MEMORANDUM

To, Sh. Shiv Gopal Mishraji General Secretary AIRF,New-Delhi. SUBJECT:- Submission of Memorandum for better Pay Structure and
Career progression to Station Masters- Reg.

Honorable Sir,
According to the report released by the VI Pay Commission, it can be seen that in comparison to the other Govt. branches including some branches of Railway, Station Masters have not received full justice regarding the Pay Scale and other allowances. This matter regarding Pay Scale GP 4200 instead of GP 2800 is forwarded to the Finance Ministry through Departmental Anomaly Committee. With your efforts this matter has been sent to the Anomaly, for which we are very grateful to you, but its still pending. We request you to kindly persue this matter as soon as possible. We also request you to forward the matter to DAC regarding Additional Allowances (Safety/Risk Allowance) in comparison to the running staff in item no. 20 otherwise we will not receive full justice. Regarding Designation Station Master never remains Assistant Station Master as the Assistant Station Master has to work independently in his shift duties. After completion of prescribed training when he is posted at a station, he may be a junior to his senior but not an Assistant because in whatsoever shift he works, he works independently and remains responsible always towards his duties of train working. As such, to designate him while appointing Assistant Station Master is not justified so his designation should be Station Master and not Assistant Station Master at the time of appointment. We demand for the following Designation, Grade Pay and Allowance as recommended by COMs of various zones. 1 The initial grade of ASM should be 9300-34800+GP 4200 instead of Rs. 520020200+GP 2800, this will also save them from social isolation. 2 There should be only 4 grades in the cadre such as a. Station Master -9300-34800+GP 4200 b. Dy. Station Manager -9300-34800+GP 4600 c. Station Manager (NG) -9300-34800+GP 4800 d. Station Manager (Gaz.) -9300-34800+GP 5400 3 10% of total strength of Station Masters shall be made as Station Manager gazetted.

4 Allowances: - (COM, NR) The running staff crew/guards are paid allowance for shouldering Responsibilities of safe of only one train at a time, whereas ASM has to bear responsibility for safe and quick passage of several trains during his duty period without being paid any extra allowance even though the risk factor involved in his duty are higher than staff of other departments. This category should be given an allowance as risk allowance with a rate of 10% of the (basic+DA). This category should be given an allowance as hardship allowance with a rate of 30% of the (basic+DA) to enable him to maintain his family at a better place. COM, ECR : Safety Allowance of 30% COM, ER : Suitable Allowance may be considered. COM, NCR : Provision of special Allowance. COM, SECR : Suitable compensation to be paid as an intensive.

Recommendations of COMs of various zones for improvement in working condition for SMs category
1. Additional Station Masters at centralized panel: - with the introduction
of panel interlocking from central panels. ASMs are required to grant line clears to trains and take care of sale of tickets. They also exchange alright signals and attained to emergency requirements such as crank handling etc. It is one therefore, proposed that in case of double line sections, one indoor ASM and one outdoor ASM be posted. The criterion for providing Booking Clerks should be reassessed on the basis of both commercial and operating activities instead of present criteria which only consider sale of tickets. If sale of ticket is more, the ASM should be increased instead of Booking Clerk. This is because Booking Clerk being nonsafety category can not help ASM in any other activity where as additional ASM can do multiple jobs.

2. The system of job analysis should be done away with because it leaves discretion
in the hand of PI who is not sensitive to hardship faced by ASM.

3. Traffic operations are an area where, duty hours are not related to work load. It is
proposed that yard-stick be defined in case of traffic staff also and that ASMs who are working on dense traffic corridors and multiple line sections, be put on intensive roaster which would include a calendar days rest.

4. Reducing night duty hours/shifts: Continuous night duty need to be avoided and
suitable roster involving only 2(two) night shifts at a stretch may be implemented at all place.

5. Review of the departmental promotional system to ASM category:Station Master is the backbone of the train operations and has to perform hazardous, multifarious and challenging duties. Keeping in view the responsibilities involved in his working, the induction to ASMs cadre on

Promotional basis (GDCE/LDCE) should be reviewed to prevent Deterioration of Working Standards. 6. Station Masters selected with degree may be given training covering advance transportation, control working, working of yards, FOIS/COIS, computer. 7. Adequate provisions for RG/LR SM should be ensured at all Stations for smooth and normal working and Vacancies should not be allowed in the cadre so that the staff gets leave in time without inconvenience. 8. SMs/ASMs are brand ambassadors of railway image for public. Railway should provide better chamber/rooms with good furniture etc. to boost their moral and image of the railway. 9. Attached toilet facility with ASM office, resting facility for LR/RG with cooking facility or cooking allowance. 10. Road side staff should be permitted to avail medical facility from nearby doctor and should be given reimbursement since means to reach Railway Hospital are not available. If time is not possible, then railway should nominate doctors whom staff can consult in case of emergency.

Other Demands: 1. Anomaly pertaining to MACP: Denial of 4800 GP to those Station Masters
who got their Rs. 4600 GP on regular promotion ignoring their 20 years of continuous service in Rs. 4200 GP 2. Uniform and Washing Allowance: At par with Nursing staff. Demand for operating staff to review duty hours High Power Committee asked for suggestions on review duty hours. Some suggestions are as under: 1. 12 hours duty (Essentially Intermittent) roster of SM category should be abolished in Indian Railways. 2. The working hours are reduced to 40 hours a week in the case of continuous workers and 30 hours a week in the case of Intensive workers. We believe that with your efforts, and with the effect of federation, this matter will be reformed so that Station Masters known as ICON of Indian Railways who perform their duties honestly and confidently, will get their rights.
