TERMS OF REFERENCE

Deputy Chief Economist/Economist M.Sc Economics Maximum 45 years 07 years in development economics in public/private sector.

To help Chief Economist in preparing a consolidated and sustainable Long Term Development Plan for Khyber Pukhtunkhwa, that is effective, credible and accessible. To help in supervision and monitoring the implementation of development plan for the province. To help in arranging fund for developmental projects and close liaison with Federal Government and donors on matter pertaining to development of the province. To Assist Chief Economist in preparing Annual Development Plan in line with the parameters of the Long Term/ Short Term Development Plan. To Assist and decide the inclusion of sectoral projects/schemes in the Annual Development Resources and ensure judicious and economized use of development resources. To assist in sectoral appropriations and re-appropriations of funds and re-conciliation of budget with Finance department.

To examine and decide the economic viability of projects/schemes (PC-Is) and put up briefs to the Chief Economist in line with the development priorities before submission to PDWP. To assist Chief Economist regarding the work of economic analysis, coordination and Foreign Aid Section, information Resource Center and Bureau of Statistics (BoS). To assist in research regarding different economic sector of Khyber Pukhtunkhwa. To Create and use various economic modeling techniques to development forecasts; analyzing data to test the effectiveness of current policies and services and advising on the suitability of alternative courses of action. To assist in writing various technical and non-technical reports on economic trend and forecasts to inform the key decision makers i.e. Chief Economist, Secretary, Additional Chief Secretary and Chief Minister of Khyber Pakhtunkhwa. Preparing briefs for Chief Economist, Secretary, Additional Chief Secretary and Chief Minister on different aspects of Khyber Pakhtunkhwa. Willingness to take initiatives and to be flexible. Knowledge of IT and IT software (word-processing, spreadsheet, electronic mail)and a willingness to learn new programmes Ensuring that project goals, objectives, processes, and activities are gender sensitive and meet the needs and priorities of all stakeholder; To enhance project impact by providing analysis of accountability with respect to the use of project funds. Assistant Chief BSc in Civil or Electrical Engg or MBBS or Masters in Social Sciences, MBA, MPA

Age: Experience: with

Maximum 45 years Minimum 07 years in public sector in the monitoring and evaluation process sound analytical approach to handle developmental initiatives.

Duties & Responsibilities: To assist the Chief in preparation of Annual Development Programme (ADP) for the concerned sector of Khyber Pukhtunkhwa, scrutiny/ appraisal of PC-I and detailed cost estimate of development schemes and preparation of working paper for PDWP. To collect and analyze data pertaining to respective sector from Line Department. To assist in monitoring of ongoing schemes and preparation of working paper for quarterly review and Annual review meetings. To attend meetings of PDWP,DSC, DDWP on behalf of Chief of Section etc. To assist the chief in the matter pertaining to Chief Minister/Governors Directive as well as preparation of necessary briefs/ comments on the working paper of various meetings to be attended by the senior officers of the P&D Department. Carried out research, promote and realize the concept of development to enhance economic growth and reduce poverty. Facilitation of knowledge building and knowledge sharing with in the section. Treat supporting staff fairly without favoritism and on performance basis. Willingness to keep abreast of new development in the subject field. Demonstrated ability to apply good judgment, good analytical approach and problem solving ability to handle developmental issues/problems. Willingness to take initiatives and to be flexible. projects. Duties & Responsibilities: Energetic and dynamic personality with a positive attitude Ensure smooth functioning of designed systems Periodic maintenance of databases Designing of new reports from database required by the management Preparation of draft ADP for all sectors of of the Province Conduct preparatory meetings on draft ADP with concerned Sections/Departments. Preparation of presentation for different forums for higher management Management and installation of designed software Management of procurement of computer equipment for computerization of P&DD House Keeping of Database of various applications Conduct trainings on use of new or existing systems. Admin Officer MBA (Fin/HR) Maximum 62 years 10 years in the office management

Duties & Responsibilities:

To supervise the administrative support functions in relation to staff, office premises, furniture, equipments, vehicles and transport in accordance with the guidelines of the project management. To organize project related seminars and workshops. To ensure conducive working environment for the project staff. To supervise and procure the essentials items for office using inventory control system. To identify staff needs and propose appropriate solution. To supervise services agreements for equipments and vehicles and ensuring effective maintenances of Project vehicles and office equipment. To maintain office discipline amongst the project staff. Perform in due time personnel matters, i.e. contracts, attendance records, monthly leave reports To ensure logistic arrangement for project staff during field visits. To organize and process traveling allowances and medical claims of the project staff. Any other identical task assigned by the Competent Authority. LAN Administrator MS/BS/BCS/MSc Computer Science Maximum 30 years 05 years in their relevant field

Duties & Responsibilities: Energetic and dynamic personality with a positive attitude Installation & configuration of LAN (both Cable /wireless Troubleshooting & Maintenance of LAN Analyze and resolve technical problems for established networks Installation & configuration of switches, routers, Accessories , printers etc Advance knowledge of TCP/IP Protocol Plan, test, recommend, and implement network, file server, and workstation hardware and software Conduct technical research on network upgrades and components to determine feasibility, cost, time required, and compatibility with current system. Recommend network solutions for short-, medium-, and long-range network of the department. Install, configure and maintain network components. Determine plan layout for new hardware or modifications to existing layout. Install, upgrade, and configure network printing, directory structures, user access, security, software, and file services. Establish user profiles, user environments, directories, and security for networks being installed. Document network problems and resolutions for future reference. Duties & Responsibilities: To assist the Budget and Account Officer in relation to the project funds and reconciliation. To ensure compliance of accounting procedures and check for accuracy of cash payment vouchers, Bank payment vouchers, and journal vouchers together with complete supporting documentation in support to every financial transaction.

To supervise the expenditure of the project. To identify staff needs and propose appropriate solution. To ensure and prepare TA/DA for project staff during field visits. To process traveling allowances and medical claims of the project staff. Liaison with Accountant General Office in release of funds. Any other identical task assigned by the Competent Authority
