RF Optimization

Prior to the commencement of optimization, it is assumed that certain operations must have already taken place and the system has been turned on and preliminary functionality tests have been completed. Clauses without comments shall be considered Fully Complied; other clauses with comments are mutually agreed by both the parties. Below is the overall process:

Network Launch

Step 1 is needed to check if the Node B is able to perform all the vital functionalities and if its coverage conforming to the site RF design. Every Node B in the network has to pass this test. Step 2 will be done at cluster level and will consist of two sub phases: Unloaded scenario involves testing a quiet network aimed mainly at optimizing Layer 1 performance Loaded scenario with more rigid tests to evaluate the major services. artificial load will be introduced to simulate real subscribers In this phase,

Step 3 is similar to Step 2 in a loaded configuration but on a geographically wider scale to encompass the entire Market area. The last step will involve handover tests between the two Radio Access existing GSM and the new UMTS network. Technologies the

Optimization Procedure In order to conduct radio network optimization, the following tools shall be arranged by supplier. UMTS/HSDPA/LTE/GSM/EDGE compatible drive test kit which includes network optimization and data acquisition system with GPS and other accessories Drive data post processing software Calibrated mobile test handset RF dual band scanner/ or two scanners to scan GSM and UMTS Vehicle for conducting the drive test

Only 1 laptop has to be used. If using 2 laptops same RF environment should be guaranteed. All RF database and translation parameters shall be mutually agreed between supplier and Reliance prior to the commencement of optimization. For multiple Node B (5 or more) towns, optimization process shall take place in different phases. At the first stage, optimization shall be done for cluster of adjoining Node Bs in a city. Subsequently, entire network shall be optimized as a whole to meet all the design objectives. In case of towns having less than 5 Node Bs, complete town should be considered as single cluster for optimization.

Cluster Optimization Defining Cluster of Node B

For a city, a cluster shall be defined for a group of few adjacent Node Bs as defined below: In cities having more than 19 NodeBs, a group of 19 contiguos nodebs connected with same RNC shall form a cluster In rest cities complete city should be one cluster; Once the clusters are defined for a city, cluster optimization shall be initiated as described below: Defining Drive Test Route

For a cluster of Node Bs, drive test route is to be defined for every Node B site within the targeted coverage area. The drive test route shall be mutually agreed prior to the commencement of cluster optimization and shall be defined in such a manner as to include all

major roads, all commercial areas, major hot spots, major residential areas and major thoroughfares in the cluster in order to obtain a detailed and reasonable sample of the target coverage area. 1.3.3 Loaded Test Cases

Available features (OCNS) should be used to load the network artificially. The exact load will be determined during discussion between supplier and RCOMs RF team. The file size for upload and download would change while collecting the HSPA deliverables. If HSPA is configured and enabled then MS4 will only collect HSPA. The data taken from this drive test shall also provide RSCP Layer-3 data Ec/No Pilot pollution All other information of UMTS/HSPA o Tx power o Throughput o Handover statistics o Reselection points Any Further details needed will be mutually agreed In general cluster optimization should commence once when minimum 90% of the no. of BTS as planned for a particular cluster is available for optimization within 3 months from the completion of I&C & integration of the first BTS in that cluster. Both parties shall mutually agree to exclude the cluster or go ahead for optimization in case if cluster size is less than 90% These excluded clusters, Reliance shall complete 90% sites in next one month and shall provide for optimization. In case 90% is not reached within 3 months of the no. of BTS as planned for a particular cluster then cluster shall be deemed accepted. Whenever the remaining BTS of a cluster which needs to be optimized becomes available for optimization, vendor would undertake the optimization.of referred cluster/ remaining BTS as per mutually agreed process. For further clarifications please refer ATP document. The following test setups are to be used under loaded drive conditions: 1. Cluster setup-a OCNS :Loaded @ committed voice capacity - Drive Test Load UE Measurement :Drive Test For loaded test case following drive test configuration should be used.

Unloaded Test Cases

The unloaded stationary tests shall be done in 5% of total clusters. Stationary Test will be perform for duration of not more than one hour. Vendor will collect the data of Stationery Test and share it with RCOM. 1. Cluster setup-C : Unloaded : Stationary Test

Market area optimization

Once the radio network is optimized per cluster basis satisfying all quality objectives, overall network / system optimization shall commence for the complete market. The complete market may consist of following: Multiple clusters defined above Multiple RNCs Multiple MSCs Market area is defined as collection of 5-7 clusters or 100-120 sites which ever is more and in the same SDCA. It is assumed that in the earlier phases of cluster optimization, all the RF and BSS related pending issues have been resolved per cluster basis. Therefore, at this stage main thrust shall be given to the optimization of inter-cluster overlapping areas. For this purpose, detailed drive testing shall be conducted in those areas and data shall be collected. Available features (OCNS) should be used to load the network artificially. The exact load will be determined during discussion between supplier and RCOMs RF team. During market optimization, additional drives are required to optimize IRAT performance. In general, the file size for upload and download would change while collecting the HSPA deliverables. If HSPA is configured and enabled then MS4 will only collect HSPA.

IRAT Test should also include Inter RNC and Inter Switch areas to test the cell change between RNCs & MSCs.

The supplier shall provide to reliance the raw unprocessed GSM data collected during the above setup. Supplier shall provide the raw data along with following coverage test outputs on a per cluster and market basis Coverage plot in terms of downlink RSCP Handover failure location Call drop location Ec/No plot BLER plot Peak RLC throughput Average RLC throughput Average application throughput Average call setup time

The above outputs shall enable us to identify Poor coverage areas within the cluster Problem in providing in-building coverage Missing neighbor in the neighbor list Poor data throughput region Poor radio network quality areas

Based on the above reports, the problematic areas have to be identified per NODE B basis. Corrective actions shall be initiated by supplier (if rigger is provided by vendor) by changing the relevant RF and BSS related network parameters, few of which are mentioned below: Down tilting of antenna CPICH power adjustment Changing orientation of antenna Changing antenna height Re-defining neighbor list Adjusting handover parameters Cell selection/Reselection parameters Changing scrambling code Modification of other RF parameters

After incorporating all the necessary changes in the system, drive test is to be conducted again to verify the performance improvement. The above process is to be repeated till all the mutually agreed performance targets are met for all clusters and markets. Deliverables of overall optimization Vendor should provide detailed report of KPIs achieved as per addendum along with required plots, database and list of changes. 1.5 Requirements and Responsibilities of the Supplier

Supplier shall be responsible for providing the following items for the successful implementation of optimization process: Drive team(s) for radio network optimization and all required test equipment. Supplier is responsible for providing Node B Site Engineers, Switch Support Engineers, Maintenance and rigger (if provided by vendor) with Drive test engineer Personnel to support radio network optimization process. Acceptable and reasonable response time is assumed for all these activities. Prior to commencement of radio network optimization activities, Reliance and Supplier

shall work out an agreed schedule/process (including off-hours switch/cell support) for providing timely support to the radio network optimization teams. When performing the Services, Vendor shall provide at its own cost including, any software license fees, tools digital cameras, lenses and Global Positioning System (GPS) receivers, optimization tools, reporting tools, Test and measurement equipment (hardware and Software, including drive test measurement systems, test mobiles, vans, scanners, laptops), that are directly or indirectly required for the performance of the Services in accordance with the relevant Specifications and all provisions of the Contract. The same will be validated by Reliance with the standard tools available. Related tools, Test and Measurement Equipment including related software shall be at all times of the latest, up-to-date version and/or edition and shall have the highest available accuracy. All Test and Measurement equipment shall have a current valid certificate of calibration provided by a recognized and certified test laboratory with traceable standards File format of the collected drive test data should be open with commercially available post processing software. Database All RF database and translation parameters shall be mutually agreed between vendor and Reliance prior to the commencement of optimization. Also Without additional cost Vendor shall maintain on a real-time basis (i.e. daily update) Reliance standard database for the BTS sites, hardware configurations and parameters of the equipment in the System and shall be responsible to produce on a regular basis. Radio network optimization plan and schedule shall be as per mutually agreed finalized project schedule for each one of the markets. Reliance can ask for re-optimization of the radio network for any specific market if performance of the network fails to meet the performance criteria before acceptance. Reliance shall have the right to verify 1 % of the sites in each circle. Vendor representative shall be present during such verification process In case it is established after discussions between Parties that Vendor has done gross mistake in following the standard RF optimization practices,. Reliance shall have the option to ask Vendor to verify and correct the same gross mistakes in partial sites or all sites in that circle. Remark: Any additional optimization requested will be Reliance's responsibility and Huawei will not be responsible for re performing RFO. CSD testing i.e. video calls should be tested as per Rcoms requirement.
