Conference on Humanitarian Action Studies 2011


Building Peace through the Improvement of Humanitarian Diplomacy Gadjah Mada University Yogyakarta, October 10-14, 2011

Background Humanitarian Action is a crucial concept to explain the intervention during humanitarian crises. Humanitarian emergencies such as natural disasters, armed conflict and complex humanitarian emergencies has create a serious disruption to society. In order to response these crises, many actors e.g. states, international organizations and non-government organizations, strive to contribute to the relief, recovery and rehabilitation programme. Within this context, it is insistent to perceive the mechanism of humanitarian action and the relations pattern between actors in the field. As a concept, humanitarian action is rarely further explored. Yet, this concept can provide significant tools for humanitarian intervention. Humanitarian Action was build based on the principle of humanity, neutrality, impartiality which mentioned in Geneva Convention (Jocelyn). In addition, Bannet on his publication has emphasized the principle of humanity as the foundation for humanitarian action (Barnett p 1). International Committee of Red Cross (ICRC) even established to ensure that the commitment of Geneva Convention is respected and implemented. Humanitarian action will become a framework to analyse the complexity of humanitarian crises which perceive from various related aspects : politics, legal, social, public health and psychology. Further, this concept also elaborate the relation patterns between actors on humanitarian enterprise. The Conference on Humanitarian Action is organized to develop an academic framework within humanitarian action. It will bring together scholars from various disciplines along with

professional to discuss humanitarian action from respective field. Comprehensive understanding on humanitarian crises is required to strengthen the humanitarian diplomacy which can further contribute to conflict resolution and post-disaster rehabilitation. It is expected that this conference can contribute to the development of humanitarian action in Indonesia while also build networking within institution and individuals whom interested with humanitarian action.

Purposes 1. To develop an academic framework within humanitarian action. 2. Contribute to the development of humanitarian action in Indonesia. 3. Build networking within institution and individuals whom interested with humanitarian action.

Theme Building Peace through the Improvement of Humanitarian Diplomacy

Place and Date Yogyakarta, 10-14 October 2011, hosted by Department of International Relations, Faculty of Social and Political Sciences, Gadjah Mada University in collaboration with International Committee of the Red Cross (ICRC) Indonesia.

Participants Scholars from universities in Indonesia, academician, practitioners, government who actively involve on humanitarian action, college students, lectures of International Relations from universities in Indonesia, etc.

Basic Short Course Participants are expected to arrive today. Organizing Committee will be at hotel during the arrival. Participants who bring their own vehicle can park their vehicle at the hotel. ICRC only covers accommodation and travel expenses (including airport tax and local transport) during the events for participants outside Yogyakarta, participants from Yogyakarta will be not provided hotel rooms.
