Honorable Michael Bloomberg, City Hall, New York, N Y 10038. Re: Fudged statistics. Dear Mayor Bloomberg: I am the crime victim in the criminal case, number 10-12692. (See attached request for stolen property report and voluntary statement) Zimmerman is an MTA Police officer. He was assigned to the base at Grand Central Terminal when the crime occurred. O'Donnell is an MTA Police officer. Norman is an MTA Police officer. Officer John Doe is an MTA Police officer and O'Donnell's supervisor. John Doe appears to be Hispanic. He parades in Grand Central Terminal with his hair styled to form a spike, and he wears amber sun glasses, and a kilt. On Sunday morning October 10, 2010, I was robbed in Grand Central Terminal and the perpetrator[s] took my Dell Inspiron laptop, serial No. 2PLMF41, after I passed out from sleep deprivation. The crime which was recorded by surveillance cameras was reported to Officer Zimmerman. He claimed that the item was not stolen, but lost, and since I did not have the serial number with me, he would not accept the report. I contacted the station master's office and was referred to customer service. (Window #27) During the course of my conversation with the customer service representative, for

reason[s] unknown, John Doe who had been eavesdropping on the conversation, began yelling that I was a mother expletive ass _ _ _ _. (Anal cavity) The harassment was brought to the attention of the customer service representative, and shortly thereafter, Officers O'Donnell and Norman arrived on the scene. They also claimed that the item was not stolen, but lost. Officer O'Donnell requested my identification. I provided him with a photo ID which he rejected. He did not request my social security number, or date of birth. Officer O'Donnell also requested that I take him to the lower level where the theft occurred. After conversing with Officer John Doe who was also on the lower level, Officer O'Donnell informed me that he would make an exception and take the report. We did not canvas the area; we went directly to the base where Officer Zimmerman offered to prepare the report. Officer O'Donnell refused the offer. Officer O'Donnell prepared the annexed request for Police report # 10-12692, and I prepared the annexed voluntary statement which contains my date of birth. Officer O'Donnell made another attempt to convince me that my laptop was not stolen by producing a penal code manual. I rejected his theory, and left the base. Prior to leaving the terminal I informed Officer John Doe of my desire to file harassment charges. I was accused of raising my voice, and having only a desire to file complaints. Once the elements to establish a disorderly conduct arrest were made, he then ordered me to leave terminal. I left the terminal immediately in order not to be arrested. It's undisputed that I am a crime victim, however, statistically, I was an irrational, argumentative, belligerent, homeless Black male who did not have a phone or identification, refused to provide a date of birth or social security number, and was a resident of the homeless shelter located in the General Post Office at 390 Ninth Avenue.

Statistically the crime which was recorded by surveillance cameras, and reported to MTA Police Officers Zimmerman, and O'Donnell, did not happen because by fabricating the annexed lost property incident report, number 10-12629, my stolen laptop was downgraded to lost property. It's my desire to be treated on an equal basis as all crime victims, and my stolen laptop statistic accurate. Thanking you in advance for your prompt highly appreciated Assistance. Sincerely yours,
