The staff at BBAS, Inc. has over 100 years of combined experience in the adoption field and is dedicated to provide professional and personal service to all
qualified families during the adoption processes. We work with families throughout the United States and American citizens abroad. Since 1997, BBAS
Inc. has had the pleasure of assisting over 1000 children from around the world become part of their forever families. We work with you by providing accurate
and timely service, support and on-going communication. Our goal is to respond quickly to any changes in adoption regulations to maintain a smooth adop-
tion process. We have developed an extensive network of associates overseas and within the U.S. to provide the necessary services to fulfill that goal. The over-
seas network covers Russia, Haiti, Ukraine, Ethiopia and China. And, we are continually looking to add additional programs to those already listed.
In addition to placement services through foreign countries we can also provide domestic services through homestudy assessments, parent profiles, post adop-

Please note: Under the present Ohio law, if an adoptive applicant has not lived in Ohio for the past five years, a criminal check for each
adult household member will also need to be done in each state or states than an applicant has resided. If you have lived in the state of
Ohio in the last five years you will need to provide proof of residency. This can be tax records, bank records, rent or mortgage receipts, or
FBI clearance.

Whether you decide to adopt domestically, internationally through our agency or another, Building Blocks can provide you with a
completed homestudy that meets all State of Ohio requirements. BBAS also offers the homestudy education as a self-study so you
do not have to attend classes! We have social workers throughout the state of Ohio and there is no wait to get started!

Process does vary from country to country
1. AdoptiveParentsapplywithBBASandsendsthe$100ApplicationFeeinwithapplication.Feesarebilledas
incurred and are not refundable.
2. Uponapprovalofapplication,BBASprovidesourAdoptiveParentswiththeirfirstpacketcalledtheBuilding
BlocksAssessmentPacket.AdoptiveParentscompleteandreturnallformsfromtheAssessmentpacket,and
sendsinthe$250nonrefundableAssessmentfeewithin10daysofreceivinginformation.
3. BBASwillthensendoutyourWelcomepacket.AdoptiveParentscompleteandreturnallformsfromtheBBAS
packet, and sends in the non refundable BBAS program fee within 30 days of receiving information.
4. Once BBAS receives your contract packet, you will be assigned a coordinator and given access to our Adoption
ApplicationBuilder(AIB).
5. AdoptiveParentsapplywiththeU.S.CitizenshipandImmigrationServices(USCIS)andbeginahomestudy
withacertifiedhomestudyprovider(socialworker)fromtheirstate.IfthefamilyresidesinOhio,BBASwill
provide home study services for you. Therefore a social worker will be assigned to you at this time.
6. Parentsmailtheircompleteddossier(paperwork)toBBASalongwiththenon-refundable$1000dossierfee.
7. BBAS sends dossier to the families country of choice for processing and approval.
8. A child is referred and/or selected. The referral process or selection of a child varies by country.
9. AdoptiveParentspayforeignfeespercontractandpreparetotraveloverseas.

so, you are not alone. Adoption is not easy. But this financing plan could make it easier than you think. The
cost of an average private or agency adoption can range from $25,000 to $45,000 or much more, depending on the

6.Program/Country Fees are due in segments. Many countries ask 1/3 sent at the time your dossier is sent overseas,
1/3 due at the time you accept a referral, and 1/3 due when you pick up your child.
7. Additional expenses are hotel, travel, meals, airfare--you will complete fees listed with each program in this packet.
Adoption Tax Credit:Congressionallawisprovidinga$13,170perchildfederaltaxcreditforexpensesincurredfor
domestic and international adoptions in 2011-2012. Claims for the credit will be allowed in the taxable year following
the tax year in which the expenses were incurred. However, if the expenses are incurred in the tax year in which the

adoption becomes final, the expenses are allowable that year. Also check with your state, Ohio offers a $1500 tax credit.
Qualifying expenses include reasonable and necessary adoption fees, court costs, attorney fees, traveling expenses (including amounts spent for
meals and lodging while away from home), and other expenses directly related to and for which the principal purpose is the legal adoption of an
eligible child. An eligible child must be under 18 years old, or be physically or mentally incapable of caring for him- or herself. The adoption credit or
exclusion cannot be taken for a child who is not a United States citizen or resident unless the adoption becomes final. The credit cannot be taken for
adopting a child of either parent (i.e., stepparent). The adoption credit is an amount subtracted from your tax liability. Your tax liability is based on your
taxable income less other credits that take priority. If you dont use the credit in five years, you can lose the credit. In order to increase your tax liabil-
ity you can include in income an IRA conversion to a Roth IRA. The credit can be used against this increased tax liability. Use Form 8839 and instruc-
tions to figure your credit.

A Child Waits Foundation: (866) 999-2445, Loans are provided to prospective parents for the purpose of international adoption. Eligibility is based

Federal Adoption Tax Credit: Adoptive parents may be able to claim a tax credit of up to $13,150 for qualified adoption expenses for both domestic
and international adoptions in 2011. For details, visit the IRS web site at: http://www.irs.ustreas.gov State Adoption Tax Credit: Many states offer a
tax credit or subsidy in addition to the federal tax credit. Ask your social worker for more information.
Employee Adoption Assistance Programs: Hundreds of corporations now offer adoption expense reimbursements to their qualifying employees. We
have seen benefits ranging from $1,700 to $10,000! Check with your human resource department or whoever handles your benefits. Adoption Friendly
Workplace is a program which provides information about adoption benefits to employers and employees. And, the National Adoption Center has an
informative packet entitles "Advocating For Adoption Benefits". Adoption benefits are considered good personnel practice, and qualified adoption
plans receive favorable treatment from the IRS on the companies tax return.
Gift of Adoption Fund: (262) 268-1386, The Gift of Adoption Fund provides assistance in the form of a grant that gives families that final needed

Life Song for Orphans: The Lifesong Legacy Fund offers interest free loans to help couples overcome the high cost of adoption. As the loans are
repaid, new family needs are met...creating a self-perpetuating fund. Couples enter into a covenant agreement to repay the loan through manageable
monthly or annual payments. Couples may utilize the Federal Adoption Tax Credit to support their loan payments. Lifesong offers matching grants,

Choosing whether international adoption is right for you is a big decision that comes with many questions. Below are
some of the questions most commonly asked by families researching the adoption process. If you have additional ques-

why international adoption?
Many American couples and singles share visions of bringing a child into their lives to love and share the wonderful
aspects of life. International adoption is a great way to complete that vision. When foreign countries are unable to locate
permanent homes for their orphaned children, families residing in many countries including the U.S., apply to be consid-
ered as adoptive parents for these children. The advantages of adopting through international adoption include the
flexibility of the requirements of the adoptive parents, and the availability of children as infants, toddlers or sibling
groups. International adoptions, while somewhat more complicated due to the layers of governments, are far less compli-
cated then one might imagine. The total time from start to finish is usually much quicker than the average U.S. adoption.
Once a child has met the requirements of the government entities, and the child is legally adopted, adoptive parents will
know that the child they adopt is theirs forever.
How long does it take?
The time it takes to complete an adoption depends on the childs home country. Some countries take 6-12 months, while
other countries take longer. The timeline of your adoption depends on how quickly you are able to complete the paper-
work, how much time you are willing to put into your documentation, and how flexible you are with the adoption pro-
cess. In many cases adoptive families can begin the process overseas upon the completion of their paperwork.

How much does it cost ?
Internationaladoptioncanbeexpensive.Mostcouplesandsinglesbudgetbetween$25,000-$45,000fortheiradoption
and depending on the country they adopt from. This range should cover all expenses including our agency fee, documen-
tation fee, USCIS (Immigration) fees, international fees, homestudy fees and travel expenses. Most seeking to adopt
domestically or internationally apply for secured and unsecured loans as well as the most popular avenuea home
equity loan. There is an adoption tax credit available from the federal government and some states offer a tax
credit also. This is a credit, not a deduction. Adoptive parents should also ask their employer to determine if your com-
pany offers adoption assistance as well.

Once BBAS receives your Application and Self Assessment, we will send you the necessary documentation to start the
process and a log in to access the Adoption Information Builder Section of our website. BBAS will assist you with all your
documentation and questions that you have during your adoption process and after you come home. BBAS will assign
a consultant for you to work with on a one-on-one basis. Never hesitate to contact BBAS with any questions, com-

what are the requirements?
BBAS follows local, state, international, and immigration adoption requirements. Adoptive parents must show proof of
financial status, apply for immigration approval and provide an approved home study by a licensed agency. Adoptive
parents must meet the legal requirements of the foreign government regarding age, health, divorce and marital status.

why are children available for adoption?
Children are available for adoption due to various reasons such as relinquishment of parental rights or abandonment.
The child must be orphaned to be eligible for adoption. The adoptive parents can make a request according to race, sex,
age and special needs of the child(ren). Adoptive children range in age depending on the country you wish to adopt

adore them. The conditions in the orphanages are exceptional in that they are clean, and very well maintained. The
children enjoy a lot of active indoor and outdoor play and the majority are exposed to preschool environment teachings
where they learn colors, numbers and letters starting at age two. Ukraine is not a Hague Treaty country. That means
there are no limitations on the home study or the placement agency.

The Program
The law of adoption in Ukraine permits children to be adopted from ages 18 months to 14 years old. Currently fami-
lies wishing to adopt one child must accept a child 7 or older. For families wanting to adopt a sibling group of 2-3
childrentheymustbeopentochildrenages12andunder.Familiesmustbeflexibleonage,genderandhealthofthe
children.TheSDAisresponsibleforissuingreferralstofamilies.Theagencynortherepresentativehascontrolover
issuingorselectingofreferrals.OnceyourdossierisapprovedbytheSDA(StateDepartmentofAdoptioninKiev),
adoptive parents are invited to see children available for adoption and then travel to the orphanage to meet the avail-
able child. After deciding on a possible child, the family will then travel to the orphanage to meet the child they are
seekingtoadopt.WhilethefamilywillreceivemedicalreportsforthechildrenfromtheSDA,theexaminationofa
child by a physician can be arranged and the parents can send the medical information to a U.S. doctor. Once a family
has found their forever child, our Ukrainian representatives will handle the rest of the adoption. They will arrange for
the court hearing and required official meetings, prepare the childs case for the hearing, and handle post-adoption
certificatesfortheU.S.Embassyvisainterview.FamiliesadoptingfromUkrainemustbeflexible.

Thousands of Ethiopian children are living in institutions. Many children are orphaned due to poverty and death of

When invited to China to bring home your child, you fly into Beijing where your representative takes you sightseeing
to absorb the culture and experience China prior to flying to the region to meet your child.
Special Needs Adoptions
At this time we are only accepting applications for the adoption boys in the special needs program. In China the average time
frame of a referral of a special needs child is about 3-6 months. Special needs children are presented to agencies in groups.
The list of child and information on their special need is forwarded to family adopting from China to review. A special needs
placement takes about 9-12 months from the time your documentation is completed and submitted to the CCAA. Special
needs of children range from missing digit to major heart defects, many with the possibility of correcting the need surgi-
cally. Families would know what the need of the child is before making any decisions about adopting. Travel is usually
scheduled 2-3 months after referral.

BBAS is a Christian based, non-profit licensed adoption agency that cares about families and the children in need
overseas. We work hard to provide families the personal attention they want throughout their adoption. Many of our
staff and board members are adoptive parents that remember the process and can identify with the ups and downs of
the adoption process. We offer encouragement, support, and help for all families through personal consultations, over the
phone or through e-mail.

We, as an agency, have a responsibility to provide humanitarian aid for the children waiting to be adopted or that may
never be adopted. Our staff has traveled to the foreign countries and see the need for financial help in the orphanages,
baby homes and communities that families and children live in. Improving Conditions: When illnesses occur within
a specific orphanage, we look to improve the conditions by providing additional beds so children are not together in
the same crib, and medication. When have we provided medical supplies, medications, formula, diapers, clothing,
blankets, shoes, toys and playground equipment. We look at the orphanages to maintain a safe environment for the
children by replacing applianceswashers, dryers, refrigerators, stoveswhen necessary. We have paid the expense of
hiring additional caretakers and pediatricians to watch over the children, take care of their needs and give them necessary

Why did we choose adoption? My husband and I chose adoption for various reasons. Ever since we have been together

Why Building Blocks Adoption Service? Through all of our research regarding adoption, we began searching for the right
agency to help us. We attended a seminar that helped couples struggling with infertility. There they had a trade show of
sorts with many booths set up with various companies some of which were adoption agencies. We took all the info we
could and soaked it all up. Building Blocks Adoption Service was one of those booths. We came home and sifted through
all the paperwork and came upon their information. Right off the bat we had a good feeling about this agency. After
some time thinking and doing more research we contacted the agency for more information and asked for references.
After contacting them, we felt confident that this was the right agency for us. We liked the idea that they were not far
away and we felt like we would be a part of the family in the future after our adoption was final.
