AUGUST 8, 2007 - SPECIAL MEETING

President Summiel called the meeting to order at 6:30 pm and read the Open Public
Meetings Statement.

The notice requirements provided for in the “Open Public Meetings Act” have
been satisfied. Notice of this meeting was properly given in a notice which was
transmitted to the Times of Trenton on August 3, 2007, the Trentonian on August 6,
2007, filed with the Clerk of the Township of Ewing and posted in the Ewing
Township Municipal Complex on the 6th day of August, 2007.

NEW BUSINESS

1. President Summiel introduced the presentation of and discussion on the


proposed 2007-2008 Ewing Township Budget.

Mayor Ball and Mr. Thompson gave preliminary remarks. Mr. Barrett reviewed
some specific line items, including increased pension liabilities, public safety
salaries, lost revenues and fund balance and then had the various department heads
review their areas of responsibility.

Each of the Council members commented on the proposed budget. At 8:09 pm a


brief recess was taken.

At 8:22, the meeting was reopened. After further discussion, Mr. Steinmann, moved
the budget for introduction, seconded by Mr. Murphy.

07R-121___ WHEREAS, the Mayor and Administration of the Township of Ewing


submitted the municipal budget for fiscal year 2008 to the Council for review,
introduction and approval; and,

WHEREAS, pursuant to N.J.S.A. 40A:4-4 and N.J.S.A 40A:4-5, the Council must by
resolution introduce and approve a proposed budget; and

WHEREAS, pursuant to N.J.S.A 40A:4-5, approval thereof constitutes a first reading


which may be by title and upon the approval of the budget by the Council, a time and
place for the holding of a public hearing upon the budget shall be fixed not less than
twenty eight (28) days after introduction and approval.

THEREFORE, BE IT RESOLVED, by the Ewing Township Council that:

The municipal budget for fiscal year 2008 is introduced and approved: Pursuant to
N.J.S.A. 40A:4-6, the Municipal Clerk is directed to publish the same: Pursuant to
N.J.S.A. 40A:4-5, the Municipal Clerk shall cause three (3) certified copies of the
approved budget to be transmitted to the director within three (3) days after this
approval; and Pursuant to N.J.S.A. 40A:4-7, a public hearing upon the budget shall
be conducted on September 25th, 2007.

STATEMENTS AND COMMENTS FROM MEMBERS OF THE PUBLIC

Ron Prykanowski (16 Thurston Ave.) questioned the notice for the meeting; Mr.
Hartsough responded. Kate Tuttle (8 Locke Ct) commented on the budget increases
and Charles Green (979 Bear Tavern Road) discussed the Local Finance Board
meeting where the Ewing application for a bond restructuring was discussed.

There being no further business, President Summiel asked for a motion to adjourn.
Mr. Steinmann moved, seconded by Mr. Murphy. The meeting was adjourned at
8:45 pm.
