A formao em Engenharia Electrotcnica e de Computadores tradicionalmente uma das mais abrangentes entre as leccionadas no mbito do Ensino Superior Universitrio. Acresce que abrangncia das reas se associa tambm a existncia de uma forte dinmica em termos de evoluo tecnolgica apoiada numa crescente interdisciplinaridade (Electrnica, Engenharia de Computadores e Tecnologias da Informao, Telecomunicaes, Energia e Sistemas, etc.). No surpreender assim que ao Eng. Electrotcnico e de Computadores, mais do que na maioria das outras engenharias, se venha a exigir uma capacidade permanente de adaptao sob pena de no curto prazo a formao inicial deixar de respeitar os standards de exigncia de um profissional de engenharia. Neste contexto a indispensabilidade da formao ao longo da vida e a capacidade de a ela nos adaptarmos, pode ser considerada como um instrumento obrigatrio para assegurar a sobrevivncia. A nica estratgia comprovada e segura para dotar os nossos engenheiros desta capacidade, consiste em inserir curricularmente uma slida componente propedutica em Matemtica e Fsica, e um tronco estruturado de suporte Engenharia de Computadores e Tecnologias de Informao envolvendo o ensino de base de Sistemas Digitais, Programao, Arquitecturas de Computadores, Sistemas Operativos e Sistemas de Informao. Esta estrutura bsica deve ser complementada pelo tronco comum multidisciplinar tradicional de engenharia electrotcnica em que estaro naturalmente envolvidas as suas diferentes reas. A opo por esta estratgia de formao generalista implicou o estabelecimento de compromissos que permitem chegar por um lado a alguma especializao e por outro incluso da primeira fase da ps-graduao nos cinco anos de formao em Engenharia. O protocolo de Bolonha introduz na organizao e execuo curricular e provavelmente tambm no prprio modelo de financiamento estatal variveis distintas das que existiam anteriormente a que convm estar atentos. Com Bolonha pretende-se introduzir um modelo mais centrado no estudante e apostado no desenvolvimento de competncias, alimentando-se expectativas sobre as suas capacidades de desenvolvimento de trabalho menos tutelado embora sujeito a um processo mais contnuo de avaliao, e diminuindo-se a escolaridade presencial reforando significativamente a componente de e-learning. foroso acompanhar esta nova perspectiva com a criao de novos mecanismos que impeam a instalao de facilitismo, de desresponsabilizao e finalmente da degradao da formao real dos estudantes. O Departamento de Engenharia Electrotcnica envolveu-se profundamente na reformulao curricular (contedo e escolaridade) promovendo uma alterao substancial do paradigma de ensino (maior empenho em aulas terico-prticas, laboratrios abertos, contedos disponibilizados) reforando assim o acompanhamento do aluno e a insero progressiva de mtodos de avaliao contnua. Os meios necessrios tero obrigatoriamente que ser mais dilatados sem o que esta reformulao poder conduzir a resultados opostos aqueles que se pretendem. 7
Guia de Mestrado em Engenharia Electrotcnica e de Computadores A alterao curricular resultante do protocolo de Bolonha conduziu identificao de dois ciclos de ensino em que o segundo assegurar a ps-graduao. A Engenharia Electrotcnica e de Computadores ao optar por uma configurao de Mestrado Integrado reafirma que a qualidade necessria para o exerccio da funo de engenheiro, apenas poder ser adquirida e reconhecida no final do programa integrado de formao. No se criam assim expectativas injustificadas de que no final do 1 ciclo (em cincias da engenharia), o exerccio da profisso seja possvel ou tenha cabimento. Espera-se ainda que esta separao no venha a constituir um pretexto para a diminuio do esforo do estado no investimento na educao (s financiar o 1 ciclo). A mobilidade na Europa, nesta concepo, dever reforar-se atravs da unificao de crditos obtidos (1 ciclo), associada capacidade de realizar crditos (ou terminar a licenciatura) noutra instituio europeia, com quem tiver sido estabelecido acordos de permuta, desde que no seja posta em causa a qualidade e a capacidade de integrao formativa realizada nos dois ciclos. Contrariamente ao que se poderia apressadamente antecipar, esta alterao de paradigmas de ensino exigir para ser realizada, um esforo adicional do corpo docente e um processo de trabalho mais consistente, regular e exigente por parte dos nossos alunos. Estamos convictos de que em conjunto conseguiremos ganhar este desafio
1.1 Introduction
An Electrical and Computer Engineering course curriculum addresses, traditionally, one of the vastest reaches of scientific areas, within all the diversity of the university engineering courses. Adding to this fact, usually these scientific areas (electronics, computer engineering, information technologies, energy and systems, etc) are subjected to a fast technological evolution. Therefore it is not surprising that, an engineer in this field has to have the capability to continually adapt to the fast technological evolution. Otherwise, after some time, he would no longer have the necessary knowledge to be performing the required engineering activity. It is clear that the capability of learning throughout its professional live and of adapting to new technologies is a mandatory characteristic for ours engineers, in order to guaranty a long and successful professional career. We developed the convincement that the only confirmed and safe strategy to provide an engineer with this capability is to include in the curriculum a solid component in mathematics and physics, together with a solid background on computer engineering contents as digital systems, computer programming, computer architectures, computer operating systems and information systems. More traditional multidisciplinary areas of Electrical Engineering must also be included in the curriculum. Our option for a more generalist curriculum implies that in a 5 year course, it is necessary to have a compromise between the scientific areas covered and contributing for the degree, in order to allow final specializations for the graduates and still to provide a wide scientific teaching spectrum. The European Bolonha protocol introduces new variables into the organization and execution of the curriculum and also probably into the government financing policy of the universities. With the Bolonha protocol, it is intended to introduce a teaching model more centered on the student, aimed at developing student skills, based on their capability of doing more independent work, with less mandatory classes and increasing the e-learning component. It is mandatory to follow up these changes, through the creation of new mechanisms aimed to maintain the quality of the teaching and preventing the student focus and responsibility to deteriorate. The Electrical Engineering Department has been deeply involved in the reformulation of the curriculum, promoting substantial alterations of the existing teaching paradigm (with an emphasis in joint theoretical and practical classes, open laboratories, making available contents, promoting e-learning access), improving the student supervision and adding progressively more continuous evaluation methods. That will require an additional investment. The curriculum change resulting from the Bolonha protocol lead to the identification of two cycles of teaching, where the second will be a post graduation one. The Department of Electrical Engineering by opting for an integrated Master degree, restates that the qualities needed to exercise the function of an electrical engineer can only be achieved and recognized at the end of the integrated teaching program (5 years). Therefore no false expectations are created, that the exercise of the activities that would be committed to an electrical engineer is possible (or even feasible) after the first cycle (3 years). It is also expected that this cycle separation, as we already mentioned, will not be used by the government as a pretext to reduce the financing effort in education (by only financing the first cycle). The mobility of students inside Europe, should be strengthen by the unification of the credits obtained in the first cycle, associated with the option of obtaining credits (or graduate) from another European institution, with which student exchange protocols are or might be established. Contrary to what might be anticipated, this change in the teaching paradigms will require to be implemented an extra effort from the faculty and from the Department of Electrical Engineering and a more demanding and regular 9

A estrutura do currculo do Mestrado The course structure for the integrated Master Integrado em Engenharia Electrotcnica e de degree on Electrical and Computer Engineering Computadores (MiEEC) composta por (MEEC) is shown in the figure below. O Tronco Comum, que se divide na Base Comum de Engenharia e na Base Comum de Engenharia Electrotcnica e de Computadores; A Parte Especfica em Engenharia
The Common Core Modules, which are divided in Engineering Common Core Modules and Electrical and Computer Engineering Common Core Modules; A Specific part in Electrical and 11
Guia de Mestrado em Engenharia Electrotcnica e de Computadores Electrotcnica e de Computadores; Uma parte de opo livre; e A Dissertao. A Base Comum de Engenharia tem como objectivo dotar os alunos das competncias gerais comuns a todas as Engenharias, aprofundando mais aqueles que so directamente relevantes para a Engenharia Electrotcnica e de Computadores. Nela se inclui as Matemticas de um modo geral, a Fsica, as Cincias da Computao e as Cincias Sociais e Econmicas. A grande maioria das disciplinas encontra-se situada no plano de estudo nos primeiros anos do Curso (exceptuam-se as Cincias Sociais e Econmicas, que necessitam de um maior amadurecimento dos alunos para serem adequadamente potenciadas). A Base Comum de Engenharia Electrotcnica e de Computadores permite dotar os alunos de conhecimentos concretos de Engenharia Electrotcnica e de Computadores nas seis subreas cientficas que esto descritas seguidamente. Este bloco permite criar uma grande interdisciplinaridade de todas as subreas dotando o estudante de competncias amplas, permitindo-lhe uma aprendizagem evolutiva e sobreviver num mundo em constante avano tecnolgico. A localizao do Tronco Comum nos primeiros semestres do curso permite que, ao fim de 6 semestres o aluno possua uma forte formao de base em engenharia, o que permite que, ao concluir com aproveitamento os primeiros 3 anos do curso, ao aluno seja conferido o ttulo de Licenciado em Cincias da Engenharia Electrotcnica e de Computadores, de acordo com a legislao em vigor. A formao de base em engenharia proporcionada no Tronco Comum complementada com competncias mais dirigidas nas fases seguintes da sua formao: 12 Computer Engineering; One part with free options; and The final degree project. The Engineering Common Core aims to providing the students with the basic scientific subjects that are common to most of the Engineering courses. Naturally, more emphasis is given to those relevant to Electrical and Computer Engineering. The modules included in this block are mainly from Mathematics, Physics, Computer Science, and Social and Economic Sciences. Most of them are placed in the first two years of the degree (except the Social and Economic Sciences). The Electrical and Computer Engineering Common Core provides more concrete knowledge on Electrical and Computer Engineering covering six scientific sub areas (see next section). This block was designed to have a very interdisciplinary nature in order to create a broad basic know-how on the students and prepare them to survive on a world in constant technological change. Placing the Common Core Modules on the initial semesters provides the students, on an early stage, with the basic skills in engineering. This allows that, after concluding the first six semesters, the student is given a degree in Electrical and Computer Engineering Sciences. With this certificate the student may chose to continue the studies in this or in another school. The engineering basic skills acquired on the Common Core Modules are complemented with more specialized skills in the remaining semesters: The Specific Part consists on the choice of three out of six of the scientific sub areas, plus a restricted option and some extra curricular activities. This part is placed on the fourth year of this degree program. The depth of the materials
Guia de Mestrado em Engenharia Electrotcnica e de Computadores becomes greater but the existence of three different sub areas contributes to the interdisciplinary nature of the master degree. The Free Option Part allows the students to tailor their degree: it can become more specialized in the specific sub areas that were chosen; or with a broader scope by choosing the specific modules offered in other sub areas; or even gaining some expertise in areas not so directly related with the course, such as Mathematics, Physics, Informatics, Materials Engineering or Social and Economic Sciences. If the student wants to enroll in the Erasmus initiative, the modules obtained abroad can replace similar ones in this course or be counted as free options. Finally, the Master degree Dissertation is an opportunity for the student to apply in an integrated way most of the knowledge obtained in the course, and go deeper trough a scientific or technological work project. As a brief remark about the structure of the course it is visible the choice made by the Electrical Engineering Department of the Science and Technology Faculty of strengthen the Common Core in Engineering and the Core in Electrical and Computer Engineering. The scientific area of Electrical and Computer Engineering is characterized by fast technological cycles, by products that contain a great deal of interdisciplinary subjects, and for which the life-long learning is essential. One of the best ways to provide the holders of the degree with proper ability to stand such challenges is to seek a great pedagogical quality and to stress on basic skills leaving the more technological parts for the laboratories of the modules placed at the end of the course 13
A Parte Especfica, composta pela escolha pelo aluno de trs das seis subreas cientficas, mais uma disciplina de opo. Esta parte encontra-se no quarto ano do plano de estudos. A profundidade dos assuntos em cada subrea torna-se maior, mas a existncia de trs escolhas permite ainda uma competncia alargada do aluno.
A parte de opo livre permite que o aluno configure a sua formao: tornando-a mais especializada nas reas que escolheu para as Especficas, mais generalista, ou aprofundando assuntos mais ligados a Matemtica, Fsica, Informtica, Eng. de Materiais ou Cincias Sociais e Econmicas. Se o aluno decidir fazer o programa Erasmus, as disciplina feitas no estrangeiro podem ter equivalncia a disciplinas semelhantes do seu Mestrado ou contarem como opes livres. Finalmente, a Dissertao possibilita ao aluno aplicar de forma integrada os conhecimentos adquiridos, aprofundando-os atravs de um trabalho de ndole cientfica ou tecnolgica. A par de uma busca incessante de qualidade pedaggica a nfase em formao base alargada, deixando a parte tecnolgica para as componentes prticas das disciplinas terminais do curso, ser a melhor forma de dotar os alunos de uma capacidade de resistncia obsolescncia numa rea cientfica onde os avanos tecnolgicos tm ciclos muito curtos, num tempo onde a formao pela vida vital e numa indstria onde o mais pequeno equipamento resultado de uma forte interdisciplinaridade. Um aspecto relevante neste currculo consiste na introduo de matrias de Engenharia Electrotcnica e de Computadores logo desde o incio do curso. Ao contrrio do que habitual
Guia de Mestrado em Engenharia Electrotcnica e de Computadores durante toda a vida do estudante na escola secundria onde, por exemplo, a Matemtica anda a par (ou ligeiramente avanada) da Fsica fornecendo-lhe ferramentas de trabalho, os currculos clssicos universitrios comeam com componentes exclusivas de Matemtica e Fsica deixando para o final a sua aplicao Engenharia. A eficincia acaba por ser pequena, pois a ligao dos conceitos no aplicada num tempo til. O presente currculo traz disciplinas de Engenharia logo para os primeiros anos permitindo expor aos alunos necessidade de ferramentas fundamentais como, no caso da Matemtica, o Clculo Complexo, o Clculo Integral, as Equaes Diferenciais, a representao de funes por funes base, etc. De seguida faz-se uma breve descrio de cada subrea cientfica, por ordem alfabtica. program. Placing the more technological aspects on the terminal years is considered a good way to provide the students with the capability to overcome obsolescence and promoting life-long learning. Another innovative aspect of the program is the existence of modules of Electrical and Computer Engineering scientific area at the start of the program. The tradition in Portugal was to postpone these subjects until the students have enough knowledge on Mathematics and Physics. This has proven to be poorly efficient as the students felt difficulties on applying the general concepts when the Engineering modules appeared in the program. The current program places Engineering modules on the first years using the Mathematics and Physics just learned and providing the need and motivation to go further deep in order to proceed in Engineering. In the sequel there is a brief description of each scientific sub-area.
1.2.1Controlo e Deciso
A subrea de Controlo e Deciso tem a seu cargo um conjunto de disciplinas que cobrem quatro temas principais: a rea de Sinais e Sistemas apresenta os conceitos e ferramentas fundamentais para a compreenso e anlise do comportamento dinmico de sistemas de engenharia (circuitos elctricos e de distribuio de energia, motores, veculos e seus componentes so apenas alguns exemplos). Em Teoria do Controlo estudam-se os aspectos relacionados com a anlise, projecto e realizao de sistemas com retroaco, 14
The Control and Decision sub-area is responsible for teaching the following main subjects: Signals and Systems presents the fundamental concepts and tools to understand and analyze the dynamic behavior of engineering systems (examples of such systems are: electric circuits, power distribution circuits, motors, vehicles and its components). Control Theory considers the analysis, development and implementation of dynamic feedback systems, covering the subjects of stability, performance, analog and computer

As reas de Deciso e de Automao prendemse com a integrao de componentes e subsistemas em sistemas mais complexos, seu funcionamento e coordenao. Incluem as disciplinas Controlo Inteligente, Sistemas de Deciso, Controlo de Potncia, Tecnologia de Controlo, Simulao de Sistemas. implementation of control systems. The areas of Decision and Automation cover the integration of components and sub-systems into more complex systems, their behavior and coordination. They include the modules Intelligent Control, Decision Systems, Power Systems Control, Control Technology and System Simulation. The curricula of the Control and Decision subarea aim to achieve a good compromise between a sound theoretical knowledge and technical implementation ability.
1.2.2 Electrnica
1.2.2 Electronics
As disciplinas da subrea de Electrnica tm por objectivo principal dotar os alunos de Engenharia Electrotcnica e de Computadores, de uma formao bsica slida e especializada na rea da electrnica discreta e da microelectrnica. Na disciplina de Teoria de Circuitos Elctricos so leccionados todos os fundamentos e mtodos essenciais anlise de circuitos de parmetros concentrados (resistivos e reactivos). A disciplina de Electrnica I permite aos alunos receber a formao bsica em termos dos dispositivos electrnicos existentes e dos seus modos de funcionamento de modo a permitir-lhes projectar, implementar e testar circuitos com o nvel de complexidade equivalente a um amplificador operacional multi-andar utilizando componentes discretos. Em Electrnica II so apresentados os conceitos relacionados com as questes de resposta em frequncia, realimentao, estabilidade e compensao de amplificadores. Ao nvel de sistema estudam-se os filtros contnuos, os osciladores e os conversores de sinal. Na
The major aim of the courses in the sub-area of Electronics is to provide the students a solid basic and specialized knowledge in the fields of discrete electronics and microelectronics. In the course of Electrical and Electronic Circuits all aspects, fundaments and methods related with the circuit analysis (both resistive and reactive). The course of Electronics I gives the students the basic knowledge in terms of electronic devices as well as the several modes of operation. The students will be able to design, realize using discrete components and experimentally evaluate a circuit as complex as a multi-stage amplifier. In Electronics II, several concepts are taught, such as, frequency response, feedback and compensation of practical amplifiers. At system level continuous-time filters, oscillators and data-converters are analyzed and studied. In the course of Design of Analog Integrated Circuits and Systems and based on the concepts previously learned, advanced techniques used in the design of integrated circuits are taught both, at circuit and 15
Guia de Mestrado em Engenharia Electrotcnica e de Computadores disciplina de Concepo de Circuitos e Sistemas Integrados Analgicos tomando como base os conceitos previamente adquiridos so leccionadas tcnicas avanadas de projecto de circuitos integrados tanto ao nvel de circuito como de sistema, nomeadamente topologias avanadas de amplificadores e circuitos realizados em condensadores comutados. Todos os aspectos relacionados com a tecnologia CMOS so abordados bem como as tcnicas mais utilizadas no desenho das mscaras. Nas disciplinas de electrnica avanada, nomeadamente em Electrnica III e Electrnica IV, dada a formao adequada de modo a dotar os alunos que optem por uma formao especializada em electrnica possam, efectuar projectos de engenharia de electrnica analgica no mbito dos requisitos da Indstria actual. 3. ACREDITAES E AVALIAES
O Mestrado integrado em Engenharia Electrotcnica e de Computadores resulta da adequao ao protocolo de Bolonha do curso de Licenciatura em Engenharia Electrotcnica e de Computadores. A Licenciatura em Engenharia Electrotcnica e de Computadores foi sujeita a avaliaes regulares desde a sua criao tendo em vista a sua acreditao pela Ordem dos Engenheiros e a sua avaliao pela Fundao das Universidades Portuguesas. Os relatrios integrais dessas comisses encontram-se disponveis publicamente na pgina do Departamento de Engenharia Electrotcnica. Neste captulo transcrevem-se apenas alguns excertos desses relatrios. De referir que a ltima acreditao pela Ordem dos Engenheiros foi concedida pelo perodo mximo (6 anos).

Guia de Mestrado em Engenharia Electrotcnica e de Computadores As concluses preliminares da Comisso de Avaliao Externa foram expostas oralmente pelo Prof. Domingos Moura no final da visita realizada no dia 22 de Maro de 2001. Este relatrio de avaliao externa segue de perto estas concluses preliminares. Recomendaes: 1. Aumentar significativamente os espaos disponibilizados para esta licenciatura, tanto aso nvel de salas de aula, como de laboratrios, salas de estudo e de computadores e biblioteca. Julga-se que esta recomendao est, pelo menos parcialmente, em vias de ser concretizada com a concluso do novo edifcio do Departamento de Engenharia Electrotcnica. 2. Prever a criao de oficinas adstritas ao Departamento de Engenharia Electrotcnica, equipadas em meios humanos e materiais para dar um apoio eficaz s vrias componentes do ensino da licenciatura em engenharia electrotcnica. 3. Aumentar e melhorar significativamente o equipamento dos laboratrios, os meios informticos e os recursos bibliogrficos. 4. Envidar esforos para melhorara a qualificao acadmica do corpo docente que se afigura claramente inferior ao desejvel. 5. Apresentar com maior clareza os objectivos do curso e as sequncias curriculares oferecidas. 6. Melhorar a coerncia entre as designaes de algumas disciplinas e os contedos dos respectivos programas (como por exemplo Sistemas de Telecomunicaes do 1 semestre do 2 ano, que seria melhor designada por Redes de Computadores) 7. Analisar cuidadosamente as causas do baixo rendimento do ensino, nomeadamente ao nvel dos primeiros anos e propor um programa de aces inovadoras e vigorosas para melhorar a situao. 8. Repensar o problema da durao das aulas tericas (ou de exposio) e a sua disperso fsica pelo campus de forma a aumentar o rendimento do ensino. 9. Prosseguir corajosamente a poltica j encetada pela direco do Departamento de Engenharia Electrotcnica de combate ao facilitismo, estimulando e encorajando um clima de estudo e trabalho intenso e continuado dos alunos ao longo do semestre lectivo. 10. Manter o excelente clima de relacionamento entre alunos, docentes e alunos e docentes e a permanente disponibilidade dos docentes, posta em evidncia e muito apreciada pelos alunos, em particular nas disciplinas da especialidade. 11. Melhorar a adaptao do ensino das disciplinas de matemtica s necessidades especficas da licenciatura em engenharia electrotcnica 12. Rever os programas, os mtodos de ensino e a insero das disciplinas de Fsica no plano de estudos que, para alm dos captulos tradicionais de Mecnica, Termodinmica e Electromagnetismo e ainda de certos captulos da ptica e da acstica, dever passar a incluir algumas matrias da Fsica Moderna, como a Relatividade e as bases Fsica do Estado Slido, e as suas aplicaes engenharia. 13. Repensar o programa e os mtodo de ensino da disciplina de Histria das Cincias que a grande maioria dos aluno considera pouco motivador. 14. Estudar a possibilidade de incluir no programa de estudos uma disciplina de Sistemas Elctricos de Energia, com a viso sistmica em que habitualmente so contemplados: obteno e transmisso de energia elctrica e a sua reconverso noutras formas de energia.

O aluno receber uma formao bsica a nvel de algoritmia que lhe fornecer uma ferramenta para alicerar os conhecimentos que vir a adquirir ao longo das demais disciplinas do seu curso. O conceito de microprocessador (Unidade Central de Processamento - CPU) apresentado com base nos conhecimentos previamente adquiridos em Sistemas Lgicos I, sendo efectuado um estudo mais aprofundado do funcionamento dos microprocessadores. Sero efectuados trabalhos que permitiro a compreenso do funcionamento dos componentes que constituem o corao do computador. Based on the basic knowledge acquired in Logic Systems I, this discipline aims to give the student a more detailed view on the way computers work, thus contributing to demystify the "box"... Students will learn the basic skills of algorithm development who will become an handy tool to support the work to be done in several disciplines throughout their course. The concept of microprocessor (CPU - Central Processing Unit) is presented based on the knowledge previously acquired in Logic Systems I. A more detailed analysis of the operation of the microprocessors will be supplied.
