For the reported year, the IIT-M I Village Project has made available 10 bicycles and they were distributed to the students on 28.8.2010 and 4.9.2010

2.1.5 Chappals for children As an effort to educate the children and their parents about the importance of wearing footwear, 50 school going children were given chappal. 2.1.6 Special Cases: Guidance for higher education During the year 2010-11, 12 students of CESP have completed 12th standard and six of them have taken up undergraduate courses in the nearby colleges. Two have taken up vocational coursed and two others started working and continue to study. Two had to write the exam again. E.Manikandan S/o Elumalai, Sittanjeri Road, Vengal, has been admitted to 6th Standard in Jaiprakash Prabhavathi Special School, Guduvancheri. Manikandan lost his leg in an accident when he was 6 years old. His parents are illiterate and daily wage labourers. They had to loose many days work to get their sons condition to normal both physically and mentally. After a long struggle Manikandan is able to walk with the help of artificial limb. Now they are hopeful that their son will complete 12th standard in the Special School. Mr Murugan: A tribal youth from Thiruvannamalai District who migrated to Chennai suburb after completing his high school education as a bonded labour in the rice mill, Murugan is a gifted artist too. They were living around Redhills where the rice mills are located. Now, they have been relieved from the clutches of the rice mill owners and are relocated to the nearby village Thirukandalam, each family has been given 3 cents of land to construct their own house, by the Government. He is the most educated person in that colony and having identified his talents and aptitude he has been referred for a residential programme Sevak Samaj Course (Community Organiser-Rural Development) at Chinmaya Organisation for Rural Development (CORD) Thamaraipakkam for a period of six months. Boarding, accommodation, Fees, Field visits and all expenses were borne by Chinmaya Mission.

2.2. HEALTH PROGRAMMES Health programmes of KSRSD focus on promoting positive health practices. Awareness programmes on personal health and hygiene, feminine health issues, environmental health hazards and nutrition awareness were regularly held. 2.2.1 Dental Health Education -Camp During the reported year, besides the dental camps benefited by 131 persons including children and adults, two persons were given financial assistance for medical requirements. 2.2.2 Sanitary Napkin Training and Production Project: With an objective of improving the women health and linking that opportunity with an economic activity so that they can earn an additional income, it is proposed to train a group of women in producing sanitary napkins at low cost. 2.3. WATER AND SANITATION SECTOR Water is the elixir of life and a finite and scarce resource today. Not only is the livelihood of people but the economy of a nation also determined by the water resource. Sustainable management of water based on the principles of integrated water resources management is the need of the hour to save the world from a crisis looming large. This has heralded ISD to work in the multidimensional aspects of water. Most of our learning and action fall in to the areas; Water and Health, Water and Livelihood, and Water and Local Governance. Water and Health: Lack of safe water and adequate sanitation is the

worlds single largest cause of illness and millions of child death. The water and health programmes target mainly the school children, youth and women in educating them about the importance of clean water, personal hygiene, and sanitation. Watsan week one week programme for children in the Middle Interschool cultural events and competitions under the watsan

theme. Special programmes to observe World Water Day, Global Hand Washing Day and World Environment Day targeting youth, children and women. Water and Livelihood: In an agrarian country like India, the water situation plays a major role in determining not only the food security but also the national economy. Agricultural production should satisfy the growing demands of an increasing population with varied purchasing power and their changing dietary patterns. At the same time, the agricultural practices have to be climate-smart. Sustainable management of water resources and adaptation of climate friendly farming is critical at this juncture. Empowering the farmers by educating them about water conservation, practices to increase water and crop productivity and ways to earn better income can address the challenge of food security and climate change to a large extent. The ISDs farmers education include participatory exercises of

village vision building, water budgeting, and planning and adoption of farming practices according to the water availability. In realizing this, the ISD work in convergence with the State Government Departments such as Water Resources Organisation, Agriculture, Horticulture, Agri Engineering, Agri Marketing, Animal Husbandry, Fisheries, and Drinking Water Board, and other organizations including NABARD, Central Cattle Breeding Farm, Regional Station for Forage Production and Demonstration, Institute of Food and Dairy Technology, Center of Excellence for Change etc . Water and Local Governance: This capacity building for Panchayat Raj Institutions in Drinking Water Management programme is aimed at ensuring safe drinking water for all and for ever. Besides, quality, quantity, equity and reliability, the programme enable the PRI to ensure community participation and ownership in the governance issues of local water supply system. Highlight of the year April 2010 to March 2011 are presented in the following sections. 2.3.1 ISD/KSRSD-NABARD Partnership 2.3.1.1 Adoption of Kilambakkam under Village Development Plan of NABARD The objective of Village Development Plan of NABARD is to develop the selected village in an integrated manner with the help of a nodal agency for its implementation. This would include economic development, infrastructure development and other aspects of human development i.e., education, health, drinking water supply, etc., besides access to credit. With the effort of ISD, NABARD has adopted Kilambakkam village under its Village Development Plan and the programmes will be held for three years. As a Nodal agency ISDs role include: Interface with people of identified village, Undertaking PRA exercise and Identify peoples needs Prepare a Plan document (for socio-economic, infrastructural development

of the village), Place it before the stakeholders Village Development Committee comprising representatives from Banks, Government Departments, PRIs, NABARD and other agencies. Coordinate and network for physical, financial and promotional support. Obtain firm commitments from each stakeholder and take charge of the implementation. Based on the Village Development Plan prepared in the participatory exercises conducted at the village (separate report available) a proposal was submitted to the NABARD. The specific activities NABARD accepted to for the first year under VDP for Kilambakam at a cost of Rs 50000/- include: Support for holding veterinary camp Soil testing awareness and field training for 30 samples (with farmers contribution) Training in paddy cultivation under SRI Exposure visit to Abhinavam, Salem District Recharge shafts for Rain Water Harvesting 2 units for demonstration Partial support for a tuition centre for six months These activities are implemented in coordination with the Government Departments and the Central Government institutions and in consultation with the Village Development Committee formed for the specific purpose. 2.3.1.2 Skill Development Initiatives NABARD has sanctioned two programmes under its Skill Development Initiatives Non Farm Sector. The skill focused in the programme was Veterinary Care and Management held in two villages Kilambakkam and Athingikavanur during covering about 70 farmers on the whole. The project beneficiaries were selected through an interview from the applications received. Besides skill training this initiative has a follow for about a year as an incubation period to develop the skill in to an economic activity. A Project Monitoring Committee constituted for the SDI will monitor the progress during the period.

2.3.1.3 Formation of Joint Liability Groups Under the guidelines of NABARD/RBI, Joint Liability Group (JLG) is an informal group comprising preferably of 4 to10 individuals coming together for the purposes of availing bank loan either singly or through the group mechanism against mutual guarantee. The JLG members would offer a joint undertaking to the bank that enables them to avail loans. The JLG members are expected to engage in similar type of economic activities like crop production. The management of the JLG is to be kept simple with little or no financial administration within the group. ISD has organized awareness programmes and trainings for the women in three villages, viz; Athingikavanur, Kilambakkam and Guruvayal and so far 20 such JLGs have been formed. 2.3.1.4 Formation of Farmers Club: NABARD has been promoting Farmers Club as an appropriate and most suitable strategy since 1982 for transmitting the latest agriculture techniques

to the Farmers' field, orienting them to establish better relationship with banks, adoption of latest post-harvest handling technology, value addition, etc. and enjoy the benefits of collective bargaining power both for procuring inputs and select their produce. ISD has been working with farmers in the three villages, viz; Athingikavanur, Kilambakkam and Guruvayal and creating awareness about Farmers Club. 2.3.2. ISD-Centre of Excellence for Change Partnership: Centre of Excellence for Change is a voluntary group with a mission to mitigate Climate Challenges, water & food crisis, through a paradigm shift in Water Management & Service Delivery, engendering individual and organisational change, focusing on sustainable, equitable and democratic management of critical Resources & Services. The ISD-CEC partnership is for demonstrating models for Community Collaborative Water Management. Six Village Panchayats, Athingikavanur, Kilambakkam, Guruvayal, Poorivakkam, Athivakkam and Thirukandalam in the Ellapuram union of Thiruvallur district have been covered under this programme. The CCWM involves participatory process of: Enabling the villagers assess the situation in the village,

creating a water and development vision for the village, water budget analysis for the village; and suggesting appropriate farming and water saving measures. Box 2.3.2
Community Collaborative Water Management Water, with no other alternative, assumes an unmatched role in the life of all living things and for human livelihoods. According to global estimates, water use has been growing at more than twice the rate of population increase in the last century, and an increasing number of regions are becoming chronically short of water. India is already in the list of water stressed regions/countries. Increasing population along with diversified needs and unsustainable management of water make this resource scarce. Lack of awareness among the public about the deteriorating water situation and about sustainable management of water affects the situation more badly. Having realised this, the Community Collaborative Water Management (CCWM) has been conceptualised. The CCWM is aimed at sensitising the community about the water situation, enable them draw out a community level action plan for sustainable use of water in the various sectors; agriculture, domestic and other. Agriculture uses 70% of the water and hence more focus is given for rural population under the programme. The CCWM will create awareness among the rural population about the water resources, and enable them realise the status of water as a finite and scare resource through various participatory exercises. The methods proposed include participatory water walk, water resources mapping, vision building for the village, water budgeting, planning different water uses according to the availability, and planning for water conservation measures. Working with farmers to educate and enable them for sustainable management of water for agriculture, including adoption of crop intensification methods, technology interventions in irrigation, shifting from water guzzling crops to dry crops, creating an enabling atmosphere in the village for the technology adoption by training the labourers to adapt to the changing needs (like a training women group in rice transplanting under SRI), encouraging or non farm activities to supplement the income of marginal farmers and landless labourers are the major activities proposed.

Further training for enabling them take appropriate measures and engaging them with the government departments to implement those measures are also in the scope of work. The community mobilization for the specific activities and conducting the programmes required minimum two to three man months for each village, depending on the size of each village.

CCWM have been implemented in six villages, Athingikavanur, Kilambakkam, Athivakkam, Poorivakkam, Thirukandalam and Guruvayal all in Ellapuram Panchayat Union of Thiruvallur district and it is proposed to expand to another 14 village Panchayats in the Ellapuram Panchayat Union. During the process several State level officers from the Government of Tamilnadu (WRO and IAMWARM Project) and the Centre of Excellence for Change visited the villages. In February 2011, a team comprising World Bank Officials, State Government officials and from CEC visited the area and has applauded the ISD for the good work carried out in the village.

2.3.3 ISD-TNIAMWARM Project Partnership The World Bank supported project for Irrigated Agriculture Modernisation and Water Bodies Restoration and Management of the State Government is in its 3rd phase of implementation covering areas coming under Kusasthalyaru subbasin in Thiruvallur district. The Project Director has sought the field support of ISD in mobilising the community and organizing the field level programmes in association with the constituent departments of the Project. This multidisciplinary project is a convergence of activities of seven departments of the State Government and one University; Water Resources Organisation, Agriculture, Horticulture, Agri Engineering, Agri Business and Marketing, Animal Husbandry, Fisheries, and TN Agriculture University. Restoration of water bodies, institutionalisation of its management, technical guidance for crop intensification and diversification to gain more income per drop of water are the project interventions. Programmes under this partnership covered six villages, Athingikavanur, Kilambakkam, Guruvayal, Poorivakkam, Athivakkam and Thirukandalam; and enabled 60 programmes altogether focusing on making farming more profitable while conserving water. Specifically the programmes included training for Water User Association regarding TNFMIS Act 2000, their role in the project and on the overall, training in SRI, awareness about Micro Irrigation System and other farm implements seed selection and seed treatment, veterinary care awareness programmes, veterinary camps, awareness programmes for fish cultivation, awareness on horticulture crops and its high yielding varieties, awareness about commodity groups, and exposure visits to model villages in other parts of the State. Activities Carried out: The strategy followed in the villages in organising the community are as follows: 1. 2. 3. Overall there were 60 programmes organised at the village level, besides the interactions and informal discussions held at habitation levels, and detailed report of selected programmes are attached as annexure. Out come of the programmes: The programmes organised by ISD in association with the line departments coming under the TN IAMWARM Project has turned out as good rapport building exercise between the officials and farmers. This has resulted in farmers making effective use of the expertise of the officials as well as services offered under the Project/Government. Detailed report was submitted to the TNIAMWARM Project Directorate. The farmers started

benefiting from this collaboration in terms of the following immediate benefits and initiated a change in their farming practice which will have a greater impact in a longer term.

2. 3.4 World Water Day 2011 Competition for school children on the theme Water Conservation was held in Athingikavanur on the occasion of World Water Day 2011. Drawing and elocution competitions were held in which about 60 students participated. Prizes were distributed to them by the CEC, Chennai.

2. 4. RESEARCH AT ISD: 2.4.1 TNIAMWARM: Tamil Nadu Irrigated Agriculture Modernization and Water Bodies Restoration and Management (TN-IAMWARM) Project is a multidisciplinary project funded by the World Bank and implemented by the Water Resources Organization under Public Works Department of Government of Tamil Nadu. The Water Resources Organization functions as a nodal agency and coordinate with the State Government departments such as Agriculture, Horticulture and Plantation Crops, Agricultural Engineering, Agricultural Marketing and Agri Business, Animal Husbandry and Dairying, Fisheries and the Tamil Nadu Agricultural University. The project is proposed to cover 63 selected sub basins of Tamil Nadu to cover an ayacut area of 6.17 lakh hectares, over a period of six years from April 2007. The Project Development Objective is to improve irrigation service delivery and productivity of irrigated agriculture with effective integrated water resources management in a river basin / subbasin frame work. Specifically the project addresses the issues: 1. Improving irrigation service delivery including adoption of modern water waving irrigation technologies and agricultural practices 2. Agricultural intensification and diversification 3. Enhancing market access and agri-business opportunities 4. Strengthening management The TNIAMWARM Project has commissioned three studies, to assess the impact of the project in different sub basins of the Phase 1 of the Project and they are: 1. Rapid Assessment of the Impact of TN-IAMWARM Project In Upper Vellar Sub Basin 2. Rapid Assessment of the Impact of TN-IAMWARM Project in Palar Sub basin 3. Rapid Assessment of the Impact of TN-IAMWARM Project in Varahanadi Kottakarayar Sub basin Upper Vellar Sub Basin institutions dealing with water resources

Besides separate report for each of the contracts, a combined report also was submitted to the Project Directorate. Further, the findings were presented before the World Bank Mission on 22.04.2010. The Mission under the leadership of Mr Rabi Karaki has commended the depth and analysis of the data and the significant findings came out of the study. 2.4.2 Baseline study of farming practices in the six villages adopted in the Ellapuram Panchayat Union. As a first step to measure the change 2.4.3 Proposal Preparation Grant from 3ie: ISD was given a grant under the Proposal Preparation Grant by International Initiatives for Impact Evaluation to prepare two research study proposals with the support of Institute for Fiscal Studies, UK. The proposals were submitted to the 3ie for consideration for grant under their Open Window Call 2010. Besides submitting proposals for (i)Impact Evaluation of Change Management Component of the TNIAMWARM Expression of interest for two studies, and (ii) Impact Evaluation of Total Sanitation Campaign. 2.4.3.1 One day workshop on Impact Evaluation Methods: One day workshop on Impact Evaluation methods was organized for researchers and research scholars on 21st June 2010. There were 27 participants for the workshop. They included four professors from post graduate institutions, twelve development practitioners, three research scholars, five post graduate students and three project staff.
