An explosion at BPs Texas City Refinery in March 2005 cost the lives of 15 people and injured nearly 200 more. BP had failed to learn the lessons of earlier incidents, such as the Esso Longford Gas Plant explosion, that major hazards are quite distinct from the hazards that give rise to most occupational injuries and must be managed quite differently. Professor Choo is The Lloyds Register Educational Trust Chair Professor, and Director of Offshore Engineering Programme in the Dept of Civil Engineering, National University of Singapore (NUS). He is Director (Research), Centre for Offshore Research & Engineering (CORE) in NUS. Professor Choo has served as technical consultant in major offshore projects, and led or participated in international joint industry projects. He is Past President of The Institute of Marine Engineering Science & Technology (IMarEST), and was its first President from Asia.

Dr Piet Gerritsma

Dr Gerritsma has 30 years of experience as a processing geophysicist in Brunei Shell and Shell Canada. He has been actively involved with the full spectrum of geophysical topics as a researcher, team leader, section head and senior geophysicist. Dr Gerritsma has worked with multi-disciplinary teams, supervised seismic data processing projects, and conducted audits on seismic data processing procedures. He lectures at the Centre for Technical Geoscience and at the Delft University of Technology

Dr Samuel Vactor

President Economic Insight, Inc.


Dr Vactor has three decades of experience as an economist specializing in energy and natural resource issues. He has appeared as an expert witness on economic and energy issues in a variety of cases; including gasoline marketing, crude oil pricing, electricity market structures, index pricing, and the natural gas industry. He has managed the development of large data storage and retrieval projects at the International Energy Agency of the OECD in Paris and for Texaco, Arco, BP, and Exxon in the United States. He has authored numerous books and articles on energy issues, including An Introduction to the Global Oil and Gas Business, published in January 2010.
