wsE trtd at Griffin Hospital for his injuries and started on a series of rabies shots, which can be etopped after the quarantine of the dogs is up and they are verified to be healthy.

That the Oxford Park and Recreation Dept. supplied the Oxford Police Dept. with a video tape showing the entire attack. That the.boyfriend of the Nevvfoundlands' owner, William Ratliff (DOB 1/9/68) of 46 Jackson Cove Rd. in Oxford stated he allowed four children to walk four of Tkacz's dogs on leashes down to the beach. All four dogs are Newfoundlands which weight approximately 140-160 lbs. Oxford Animal Control Officer Sandra Merry was called to assist. Officer Merry and State police Sergeant Daniel Semosky, Supervisor of Oxford Police Dept. went to the residence of Vickie Tkacz to quarantine the four dogs. Upon arrival, Officer Merry discovered that two of the dogs were at the residence and two of the dogs had been taken out of state by Tkacz. The two Oogitnat were present on the propefi were taken by Officer Merry for quarantine. At that time, Officer trierry spoke with and explained that the other two dogs needed to be turned over to Oxford Animal Control for quarantine as well. Tkacz refused to reveal the location of the dogs, was hostile and uncooperative and stated she refused to turn over the remaining two dogs for quarantine. Officer Merry explained that she had twenty four hours to turn the dogs over for quarantine or she would Oe facing charges. That on 7127111 Sergeant Daniel Semosky went to 46 Jackson Cove Rd. in Oxford to speak w1h Upon arrival he found that there were two dogs on the the property that he did not see there on 7126111. Ratliff was present and told Sgt. Semosky that the two dogs preiently on the property were not the dogs involved in the attack at the beach. Sgt. Semosky call-ed'this affiint and asked for advice. Affiant Godejohn instrucled Sgt. Semosky to seize ine trruo Oogjs for quarantine until he coulC verify whether they were the right two dogs.

ln subsequent conversations between Tkacz and the police, she states that the two dogs removed from her property on7l27t11 were not the dogs involved in the attack. She further stat6s that she refuses to turn over the correct dogs over to the police or animal control.
The victim will have to continue the rabies shots until it can be verified that the correct dogs are in quarantine. That Officer Merry and this affiant kngw that the dogs belonging to Tkacz have been roaming before and that Tkacz has been warned and has been issued infradtio-ns in the past for the dogs roiming and creating a nuisance on several occasions. Based on the above mentioned facts, t_here is probable cause to find that Vickie M. Tkacz (DOB 7n7nq of 46 Jackson Cove Road in Oxford, did violate C. G. S. section 22-gSB, Failure to obey a quarantine order, 2 counts, C. G. S. section 22-365, Obstruction of the duties of an Animal Control
