It is the responsibility of the ECC to ensure that research and development leave
is utilised in accordance with the provisions of this policy.
1.5
Only in exceptional cases may Senex deviate from the requirements of this
policy, except in instances as provided for in paragraph 7.
Formal study

An application for research and development leave for formal study must
be accompanied by proof of registration for the degree or qualification
and proof that the promotor or supervisor has approved the research
proposal (where applicable). Research and development leave will not
be granted for developing a research proposal.

Where research and development leave is used for formal study, the
Section 1 of the Higher Education Act 101 of 1997 and paragraph 1 of the Institutional Statute
Formal study refers to a qualifications offered by accredited higher education institutions

The Policy and Procedures for the Measurement of Research Output of Public Higher Education institutions was
published in GN 1467 Government Gazette 25583 of 14 October 2003. In terms of the policy of the Department
of education a number of research outputs are approved for subsidy purposes. These include:

employment elsewhere or to practice a full time profession.

Senex meetings to take place before the period of research and development
leave concerned commences.

The Department of Human Resources certifies that the leave cycle has been
completed and that the periods of research and development leave applied for
have been calculated correctly.

The CRC considers the application, ensures that it complies with the
requirements of this policy and makes a recommendation to the ECC for its
consideration.

The applicant must inform the Department of Human Resources in writing of his
or her acceptance of the decision of Senex before his or her research and
development leave commences.
4.9
In the case of further formal study, it is necessary to indicate the intended degree
or qualification, as well as the date of conferment of the previous degree. As
regards dissertations and theses, it must be indicated that the applicant is
registered for the degree and the supervisor or promoter must indicate that an
acceptable research proposal has been submitted by the applicant. If applicable,
an indication must be given of how many chapters have already been completed,
which chapters will be completed during research and development leave, and
the intended date of completion of the dissertation or thesis.

An applicant must assign periods to the progress envisaged and specify which
part of the project and/or programme he or she expects to complete at the end
of each period of reporting provided for in paragraph 9.4.

Candidates must also indicate what progress they have made with the preceding
programmes and projects, that is, whether they have been completed or how
they have progressed since the previous period of leave.
REJECTION OF APPLICATIONS

The applicant has the right to appeal to the Chairperson of Senate against the
decision of the ECC.
A research and development leave cycle is a cycle of six years' service excluding
any period of unpaid leave.

A permanent academic employee may apply for eleven months' research and
development leave after the completion of each six-year cycle, provided that
research and development leave will not be granted to an employee in the twelve
months preceding his or her retirement.
7.4
Subject to the operational needs of the department, the taking of research and
development leave does not affect the annual vacation leave allocated to an
employee on 1 January of a given calendar year.

Periods of research and development leave commence on the first day of any
month.

A new appointee at UNISA may be granted six months pro rata leave
after a period of three years but then only for Masters and Doctoral
study.

Such leave may be added at the end of the period of research and development
leave, or may be taken within two years after the completion of the period of
research and development leave. Leave not taken in this way is forfeited.

The CRC considers the application, ensures that it complies with the

REPORTING
9.1
During his or her research and development leave, the lecturer or researcher
must submit interim progress reports (SENEX3) on his or her studies or
research. At the end of his or her research and development leave, the lecturer
or researcher must submit a final report.
9.2
The final report on research and development leave must include a review of the
entire research and development leave period.
9.3
Interim reports must reach the CoD concerned within one week after each
reporting period has expired. The content of the report must refer to the progress
envisaged in the application (see paragraph 5.6)

Depending on the option chosen (see paragraph 7.6), the following periods of

The CRC considers the reports and ensures that they comply with the
requirements of this policy. The CRC then makes a recommendation to the ECC
for its consideration.

The Executive Dean in consultation with the ECC approves interim reports and
forwards copies of these reports to the Research Directorate.
9.8
The Executive Dean must forward the final research and development leave
report via the Senate Research Committee to Senex for approval.
The control and monitoring of research and development leave are primarily
the function of the CoD.
10.2
The CoD must ensure that progress is made in accordance with the research
and development leave programme, and that the information provided in the
progress reports is correct.
10.3
In the case of masters' dissertations and doctoral theses, the CoD must also
request written reports from the promoter or supervisor.

The CoD and the Executive Dean must satisfy themselves that the approved
study programme has been carried out satisfactorily. Where necessary, they
must identify and/or recommend specific points of the report for further
consideration or implementation.

A lecturer who has made progress with his or her research and development
leave programme but who has not yet completed the programme will be
granted the opportunity to complete the programme within a reasonable period
of time if an acceptable motivation is provided.

The Executive Dean's office keeps a register of these cases, and informs the
lecturer or researcher and the CoD when follow-up reports are due.

Progress reports are required until such time as the research and development
leave programme has been completed.

Persons who have not completed a programme for which research and
development leave was granted will not be granted another period of research
and development leave unless Senex exercises its discretion in terms of
paragraph 1.4. This rule does not apply where an applicant is granted a second
cycle of research and development leave in terms of paragraph 2.1.7.
11.9
Persons who have not completed a programme for which research and
development leave was granted and who have received a grant from the
research fund for the programme will not be awarded further grants from the

College Research Fund.
11.10
The Executive Dean may request Senex to recommend that action be taken
against an academic employee who has not completed a research and
development programme within a reasonable period. The nature of the
appropriate action to be taken is determined by Senex but may include
recommending that disciplinary steps be taken against the person.

DIRECTIVE
(pertaining to the implementation of paragraph 7.2.2 of the Policy)

A person who moves from the employ of one higher education institution to UNISA must
provide UNISA with an official record of his/her research and development leave credits
at the previous higher education institution.
2.
Upon receipt of the application for research and development leave, the Department:
Human Resources will consider the application and provide the relevant employee with
written feedback in terms of his/her status of research and development leave credits at
UNISA and forward a recommendation to the relevant Chairperson of the Department:

and development leave;

The research and development leave credits an employee qualifies for in respect
of the number of years of service at UNISA;

The Executive Dean in consultation with the Executive Committee of College makes a
recommendation to Senex regarding final approval.

decision by Senex.

The Department: Human Resources captures the decision of Senex on the human
resources system.

The applicant must inform the Department: Human Resources in writing of his/her
acceptance of the decision of Senex before his/her research and development leave
commences.
