Welcome to Blambo shire

-- by Sally Cripps
The mayors of Blackall and Tambo shires have expressed dismay at the announcement that their two shires are to be amalgamated into a regional council of 30 000 square kilometres. The merge of the adjoining shires was one of many announced by premier Peter Beattie on Friday, July 27, sending shock waves through communities around the state. Blackall mayor Les Wheelhouse said it had been a very sad day in Brisbane when the announcements were made. The mayors who had lost their shires were very upset, he said. This whole deal (of local government reform) has been ill-conceived and totally unnecessary. Tambo mayor Dougal Davidson said it seemed very strange that a shire such as Tambo, which was among the top 11 per cent in the state, was forced into amalgamation, while Carpentaria shire, which was given a distressed rating by the Queensland Treasury

Blackall Magpies season comes to an end

Unfortunately the Blackall Magpies were forced to forfeit to the Longreach Tigers last weekend with numbers scarce due to work commitments, the u virus and existing injuries. It was not a great end to a difcult season, however everyone is looking forward to a better season in 2008. On July 28, Blackall met the Winton Devils in Blackall in a hard fought xture. Winton eventually ran out winners by 46 points to 12. Blackalls try-scorers were Jeremy Barron who went over within the rst three minutes and Chris Williams. Both tries were converted by Chris Williams. Winton player Joel Mann had an outstanding game with one try and 6 conversions, Adrian Lenton scored 2 tries, Nick Schnitzerling 1, Jason Fogarty 1, Chris Hancock 1, Grant Haddon 1 and Ali Rayment 1. The Magpies have yet to set a date for their presentation night.

Battle on the green

Only one competition game was held on Sunday July 29 due to shing competition at Isisford and political rally in Barcaldine. Mick Chapman and Dally Holden did battle in sets of nine with Mick winning the rst 8 6, then Dally winning the next 7 3. With Dally leading 5 2 in the last with two ends to go, a bit of good fortune came Micks way to pick up a 4 and 3 to win 9 6. In social play Ray Schluter and Mary Gray defeated Dick from Western Australia and Ale Cameron 19 15.

Corporation, was left alone. I was extremely disappointed by the premiers announcement, Cr Davidson said. I thought we had a reasonable show of surviving untouched. Tambo will bring $27 million in assets to the merger while Blackall will contribute $48 million. The report which recommended signicant reform to the system of local government in Queensland, reducing the number of councils in the state from 156 to 72, was welcomed by premier Peter Beattie. This report is the foundation for creating stronger councils for a growing Queensland, he said, adding that it was comprehensive and far reaching and would change the face of local government in Queensland. Local Government Association of Queensland president Paul Bell described the reforms as wholesale slaughter of a system without reason. The commissions report has arrogantly ignored the way local

IGA Community Chest swells RFDS coffers

Blackall IGA proprietors Tony and Naomi Holloway have donated $1000 from the stores Community Chest funds towards Rebecca Haughtons Royal Flying Doctor Service Spirit of Queensland awards campaign. I grew up in the bush and got my tetanus shots from the RFDS so I know how valuable they are, Tony said. The RFDS is such a good cause hopefully no-one needs it but it is vital so we just wanted to support it. IGAs Community Chest is a scheme whereby a percentage of prots from marked items is put aside for donation to charity. The money comes to us to distribute and Naomi and I put some in too, explained Tony. He said it was great to see a local girl putting so much effort into helping the RFDS and thought local shoppers would be pleased to see their money going to the cause.

Blackall, be proud. You have fought for your community in a way that the whole state has admired. A councillor from Boonah shire told me that Blackall took the prize for commitment and enthusiasm during the battle to halt council amalgamations, promising an instant busload of supporters when the plan to protest in Brisbane was rst mooted. We put in 93 submissions to the panel reviewing mergers and sent 283 statements of opposition to any amalgamation in the form of a postcard campaign. As late as this Monday, former councillor and Anglican minister Beth ONeill was campaigning in Brisbane on our behalf, telling journalists that local government in the bush is not a matter of perks for a few. They do it because they care about their communities, she told the cameras. It has become obvious though, that regional government is what Peter Beattie and his cabinet colleagues wanted, and that is what weve got. We now have more state electorates than local ones 89 versus 73. The president of the Local Government Association of Queensland, Paul Bell has pointed out that the state, which is seven-and-a-half times the size of Victoria, will have an identical number of local

councils when the reforms are implemented. I dont need to tell you what we have to lose from doing this. The loss of contact with the people making the decisions, the erosion of knowledge of local issues, the inghting that could occur at a regional level that would stie progress, and the apathy by the community to participate in a process of government that was no longer relevant to them, are all outcomes to be feared greatly. My colleague in Boonah told me that there was no Rosewood show this year. If Rosewood was still in the old Moreton shire, it would probably still be going, but with the removal of local government to Ipswich in the late 1990s, the local passion has nally run out. It shows how long some of the effects will take, she said. I say its not time to give up yet. We can still wring concessions out of the government, and the next state election is only 24 months away. A very elderly gentleman from Stanthorpe, on a walking frame, took part in the march in Brisbane last Friday. Someone asked him if he was up to the task. His reply was, If you cant walk this far for democracy, you dont deserve to be here. The Barcoo Independent urges you all to keep walking towards democracy. with Longreach is also unfortunate. The can do attitude of Central Western Queensland people will no doubt make these irrational forced marriages work; however this should not be misconstrued as acceptance or support of this irresponsible and illconceived grab for power and control by the State Government. Give yourself a big pat on the back - you have again reinforced the high level of spirit, commitment and pride we all have in our very special community called Blackall. Well Done and Thank-You.

Blackall riders at zone gymkhana

On Sunday, July 29 competitors from across the central west converged on Barcaldine for the zone 14 open pony club gymkhana. Riders came from Longreach, Aramac, Barcaldine, Jericho, Alpha, Blackall, Cone Break and Tambo. The program allowed for practice in events leading up to the pony club state sporting and mounted games titles which will be held in Winton in September. Zone 14 will be sending eight teams of children and young adults under 25 to this event and has been seeking sponsorship and fundraising across the west to assist in the purchase of uniforms for both horse and rider. The teams have been meeting at Barcaldine and Longreach for practice days and are progressing nicely towards their goals.

A very big red hot THANK-YOU Blackall for your support of our community based anti-amalgamation campaign. We won a few battles along the way, and beyond our community the war continues across the state at least for now. It was only through the personal support and actions of each of you over the last three and a half months that we have managed to limit the collateral damage to our unique community. The decision to amalgamate our shire with the Tambo Shire is devastating for that close knit community. Aramac, Jericho and Alphas consumption by Barcaldine is even more devastating. The amalgamation of Isisford and Ilfracombe

community works and how communities of interest within local government areas have built up over the last 100 years, he said. Id hardly call it progress to go back to 1875 when we had 65 councils under the premier, Sir Thomas Mc Ilwraith. The big is better argument has been discredited in every Australian state where councils have experienced amalgamation. Bigger councils have meant reduced services, rundown infrastructure and higher costs for residents. The regional council based around Blackall and Tambo was allocated four councillors by the reform commission, down from the current 15, and the commission said that elections should take place on an undivided basis. The two shires held discussions last week and decided to recommend to the government that divisions be put in place, along the current shire boundary. Both parties felt that four councillors were not sufcient for a council of the size proposed. The other amalgamated shires in the region have been given six so I think its reasonable for us to ask for six, Cr Wheelhouse said. He added that a nal break-up of numbers hadnt been agreed upon. Cr Davidson said he had put in for seven councillors with a breakup of four for Blackall division and three for the Tambo division. Blackall-Tambo will be submitted to the government as the preferred name for the new regional council. Other suggestions included Upper Barcoo, Kargoolnah and Enniskillen. Both shires are holding community surveys to ascertain the depth of support or otherwise for the forced amalgamation of the two. Tambos community funded survey papers were sent out last Friday and Blackalls went out to voters this week. The postal ballot-style forms are scheduled for return by next Friday, August 18. Our community was very keen to be able to express their democratic right and this enables them to do so, Cr Davidson said.

Chainsaw Beth ONeill plans to cut Premier Beattie off at the knees, along with Robyn Adams at the recent Barcaldine protest against the governments announcement of forced shire amalgamations. The two councils were expected to begin deliberations this week on the makeup of the Local Transition Committee, which will work closely with the councils on the transition to the new boundary in time for the 2008 local government elections. Cr Davidson said if both sides pull together, he thought the new regional council would be workable. tracks will be set up at both schools and students will receive a tracking sheet which will allow them to mark off the distances as they are travelled. It is anticipated that the marathon will become part of both schools health and physical education program for coming weeks. The schools would love to see parents and other family members participating and will soon be sending out details on tracking sheets and when the marathon will commence.

Good Sports ambassadors in Blackall

Eight associate clubs of the Blackall Multipurpose Sport and Recreation Association have enrolled to participate in the Good Sports program, which is a part of the Young Rural Males and Alcohol project that Winton, Longreach, Barcaldine and Blackall communities are involved in. The eight clubs that have signed up to embark on the Good Sports journey are the Blackall Netball Club, Blackall Campdraft Association, Blackall Senior Rugby League, Blackall Swimming Club, Blackall Pistol Club, Barcoo Amateur Race Club, Blackall Golf Club and the Barcoo Pastoral Society. The Good Sports project aims at assisting sporting clubs to manage alcohol responsibly. It helps clubs serve and sell alcohol within the boundaries of the law, which will enable clubs to meet their duty of care obligations. The project will also aim to reduce the alcohol related problems within our community such as underage drinking, binge drinking, violence and drink driving incidents. There are three levels of accreditation which Blackalls eight clubs will be working through. Stage one involves the training of

club members in the Responsible Service of Alcohol, a qualication which needs to be held in order to serve alcohol at any functions, as of the end of this year. Stage two involves a range of aspects including the provision of low alcohol beverages, safe transport home, and creating a smoke free environment. The nal stage of the project is the development of an alcohol management policy which will be documented and passed by each club. A study of more than 500 young people has found that more than 30 per cent of 13-17 year olds had participated in unsupervised drinking at a sports club, and 71 per cent of those had never been asked for proof of age. Another survey among sporting club members found that 51 per cent of drinkers at sport clubs are consuming alcohol at harmful or hazardous levels and these gures are believed to be strongly reected in the Blackall community. With the help of the Good Sports program and the Young Rural Males and Alcohol Project the eight local clubs will help promote a responsible attitude towards alcohol and provide a safe environment for players, members, families and supporters.

Myles makes a mile

Between 50 and 60 people gathered last Saturday evening to farewell Myles White, one of Blackalls paramedics, who has accepted a position at Port Douglas station and will be undertaking his last shift on Sunday, August 12. Myles arrived in Blackall in October 2005 from Kenmore station in Brisbane and has enjoyed the time spent in the district. The evening had a dual purpose, with Bruceene Bub Schurmann highlighted for her efforts over the years as an emergency ambulance driver and for making the QAS merit list as a student paramedic. President of the Blackall Local Ambulance Committee, Les Wheelhouse presented Bub with a stethoscope and anatomy and physiology textbook.

Forced Amalgamations (ie Local Government Reform) As I am sure you would all be aware by now the Queensland Government has announced that they will be adopting the recommendations of the Local Government Reform Commission for all amalgamations and boundary changes. This will mean that Blackall Shire and Tambo Shire are to amalgamate after the March 2008 Local Government elections. The Commission also recommended that the new Council be called Blackall Regional Council, be undivided and we would only have 4 Councillors plus the Mayor. Blackall and Tambo Shire Councils have made a joint submission to the Local Government Minister to have the name changed to Blackall-Tambo Regional Council, be divided for electoral purposes and that we be granted 6-7 Councillor positions. A decision on this will be announced with the adoption of the new legislation on August 8. Further information regarding this amalgamation process will be made available as we are advised by the Department. Community Survey In order to overcome the threats that the Local Government Minister will stop all referendums on the subject of amalgamations Council will now be holding a community survey on the subject of forced amalgamations. The question to be asked is: Do you support any recommendation of the Local Government Reform Commission that requires forced amalgamations or boundary change for Blackall Shire Council? Yes / No These surveys are completely voluntary, however I would encourage everyone to complete the survey and return it to the Ofce - the information gleaned from this survey will help with future debate regarding this process of forced amalgamations. Annual Garden Competition Nominations, closing on Friday, August 17, 2007 are invited for the Annual Blackall Shire Council Garden Competition. The prize winners in each

detected on your breastscreen, you will be sent a letter for a routine breastscreen in two years time. Having a regular breastscreen every two years is an important part of caring for your health as age is the biggest risk factor in developing breast cancer. Your breastscreens will be securely stored at the service. About 7 in 100 women will be asked to return because their breastscreen showed changes which require further investigation. Being asked to return does not mean you have breast cancer. Less than one per cent of changes on breastscreen turn out to be breast cancer. Cold weather affects VIC numbers

The month of May found Blackall a very busy time due to the Barcaldine CMCA Rally. Visitors were staying in Blackall whilst waiting the opening of the rally. The VIC Centre broke records on visitor numbers, caravan parks and rest areas were busting at the seams. It was GREAT!! Visitor numbers at the Blackall Visitor Information Centre were

down on last years in the months of June and July due to the cold weather. It is believed the tourist season will be prolonged this year as at this stage in the season we are nding visitors are still heading north for the warmth and sunshine. Remember if you see a visitor in town smile and say Gday!

Diamonds dazzle in the dust

The Diamonds in the Dust Kindy fundraising ball held recently at the Cultural Centre in Blackall was a memorable night for all who attended. The dress code was semi-formal with black tie optional. Everyone looked splendid in their nery guys came in suits and bow ties and the gals looked gorgeous in their beautiful frocks and outts. It was wonderful to see a wide age group of people there and would have brought back memories of some of the balls from days gone by. The presidents drinks, sponsored by Black Toyota, commenced at 6.30 and a good number of people rolled up to kickstart the night, with ladies sipping on champagne, ute glasses complete with

strawberries and faux precious stone rings attached the diamonds in the dust. Fairy lights and silk swags draped from the roof set the scene and Brisbane band Three Legged Dog did not disappoint the appreciative crowd who danced the night away. Band members mingled with locals in between sets, commenting on the hospitality and friendliness of people in the town. Early in the evening there were demonstrations from the local dance students the young ladies looked a picture in their pretty dresses. There was also some dance instruction from the tutor for an all-in-one dance, a lot of fun and quite hilarious for those that were

a bit unco! It was a Kindy committee decision to move away from a traditional sit-down meal and opt for nger food instead. Kaye Wood and her crew provided the food for the evening and put on an impressive spread of cocktail and nger food. The occasion was denitely a highlight on the Blackall social calendar for the 130 or so people who attended. The Blackall Kindergarten and Daycare Centre committee was grateful for all the assistance it received in making the ball possible and from those who attended, which will help raise funds to keep the centre operational.
