MAIN ISSUES
Urban water Green areas/ spaces/ biodiversity Air quality Solid waste Noise control Greenhouse gases emission
CHALLENGES/DIFFICULTIES
SO PAULO in the context of the Upper Tiet River Basin Environmental issues is a multisector problem; strongly dependent on land use enforcement/ sanitation/ transportation Environmental issues are strongly dependent on integrated institutional management; many issues are not within PMSP responsibility

URBAN WATER
Flood control Water quality restoration and pollution control Water conservation Protection of water sources
FLOOD CONTROL
PROPOSITIONS
Integrated planning at basin level; Upgrade urban drainage infrastructure to progressively gain 100-year protection; Resettlement of the population established in flood risk areas; Recovery and preservation of permanent river protection areas in the city, with special attention to the implementation of linear parks; Implementation of measures for the increase of infiltration areas; Implementation of structural measures (retention/detention); LANDSCAPE DESIGN Improve resilience, adaptation measures

PROPOSITIONS
To incorporate rivers and water bodies as an important landscape element Negotiate/Demand wastewater collection and treatment ( So Paulo + metropolitan region) Control illicit connections between sewage and drainage system Increase protection (vegetation) along river margins Control non-point sources; structural and non-structural measures
Water conservation
PROPOSITIONS
Negotiate/ Demand control of losses in distribution systems; Changes in construction codes; Incentives for intelligent/ green buildings; Incentives for water saving kitchen/ bathroom fixtures, appliances; Incentives for water reuse/ rain harvesting systems
PROPOSITIONS
Enforcement of land use control Urban requalification in illegal settlements Restoration of riparian vegetation
Increase in new open/green spaces; to guarantee that there are parks and squares in the city of So Paulo within a 15-minute walk, at the maximum, from each residence; The target should be 50 m2/ inhab. of green area Creation of a fund for conserving natural landscape, cultural and historical sites
AIR QUALITY
CURRENT SITUATION
. Particulate
matter, ozone, NOx, volatile organic components in frequent standard violations . Traffic is the predominant cause . Diesel of poor quality . Legislation must be updated
Increase the use of renewable fuels; Better diesel quality; Update legislation for vehicles and air quality standards; Strongly dependent on improvements in traffic and mobility; Green buildings to reduce heat spots
SOLID WASTE
CURRENT SITUATION
. 17,000 tons/day . The entire area of the city is serviced with collection, but collection is difficult in illegal settlements . Low recycling levels
Reuse and recycling of waste in its full technological potential; Strict control of sediment production in construction sites and erosion; Promotion of special conditions for the composting of organic waste. Incineration of part of the MSW for power generation and the disposal of ash into controlled landfills.
