SIR REGARDING NOC OF M/S GEPCO CONVERSION OF KOLO TARRAR 66 KV TO 132 KV GRID STATION AT KOLO TARRAR, TEH &

DISTRICT HAFIZABAD, UNDER SECTION 12 OF PEPA-1997 This office has received an application vide Letter No. 833/DD(EIA)/EPA dated:10.05.2011 from Assistant Director(EIA), EPA Punjab of M/S GEPCO conversion of Klolo Tarrar 66 kv- 132 kv grid station at Kolo Tarrar, Teh & District Hafizabad, under section 12 of PEPA-1997. He has submitted following documents along with application. i. A copy of EIA report. 1. 2. The land of the proposed project and around it is about 8 Aicar and owned by GEPCO. He will fulfill all the conditions entered in the Affidavit and NOCs/ EIA report mentioned above. The Project Supervisor has verbally stated that:

There is no dispute of land or any court case against this proposed project in any court of law in Pakistan, nor there is any public complaint against this project from any side in any office of Environment Department. 4. Cutting of a few trees will be involved which will be compensated by planting new tress after the completion of the project.

5. Proper sewerage or drainage system will be developed. 6. Proper solid waste management system will be developed. 7. The proponent will make all the arrangements for Emergency Remedial Measures. 8. He will obey all Environmental Laws, Rules & regulations. He further added that he will keep the area neat and clean. The facts and figures of the project are as follows:1. Location The said project is situated on link Kolo Tarrar-Hafizabad Pindi Bhattian road near village Klolo Tarrar, Tehsil & District Hafizabad. On the right, left & back sides of the Project there is open agricultural land. On the right side there is also a residence. On the front side there is road across which there

is agricultural land, rice mill and residential area of Hakeem Pura. (Annex: A) 2. Nature and Present Status: Presently this is Grid Station of 66 KV of GEPCO with total area of 8 Aicar. Presently there is switch yard and control room on about 4 kanal land. The proposed Grid Station will be installed adjacent to the existing 66 KV switch yard. 3. Project Description : This is a conversion of 66 KV Grid Station to 132 KV of GEPCO at village Kolo Tarrar with double line transmission will pass through Solangi Awan, Pindi Bawray and Kolo Trrar villages. This will link to under construction Hafizabad II 132 KV Grid Station. Conversion of Grid Station will be done in the existing Kolo Tarrar 66 KV Grid Station. This will provide additional power supply to Kolo Tarrar and nearby areas. The project involves cutting of about 70 trees for transmission line and about 5 for Grid Station. 4. Possible Environmental Impacts During the construction phase noise, dust and solid waste may cause environmental pollution if not properly controlled. The excavated material if not disposed of safely will cause solid waste pollution. Liquid waste generated during the construction if not managed may cause adverse environmental impacts. 5. Beneficial Impacts Increase in the supply of electricity in project and nearby area. Increase in employment opportunities during and after construction Regional improvement services and infrastructure. Significant improvement in public health. Significant improvement in national and local economy.

6. Recommendation The excavated material should be disposed of safely. Solid wastes should be disposed off to special areas so as to minimize the adverse affects of material to crops, vegetation and landscaping. Dust emission during the construction and from the movement of vehicles should be controlled in accordance with NEQS.

Foul water from the site sewerage system, Process water such as excess from concrete batching, washing etc & Surface and seepage water run-off from site should be treated in order to achieve effluent quality that comply the National Standard of Environment for discharging of effluent with water or land.

Cutting of trees should be minimum and compensated by the plantation of new more trees The EMP given in the EIA report should be implemented/ followed to control the pollution from the said project.

7. Remarks I have found that above said submissions are true to the best of my knowledge as per documentary and verbal submissions of the proponent of the project and Site Inspection. Practical fulfillment and authenticity of all these will lie with the Proponent in future. For any deviation from any submission, commitment, promise, provided information, authenticity of any document submitted relating to his own or other Governmental Agencies/ departments will be sole responsibility of the proponent and this office will not be responsible for any mistake / missing / fraud or forgery in this concern On the basis of the aforementioned Site Inspection and submissions of the proponent it and if authority deems it suitable is recommended that NOC / Environmental Approval may be issued to this unit subject to fulfillment of the above said conditions.

On the right & back sides of the Project there is Mazco Rice Mills. On the left side is graveyard. On the front side there is Pindi Bhattian-Hafizabad road across which there is shops & agricultural land. (Annex: A) 2. This will link to Kolo Trrar Grid Station also being upgraded. Conversion of Grid Station will be done in the existing Jlalpur Nau 66 KV Grid Station. This will provide additional power supply to Jlalpur Bhattian and nearby areas. The project involves cutting of about 81 trees for transmission line and about 10 for Grid Station. 4.
