Dear Mr.

President Martti Ahtisaari, August 15th 2011

On the day of Indian Independence Day, Indian Government is caught in the violation of democracy and basic human rights by suppressing peaceful protest to bring an effective anti corruption legislation in India. Hence, I am writing to you to seek your support, raise awareness in the International Community, and have an effective dialogue with Indian Government. I had met you in the first week of April at Chicago Council of Global Affairs Event and was quite fascinated by your International Peace Remediation and conflict resolution efforts around the globe, with your current leadership role in Crisis Management Initiative. As you remember, I spoke with you regarding India against Corruption movement, and plead to Government of India to pass the proposed anti-corruption law in India. When we spoke in April, Gandhian rights activist Anna Hazare was on a fast unto death in New Delhi to demand the passing of the bill to Prime Minister Manmohan Singh. To dissuade the hunger strike after 4 days, Prime Minister agreed to draft the required bill with participation from civil society and Cabinet Ministry. Although since then, Government of India has gone back on their words and is not willing to enact an effective Anti Corruption Bill (Jan LokPal Bill; also referred to as the citizens' ombudsman bill) . The current Bill does not comply with United Nations Convention Against Corruption (UNCAC) requirements: Lokpal (Ombudsman) will have no power to initiate suo motu action or receive complaints of corruption from the general public. It can only probe complaints forwarded by the lower and upper house Speaker. Lokpal Bill will only be an Advisory Body with no power to initiate prosecution of anyone found guilty. First introduced in 1969, the citizens ombudsman bill has failed to become law for over four decades in India. Anna Hazare on the 8th of June, 2011, declared that he will restart his fast unto death on the 16th of August if the Jan Lokpal bill (citizens' ombudsman bill) is not passed by the Parliament of India by 15 August, which is the Independence Day of India. The Bill has not passed, and Government of India has even denied for the permission to fast to Anna Hazare, and police has been arresting his supporters, which is violation of human rights and democracy. This is leading to a massive turmoil in Indian democracy, and I request for your intervention, and call Indian Prime Minister ManMohan Singh to resolve this Crisis of Corruption at home, which is the root cause of 800 Million people under poverty in India. Sincerely, Preeti Gupta An American Citizen (Indian Origin), Based in Chicago Technologist in Financial Industry
