Energy context in Apulia

Apulia Region is involved in energy production from fossil sources and renewable as well; The present administration is encouraging use of renewable source in respect of Kyoto goals and 2020 target CO2 reductions

The regional level seems to be a terrain particularly suited to meet and overcome this challenge: not only because many production chains, located upstream of the renewable energy and energy saving sectors, offer a local dimension that makes them structurally short and integrated (one thinks, for example, of agro-energy or the expertise necessary for the energy reconversion of residential building assets), but also because the regional scale represents a privileged level of the new European orientation for the so-called post-Kyoto on the horizon until p p y 2020

The Th regional system b i l t boasts a series of strong points: t i f t i t 1. a predisposition for compatible agro-energy, that is confirmed by the availability of agricultural land already allocated to growing biomasses; 2. a climatic opportunity (Apulia is one of the regions with the highest level of solar irradiation in Europe and with a high levels of wind in some sub-regional zones); 3. a substantial heritage of existing buildings that offer important requalification opportunities aimed at maximizing energy efficiency, above all in civil residential settlements and public buildings.

The average of solar radiation per unit area equal to an average daily sum of 4.6 KWh/m2/day (S KWh/ 2/d (Source: Fondazione Eni, Enrico Mattei, 2009), compared to a national annual average which ranges between 3.6 and 5 4 KWh/m2/day 5.4 (Source: ENEA, 2009).

Energy context about policies (1/m)

The Regional Environmental and Energy Plan (PEAR) of Apulia has defined ambitious future targets and, in particular, g , p , i. halving, between 2004 and 2016, the growth trend of regional energy consumption with respect to the preceding fifteen years (from +19.3% to +9.9%); ii. increasing the contribution of renewable energy as a percentage of the total regional production from 3% in 2004 to 18% in 2016 iii. To keep environmental sustainability always strongly tied to development growth

In order to achieve these goals, Apulia can benefit from important Community and national resources for the promotion of renewable energy and energy efficiency; in particular:

together with other regions of the Convergence of Objectives (Campania, Calabria and Sicily), receives resources from the 2007-2013 Interregional Operational Plan (POI) Renewable energy and energy saving. Further funds are derived from the Operational Plan FESR Apulia 2007 2013 2007-2013, whose Axis II provides for considerable resources for renewable energy and efficiency.

Energy context about policies

Thanks to The Rural development Plan (PSR) in Apulia Region, renewable energy plants are financed both for agro-food companies financed, within food and forestry production (1st axis) and for energy selling within a yield diversification (3th axis) More generally, the challenge consists in the possibility of growing biomass that is weed-like in nature, locating crops in extensive marginal areas, abandoned or soon-to-be abandoned lands. In this way it would be possible soon to be to offer new productive opportunities to the farming sector, preventing the abandonment of the soil as well as the importation of raw materials from other regions or abroad to make up the shortfall in domestic or local supply. Energy context about policies

'Green' energy from the roofs of households and businesses in Puglia will be available to everyone, as of today, under an agreement between Apulia and Enel si a subsidiary of Enel Green Power a Enel.si, Power, leader in the Italian renewable-resources, distributed generation and energy efficiency. The agreement promotes the growth of renewable energy through the installation of photovoltaic panels on roofs and sun terraces terraces. This is one more step towards carrying out its 'structural solar project', which consists in installing small and medium-sized photovoltaic panels on the homes of individuals and the premises of small and medium sized businesses (from 1 to 50 kW) at particular profitable conditions. Through another agreement Apulia involved Beghelli group, an Italian leader that operates in the field of energy saving lighting, allowing new t h l i ll i technologies t get i t everyday b ildi to t into d building materials: t i l the efficiency of the photovoltaic module increases due to cooling provided by liquid flowing through the thermal circuit. In addition, solar thermal and photovoltaics elements are being placed on the same panel not increasing the overall dimensions panel, dimensions.

Regional Law nb.3 decided that every brand new houses in Apulia have to implement, by building codes, an energy production from renewable sources at l f bl t least t for 1 kW per house. For every industrial house more than 100 square meters extended smallest production requested is 5 kW.

Apulia region approved guide-lines that allow any enterprise operating in energy production field to be enrolled in a local register of public houses and grounds tenants reserved to PV and energetic facilities installations. During the competitive tender for assigning this public h i i hi bli houses ( (at least 20 years for 12 Euros per kW) , only these enterprises could participate There were allocated 75 M in favor of Aree vaste (multimunicipality aggregation) for this in order t i d to upgrade b ildi d building efficiency, with a participation of municipality funds (15%).

The Puglia Region and Terna, the company responsible for the development of the National Electricity Transmission Grid in Italy, signed an important memorandum of understanding for applying the SEA (Strategic Environmental Assessment) to planning the development Assessment ) activity for the high voltage electricity grid. With this agreement, the Puglia Region and Terna undersigned a commitment aimed at accelerating and reducing the authorization procedures for development measures submitted to the SEA and at submitting to a prior evaluation any environmental and t it i l i i t l d territorial impact th t the new electricity l t i it infrastructures may have in the region, as part of a shared and coordinated process with the local institutions.

The principal works include: - Doubling and strengthening the 380 kV FoggiaVillanova Villanova line; - New 380 kV electricity stations in the area between Foggia, Benevento and Salerno gg , - Strengthening the 380 kV Foggia-Benevento II line - New 380 kV electricity stations in Bari and Brindisi Overall, the works are aimed at rendering Puglias , g g electricity system more modern, safe and efficient within this region that is not only strategic for the Adriatic line, b t also f all of It l Ad i ti li but l for ll f Italy.

Energy main players

Public research entities In Apulia there are two Institutes of the National Research Council (CNR) that are concerned with renewable energy and energy efficiency: the Institute for Construction Technologies (ITC) and the Institute for Microelectronics and Microsystems (IMM): The first, with head office in Bari, is engaged in applied research, certification, experimentation and training in the civil construction and tertiary sectors. The Institute for Microelectronics and Microsystems (IMM), located in Lecce, is involved in various renewable energy projects, even financed by the European Union The Experimental Agronomic Institute of the National Council for Agricultural Research and Experimentation (CRA), with offices in Bari, is involved in agro-energy research, in particular of the p ( ), , g gy , p suitability of the agricultural use of biomass coming from agro-industrial and bio-activator waste sources. Public/private research centres The Laser Center a research and technological transfer centre has expertise in the field of Center, centre, sensors and combustion processes, environmental technologies, definition of prototypes and CO2 monitoring systems for combustion control. The Laser Centre works in conjunction with the Bari Polytechnic on anemometry studies. The University of H d Th U i it f Hydrogen, "H2U" and the consequent d d h development of a network of h d l f k f hydrogen dispensers in each province of Apulia and the development of solar and thermodynamic plants resulting from a project, coordinated by the Nobel Prize winner Carlo Rubbia, that aims at the realisation of plants transforming solar energy into electric energy.

CETMA, a consortium with a mixed public-private capital, has specific skills in materials g g, o a o g g a d du a d g engineering, information engineering and industrial design CESE (Public Services and Energy Research Centre) is very new: this is a consortium established with the Bari Polytechnic, AMGAS of Bari and AMET of Trani. The objective of the consortium is to support two companies with professional modernisation and the preparation of studies for the attainment of greater efficiency for energy services, environmental impact analysis, cost/benefit analysis and energy policy impact evaluations. Finally, the activities of the Environmental Education Laboratories (LEA), is active in Apulia on a provincial basis62 The Environmental Education Laboratories are promotion centres for basis62. environmental information and education activities and coordinates the activities of In.F.E.A. (Environmental Information, Training and Education) on a provincial level. The research done by ENEL is articulated at a company level in 4 operational units consisting of a units, network of research centres, laboratories and experimental stations that are involved in five categories of research: combustion; pollution reduction; diagnostics and automation; new generation systems; waste. The CRIS (Innovative Researches Consortium for the South) research centre is a research consortium among industrial and research firms of the Ansaldo Finmeccanica Group in Gioia del Colle where its activities include the study of clean combustion technologies and the reduction of emissions using experimental equipment. It is currently busy with research activities on distributed generation with reference to renewable energy The FIAT Research Centre is an excellence centre for the automotive sector and have offices throughout Italy. The centre in Bari, at Valenzano, is involved in the design, development and control of new fuel injection systems j y

Districts

Distretto Tecnologico Nazionale dellEnergia (National and Technological District of Energy, DiTNE) is based in Brindisi and collaborates with research institutes, universities and other firms to transfer technological knowledge to the enterprises. Apulia is therefore in the forefront for green building on the national level. In 2008, the region promoted the Distretto Regionale dell'Edilizia Sostenibile (Regional District of Sustainable green building). The District collaborates with more than 150 entities such as construction companies, producers of h h d f biological materials and institutes for scientific research. The Productive District called La Nuova Energia gathers several small and medium enterprises local authorities and municipalities associations and enterprises, municipalities, research bodies, each specialized in one or more phase of productive chain. The District has engaged the Department of Planning and Management of the Agro Zootechnical and Forestry systems (PRO.GE.SA.) in order to carry out research on the following subjects: (i) utilization of renewable energy sources g j () gy for distributed micro-generation, construction systems for the reduction of energy consumption, life-cycle assessment (LCA) of the structures for agriculture; management of the waste produced from zootechnical breeding and from agribusiness; (ii) development of highly innovative plant and machinery, for oil-mills, cellars and cooling stations inter alia using ecooil mills, eco compatible technology; (iii) technologies for the exploitation of energy from biomasses: supply chains, conversion plants and territorial analyses.
