Please be informed that the Regional Women and Childrens Protection Desk, AntiTrafficking in Person personnel led by PCINSP LEA B SUPELANA, Chief, RWCPD is conducting surveillance to a certain Samantha Andaya alias May Andaya of Kalibo Aklan, working as floor Manager at Lady Anne Disco Club, Along corner Beatis Street Cormidal St., Tabaco City, with Warrant of Arrest dated January 9, 2009 under Criminal Case No. Q-09-156509 for Qualified Trafficking issued by HON. MA LOURDES A. GIRON RTC NCR Branch 102, Quezon City. Accordingly, said subject is still recruiting minors to work as commercial sex worker in our AOR. She was the former star dancer of Lady Anne Legazpi City, and apprehended for an indecent show by the personnel of CIDG Provincial Office last 2008. TIP Personnel of this office secured pictures (2008-2010) of GROs of Lady Anne Tabaco for identification purposes by the victim Rachel Sumalinog of Quezon City. She was under the care and custody of ECPAT an NGO located at Quezon City, which caters TIP victims. We coordinated to said NGO and they are very willing to cooperate for possible arrest of the accused and Ms. Neng the social worker assigned , stated that the victim is very much willing to assist the TIP personnel in the identification of the accused that is still roaming and recruiting minors to work as GRO at said establishment. She wanted to come over here and join the group in the operation, because its better to identify the subject in person than based on photographs only. In view of this, may we request Twelve Thousand Five Hundred Pesos Only (P12, 500.00) for Operational fund support to cover the following expenses; Bus fare ( 1,000.00 x 3pax x 2 back & forth) = 6,000.00 Food/Meal (500.00 x 3 pax x 2 days = 3,000.00 Food /Meal of Victim ( 500.00 x 3 days) = 1,500.00 Incidental expenses = 2,000.00

In line with this, may we request from you to accommodate the group coming from this office and be able to conduct dialogue and give something needed by the CICL and female detainee as our gift giving. The objective of this activity is to strengthen the relationship of WCPD investigators with CICL and female offenders, in order to gain their trust and confidence with the law enforcer as well, even they committed unlawful act, still we should let them feel that they still belong in our community. The objective of this activity is to strengthen the relationship of WCPD investigators with the female and children victim-survivor, in order to gain their trust and confidence with the law enforcer as well, even they are victims of circumstances, still we should let them feel that they still belong in our community.
