ACCOMPLISHMENTS HIGHLIGHTS (FY 2009) The enormous implementation of the Pangulong Gloria Scholarship (PGS) Program in 2009 proved

to be the most significant in terms of the highlights of accomplishments of TESDA Albay Provincial Office. It has put in a nutshell some if not all of TESDAs Core Functions of ensuring compliance of technical education and training programs to the minimum requirements or industry standards; providing a pro-active job matching process through the provision of relevant training programs; broadening the scope of the scholarship program for the market-driven technical-vocational education and training (TVET) programs; and, enhancing the implementation of the competency assessment and certification program in accordance with national standards. Overall, we saw marked improvements in the implementation of the Unified TVET Program Registration and Accreditation System (UTPRAS), delivery of TVET programs for both the school-based and center-based modalities, greater access to industry-driven TVET programs through the expanded scholarship and, increase in number of TESDA assessed and certified workers. With these developments, it is expected to further increase the chances of the TVET graduates in having gainful employment thereby reducing the poverty of incidence among their families. I. DIRECTION SETTING Provincial TESD Committee Recognizing the relevance of the PTESDC in putting the TVET policies into practice, the Albay Provincial Technical Education and Skills Development Committee was reorganized by getting new committee members from the Tourism, Labor and TVET sectors. The move not only strengthened the thrust of the committee to give predilection on the skills priorities in terms of implementing TVET programs but more significantly provided a strategic direction for the TVET graduates to land gainful employment. In support to this, the Committee was able to formulate and pass resolutions on the: Institutionalization of BlueDesk Jobs Bridging Program in all Technical-Vocational Institutions (TVIs); Request for the TESDA Board on the Promulgation of a Training Regulation for Computer Secretarial; and, Request for all Hotel and Restaurant Owners thru the City/Provincial Tourism Council to Give Preference to National Certificate (NC II) Holders in Hiring Workers. To effectively monitor the implementation of the Pangulong Gloria Scholarships, PO Albay went on employing the web-based reporting system of TESDA MoNet (Monitoring Network). During the 1st Quarter of the year, they conducted the Workshop-Orientation on the use of the enhanced MoNet which contains additional

fields and information gathering system intended to accurately acquire data on TVET providers and its program offering, students profile and, employment. This official monitoring report system of TESDA is aimed at enhancing the information management of every operating unit hence, all official data and reports on program accomplishments shall only be sourced out through the said system. II. STANDARDS SETTING AND SYSTEMS DEVELOPMENT With the impact of the Pangulong Gloria Scholarships influencing the TVET system, the UTPRAS effectively applied mitigating measures to efficiently process one hundred twenty-four (124) TVET program applications and issued certificates of program registration to forty-two (42) TVET providers. These TVET programs contain the skills priorities which the PGS Program takes precedence that will eventually provide employment opportunities to the graduates of the program. For the Assessment and Certification Program, TESDA Albay was able to assessed 13,650 workers, which is 133% against this years target of 10,231. Of this assessed workers, 83% or 11,336 were able to acquire TESDA National Certificates. In conjunction with this, it was able to maintain a pool of sixty-seven (67) assessors while accrediting five (5) new assessment centers. To further support the implementation of the PGS in terms of producing qualified trainers, TESDA PO Albay was able to implement a series of Trainers Methodology I Course, Competency Assessment for Trainers and, Assessors Course under the National TVET Trainers Qualification Program (NTTQP) for the public and private TVIs in the Province. Under this program, PO Albay was able to produce sixty (60) graduates which facilitated the enrichment of various TVET curricula, adoption of the new assessment tools and, enhancement of trainers methodology for the implementation of the PGS in the province. III. Support to TVET Provision With the primary aim of the Pangulong Gloria Scholarships of providing free skills trainings to job seekers through market-driven programs, PO Albay was able to facilitate the training of 11,103 scholars. These scholars were provided allocation in the different PGS components namely: PGS Sp II-a, PGS Sp II-b, PGS Sp II-b SpCom, Sp III-a, Sp III-b, Sp V-LSI, Sp V-NTTAQP, Sp V-STMTK, and, Sp V-LEP. Training programs under the PGS are either directly connected to existing jobs for immediate employment or to provide skills enhancement or upgrading to existing workers.

Moreover, similar scholarship program under the Private Education Student Fund Assistance (PESFA) was facilitated by the Provincial Office to insure that greater access to relevant TVET be promoted to those who have already graduated from secondary education but have not yet enrolled in any post-secondary education. Under this program, a total of four hundred sixty-one (461) scholars were able to avail the grant. To further serve the purpose of the Pangulong Gloria Scholarships, TESDA Albay hosted a region-wide Jobs Bridging and Internship Program last June 19, 2009 at the Albay Astrodome. The purpose of the program was to help TVET graduates to have an opportunity to intermingle with employers through interview, get the chance to be hired on the spot or be taken as apprentice, and, be able create resume and upload it online via JobsDB.net. IV. Institutional Capacity Building The strengthened partnerships of TESDA Albay with the local chief executives and the PGS implementation provided significant impacts in the delivery of TVET through the establishments of LGU training centers. In 2009, TVET programs were registered in Malinao Institute of Technology; Tabaco City Livelihood and Skills Training Center, LGU-Legazpi City Training Center (Bagumbayan Campus) and, Sentro ng Kagalingan Panghanap-buhay Training Center (Municipality of Libon). These efforts were made by the Community Training and Employment Coordinators (CTECs) in response to the persuasion of the PO Albay to register the LGUs regular training programs which meet the standards set by the UTPRAS. Aside from these partnerships, TESDA Albay was able to sustain its social marketing strategy by meeting with the various organizations in the Province supporting the TVET programs and services. For 2009 alone, PO Albay was able to conduct at least seventy-one (71) RECORRIDA with a total of four thousand and fifty-one (4,851) served clients. V. General Administrative Support Services
