Introduction
Ethiopia has embarked on a process of reforming its TVET-System. Within the policies and strategies of the Ethiopian Government, technology transformation by using international standards and international best practices as the basis, and, adopting, adapting and verifying them in the Ethiopian context is a pivotal element. TVET is given an important role with regard to technology transfer. The new paradigm in the outcome-based TVET system is the orientation at the current and anticipated future demand of the economy and the labor market. The Ethiopia Occupational Standard (EOS) is the core element of the Ethiopian National TVET-Strategy and an important factor within the context of the National TVET-Qualification Framework (NTQF). They are national Ethiopian standards, which define the occupational requirements and expected outcome related to a specific occupation without taking TVET delivery into account. This document details the mandatory format, sequencing, wording and layout for the Ethiopia Occupational Standard which comprised of Units of Competence. A Unit of Competence describes a distinct work activity. standard format that comprises: Occupational title and NTQF level Unit title Unit code Unit descriptor Elements and Performance criteria Variables and Range statement Evidence guide It is documented in a

Together all the parts of a Unit of Competence guide the assessor in determining whether the candidate is competent. The ensuing sections of this EOS document comprise a description of the occupation with all the key components of a Unit of Competence: chart with an overview of all Units of Competence for the respective level including the Unit Codes and the Unit Titles contents of each Unit of Competence (competence standard) occupational map providing the technical and vocational education and training (TVET) providers with information and important requirements to consider when designing training programs for this standards and for the individual, a career path

Occupational Standard: Spinning and Ginning Operations Level III Unit Title Unit Code Unit Descriptor Monitor Spinning and Ginning Production Process TXT SGO3 01 0511 This unit covers the knowledge, attitudes and skills required to monitor spinning and ginning process to ensure efficient production.

Elements 1. Monitor process

Performance Criteria 1.1 Job specifications are checked for requirements including quantity, quality and special requirement. 1.2 Performance parameters are identified to the extent required to be able to report known or suspected problems. 1.3 Production processes are monitored to ensure consistency with specified outcomes. 1.4 Job records and other documentation are maintained. 1.5 Monitoring is conducted according to OHS practices.

Elements 1. Confirm production requirements

Performance Criteria 1.1 Projected requirements regarding stock supplies, product quantities, quality and delivery schedules are confirmed. 1.2 Identified issues and problems concerning projected requirements are resolved in collaboration with relevant personnel. 1.3 Requirements for implementation of organizational systems are determined.

2. Gather specific production information

2.1 Specific information relating to production capacity is obtained and confirmed 2.2 Details of production line requirements regarding batch or run sizes and other relevant information are gathered and interpreted for use in production plan preparation. 2.3 Resources, supply requirements, availability of machines and personnel is identified and confirmed.

3. Participate in planning meeting

3.1 Specific requirements for meetings are confirmed. 3.2 Production data and other planning information is prepared. 3.3 Information is contributed and discussed according to meeting procedures. 3.4 Follow-up action on meeting outcomes is taken 3.5 Production planning records are maintained and reports prepared, where necessary.

Occupational Standard: Spinning and Ginning Operations Level III Unit Title Unit Code Unit Descriptor Perform Machine Setting and Operational Maintenance TXT SGO3 06 0511 This unit covers the skills and knowledge required to set machines for product changes, reset them after general fibre related stoppages and perform minor maintenance of machinery.

Element 1. Determine required specifications 2. Set machine

Performance Criteria 1.1 Required specifications for raw materials, product and machine are identified and interpreted for application in the testing and setting up process. Machine is cleaned and set in accordance with raw material and product specifications and machine manufacturer and workplace procedures. During setting and testing, condition of work area around machine is maintained to meet workplace and OHS practices. Machine operation is checked to ensure correct operation. Where appropriate, a sample is produced and checked for conformance with workplace requirements and product standards and further adjustment is made until sample meets specifications. Appropriate diagnostic procedures and tests are used to locate and identify faults in the machine. Correct hand tools and measuring equipment are chosen and use to rectify problems. Major problems in machine are identified and reported. Minor problems, which are within the operator's skill level, are identified and adjustments or repairs are assessed . Environmental requirements and procedures concerned with waste, pollution and recycling of materials are correctly applied at all stages of the process. Adjustments or corrections are assessed consistent with operator's skill level. Machine is checked to ensure correct operation. Correct hand tools and measurement equipment are chosen and used to correct problem. Records and other documentation of setting and maintenance work are clearly and accurately completed.

The unit applies to the repair of final products or products produced at different stages of production to meet quality standards. Performance Criteria 1.1 Textile product fault is identified. 1.2 Requirements for repair of textile product are determined and specifications for repair task documented.

Performance Criteria 1.1 Work pieces or materials are laid out in sequence. 1.2 Work area, bench or seating are set up or prepared according to OHS practices. 1.3 Specialized machine is prepared and adjusted according to the specifications for the work. 1.4 Problems are reported and recorded.

2. Operate specialized machine

2.1 Specialized machine is operated. 2.2 OHS practices are followed. 2.3 Work is assessed for compliance with quality standards and production specifications. 2.4 Specialized machine is checked during production and adjusted to ensure optimum performance.

3. Dispatch completed work
