100 Days and Counting.

Mayor Emanuel and Alderman Chandler have been in office over 100 days now. The purpose of this presentation is to provide a snapshot of where the 24th Ward is now, and begin to brainstorm about how we can move forward.

North Lawndale makes up about 80% of the 24th Ward Population (2005) 38,309, Down 7%, since 2000

24th Ward Employment Snapshot

The local unemployment rate, was 23% in 2005, including discouraged workers. This compared with a state unemployment rate of 4.35% and a national unemployment rate of 4%. The current unemployment rate for the state of Illinois is 9.6% (November, 2010) and the current unemployment rate for the country is 9.8% (November, 2010). While community level unemployment data are not available, it may be assumed that the unemployment rate in North Lawndale is higher than it was in 2005.

Business Overview

24th Ward has Over 500 businesses, including large manufacturers, small businesses, franchises and home based businesses There are 7 TIFs that impact the Ward, 5 of which are in the Ward, and 2 that are in the near vicinity In addition to funding for bricks and mortar development, Funds available for job training, business expansion, child care The greatest issues impacting businesses include lack of access to capital, increasing costs of doing business, including increased property taxes, and lower revenues.

The 24th Ward has 2 police districts-District 10 and District 11 Between January 1, and July 31, 2011
3,172 crimes committed in District 10 3,783 crimes committed in District 11 3,333 crimes per district on average

District 11 had 28 murders and ranked # 2 in the City, which had 239 murders District 10 had 18 murders and ranked #3 in the City

Juvenile Arrests
In 2008, 10 of the 25 Police districts accounted for 64% of the juvenile arrests.

Issues

City Services

Desire for the City to be more responsive to the needs of local 24th Ward Citizens
Our

priorities should be reflected in the Mayors Budget Mayor should come to North Lawndale to hear our concerns

Mortgage Foreclosure

Mayor didnt include North Lawndale in the $15 million partnership with MacArthur to purchase abandoned foreclosed properties and rehab them for affordable housing
The

24th Ward ranks 4 of 50 wards in terms of mortgage foreclosure

TIFs

Even though Mayors TIF reform indicates a need to create jobs, TIF reform does not directly address a priority to create jobs and strengthen businesses for local residents and business owners in TIFs No mention of creating opportunities for minority and women owned businesses to do business with the city No mention of hiring low income residents who live in the communities impacted by TIFs

Public Health

North Lawndale does not appear to be a primary focus of the Mayors public health efforts.
He

recently released a report on public health status demonstrating the lack of health resources in certain communities. North Lawndale was not targeted in spite of the fact that a map depicted us to be within the top 5 among Chicago communities with respect to instances of HIV/AIDS.

Brainstorm

What can we do to work with the Mayor and Alderman Chandler to be sure North Lawndale and the 24th Ward are not left behind?
