1.1 The Government of Malaysia has taken a decision to upgrade the railway
infrastructure throughout Jabatan Keretapi Negeri Sabah (JKNS) railway
network. In conjunction with this, a new signalling and communication system
will be installed between Tanjung Aru (inclusive) and Tenom (inclusive) railway
stations. To enable this project to be implemented, the General Manager of
Project Management Department, KTMB, has been assigned the task of planning
and implementing the project on behalf of Ministry of Transport, Government of
Malaysia.
1.2 At present all railway stations are without any signals to control the movement of
train in and out of station. Whereas the points at the stations are operated using
spring loaded lever which can be padlocked, and the position of the points are
indicated by high point indicator for the outermost facing point .
1.4 All level crossings involved are at present having only a very minimal or without
any protection system. This project will provide the selected level crossings with
the necessary protection system to safeguard the train operation and the road
users (the public).
1.5 All equipment and materials required for the complete signalling and
communication systems referred to, shall be supplied by the Contractor,
including optical fibre cables, digital transmission equipment, PABX, train radio
equipment, GPS, train dispatching equipment, block and station signalling
equipment, level crossing protection equipment, power supply equipment,
earthing & surge / lightning protection equipment, all installation and construction
materials, as well as all other indoor and outdoor equipment and all cabling.
1.6 The Government of Malaysia proposed to award the contract on a ‘design and
build’ basis and based on a Fixed Lump Sum Contract.
1.8 Each Tenderer is required to submit with his tender adequate and sufficient
details of the following :-
• materials to be supplied;
• material suppliers;
• construction methods to be used;
• professional firms to be engaged and their scope;
• key personnel to be employed;
• and all other necessary details to enable the Employer to be properly
evaluate the technical adequacy of the tender proposal and sufficiency of
implementation capacity to complete the contracted Works within the
Contract period. Such details should not be confined to those required in the
various listed schedules but should extend to all descriptions which will
adequately amplify the tenderer’s available resources and technical
understanding of the tasks involved.
2.1 The Scope of Work includes execution and satisfactory completion of all works
within 24 (twenty four) months time scale and to the satisfaction of the S.O. The
list of deliverables shall include, but not necessarily be limited to the following :-
2.1.1 Provision of fibre optic cable of the type 24 cores single mode armoured type,
including all installation materials, trenching works, splicing & termination works,
etc.
2.1.2 Provision of digital transmission system conforming to 2 Mbits/s and SDH STM-1
hierarchy with Add/Drop Multiplexer facilities at all stations. The system shall
include Network Management System (NMS) for local supervision at each station
and remote supervision facilities for the whole JKNS’s network located at
centralised traffic control centre (CTC) at Tg. Aru. The system shall also provide
data and voice channelling facilities at n x 64kbits/s and below to suit JKNS’s
requirements at every station. The Tenderer shall study JKNS’s existing channel
requirements as well as the channel requirements for various systems to be
provided under this Contract.
2.1.3 Provision of Automatic Telephone Switching System (PABX) at Tg. Aru which
shall have a capacity of 180 extensions, with provision for future expansion of up
to 240 extensions. The new PABX system shall come complete with facilities
such as system management, call information logging / call billing system,
system programme, operator console, etc.
2.1.3.1 Provision of PABX telephone at gate hut for level crossings within 2 Km from the
station.
2.1.4 Provision of Train Radio System, which include a Global Positioning System
(GPS) for train location. The train radio system shall have facilities for voice and
data communication as well as for block signalling purposes.
2.1.4.1 Provision of train radio communication at 22 (twenty two) level crossing gate
huts, including all installation materials, power supply, lightning protection, etc.
2.1.6 Provision of trailable self normalising point at all stations, which normally set to
either main or loop depending on the direction of train travel. This shall include
fixed warning and stop boards, electrically lighted facing point indicators and all
point fittings. The requirements are as per Technical Specification – Section B.
2.1.7 Nil
2.1.8 Provision of new level crossing protection system, including all necessary signals
interlocking and controls for 22 (twenty two) crossings, road traffic light system,
highway crossing signals and alarms equipment, 2 aspect colour light railway
signals, gate huts, power supply system, earthing & surge protection system,
etc.. The requirements are as per Technical Specification - Section B.
2.1.9 Provision of all materials, equipment and installation for interfacing and
integration between systems to be provided under this Contract.
2.1.10 Provision of a complete power supply system for various equipment / systems to
be supplied under the Contract. The details of the power supply system shall be
as per Clause 10.0 of Technical Spec. – Section A.
2.1.11 Provision of mains power supply at Pangi and Rayoh railway stations, with all
power supply facilities including switchboard, fuses, circuit breakers,
overcurrent/overvoltage and lightning protection, lighting, fans, power points, etc.
and wiring works. The detail requirements shall be as per Clause 10.0 of
Technical Spec. – Section A.
2.1.12 Provision of multi-stage protection against transient high voltages and currents,
including lightning surges, introduced via the mains power supply/standby power
supply and outdoor cabling network. A first stage lightning/surge arrestors of
suitable rating shall be installed at incoming mains power supply to equipment /
system’s power supply cubicle. The subsequent stages of protection shall be
proposed by the Contractor in his Tender or prior to installation. This shall include
all d.c. voltages (from power supply system) incoming to various equipment to
be supplied under the Contract which shall have external lightning / surge
arrestor. All data links to transmission equipment (including any link from DCE to
DTE and vice versa) shall have additional opto-isolators in addition to lightning /
surge arrestors.
2.1.12 Provision of an efficient earthing system that consist of fast transient earth for
all the systems to be supplied under the Contract, inclusive of a system of earth
leakage detection and protection fuses on all incoming cables into equipment
room, train radio cabin, lineside cabinet and gate hut. The details are as per
Clause 10.0 of Technical Spec – Section A.
2.1.13 Provision of all indoor and outdoor cables and cabling works, including under
track & under road crossings, under the station platform and aerial cabling works.
The Contractor shall also study the requirements of aerial / indoor / outdoor
cables and cabling works to serve JKNS offices, selected staff quarters and level
crossing’s gate huts. All other materials for the running and termination of cables
from PABX exchange / stations to respective locations shall be provided by the
Contractor, including telephone posts, cable splice materials / equipment,
location boxes, terminals, lightning arrestors, etc. The requirements of PABX
extensions at JKNS offices, staff quarters and gate huts are as per Appendix
T4/b.
2.1.14 Provision of special tools and test equipment for various systems to be supplied
under this Contract. The details are as per Clause 6.0 of the Technical Spec –
Section A.
2.1.15 Dismantling and recovery from site of all equipment and materials made
redundant or are hindering to the Works and handed over to JKNS, where
applicable.
2.1.16 Stage work, temporary work, etc., in respect of new and existing systems, plant
and equipment to facilitate installation, testing commissioning of the Works in
portions or stages.
2.1.17 The Contractor is expected to be familiarizing with the existing systems and
interface requirements. The Contractor is also expected to perform user
requirement captures to assess the extent of interface and modification for all tie-
in works under the scope. The user requirements captured shall be finalised prior
to any detail design and required approval from JKNS. All tie-in works shall
obtain JKNS’s approval before work starts. The user requirement captured is not
limited to the followings:-
(c) Interface check lists, drawings and documents to facilitate the confirmation of
the interface or tie-in works.
2.1.18 The Contractor shall submit together with the tender the System Availability
Performance (MTBF, MTTR, etc.) for the systems / equipment to be supplied.
2.2 The Contractor shall be responsible for the provision of everything necessary
(whether specifically mentioned in this specification or not) including optical fibre
cables, digital transmission equipment, PABX, train radio equipment, GPS, train
dispatching equipment, block and station signalling equipment, level crosing
protection equipment, power supply equipment, all installation and construction
materials, as well as all other indoor and outdoor equipment and all cabling, all
small parts, items etc. to ensure the successful implementation and proper
operation of the Works. The works shall include:-
c) Provision of all tools, instruments, test units, special test equipment, plant and
equipment, etc. necessary for provision of the Works.
2.3 The Defects Liability period shall be 24 (twenty four) months from the date of
issuance of Certificate of Practical Completion. All Engineering designs shall be
supported by a 5 year design guarantee.
The limits of Works for which the Contractor shall be responsible, shall be at all
railway stations and along the track between Tg. Aru (inclusive) and Tenom
(inclusive), relevant JKNS offices and at 22 respective level crossings.
The cost of relocation of such services and utilities including any anticipated
damages or financial loss to the authorities/owners shall be borne by the
Contractor and no additional claims shall be entertained by the Employer.
The Contractor shall make all necessary arrangements to relocate or resite the
services and utilities affected. Sufficient notice shall be given to the respective
authorities/owners. No extension of time shall be granted for any delay in the
Works due to resiting of such services and utilities including claims to the
Employer.
6.0 PERSONNEL
The contractor is responsible for the deliverables of this Contract, and hence is
responsible for the provision of all resources, including personnel. However in the
interests of ensuring adequate and experienced staffing, the Employer requires
that at least the following nominated specialist personnel be included in the
contractor’s site based team:-
The contractor shall employ an experienced site-based Safety Officer for the
duration of the Contract, particularly to deal with the necessary safety issues
and requirements arising of this Contract.
7.0 SPARES
7.1 The Contract shall include a list of capital spare parts to be provided, including
prices and quantities required, for the Works which will keep the Works in full
working order for at least five (5) years and which shall guard against any
emergency arising from failure of individually apparatus. The Contractor should
ensure that the spare parts are locally available for quick delivery and expedite
restoration of system failure.
7.2 Except where specified otherwise, the quantity for each item shall not be less
than 10 percent of the total quantity of the same item in use in the Works or not
less than two (2) units or pieces, whichever is higher. This shall apply also to
optical fibre cable. For consumable items with limited life, such as lamps, fuses,
etc., appropriate quantities will be required.
7.3 The list of spares may be modified during the contract period, where necessary,
to take into account any design changes or variation orders which may arise.
7.6 The maintenance spares provided under the Contract shall not be used for the
purpose of execution of the Works other than in exceptional circumstances and
with the express permission of the Engineer. In the event of a maintenance spare
being opened during execution of the Works or a seal broken, a new sealed
labelled spare must be provided by the Contractor at no additional cost.
Maintenance spares shall also means that they are preloaded with necessary
software, where applicable, and ready to be used without incurring any expenses
to JKNS.
8.1 The Contractor shall undertake the training of JKNS staffs (technical and
operational) on aspects of operation, maintenance, servicing and repair of the
equipment and apparatus installed.
